FULL TRANSCRIPT
So I think we're good to start. Thank
you chair.
>> Okay.
Thank you very much. Uh so suggesting
that we must start Mr. Salman.
>> We can start chair. Thank you.
>> Okay.
Can I then establish if there's
members to consider the agenda? Can you
beam the agenda properly? Mr. Adams,
I see the hand of honorable Machi.
>> Would like to to move for the adoption
of the agenda as it is. Thank you. Thank
you machi and second
>> there's a hand from Miss Bulman chair
thank you honorable Bman
>> thank you chair I second the proposal
for the agenda thank you
>> okay thank you very much members the
agenda has been seconded We
welcome all members and welcome all uh
the department of uh home affairs,
the ministry, the DG and all
your DDGs and officials, the CEO of
government printing works and all the
executive members of uh parliament and
the staff.
Um we
are going to focus on the annual report
of uh both the institution
the department of uh
home affairs and government printing
works. We note that there's a
a judgment in relation to asylum
matters that was uh
table yesterday
and also note or observe the
correspondence that is circulating from
the department to inform the officials
will request that
we will schedule the department to brief
the committee in details. It will appear
that they've already gone through the
details of the judgment.
Um we'll consider to uh be favored with
a detailed brief and how we're going to
navigate to that portfolio committee. We
are able to deal with this matter
collectively.
Um noting the two correspondences that
uh we are making reference to.
I must raise the director general that
I've received concerns from members of
the committee
that uh your department
it will appear and I think you'll be
reasoning it whether is deliberate uh to
send the presentation
presentations
late for the considerations of members.
Um I think if the notice was issued on
Sunday probably
we'll uh appreciate that uh the uh
delayed responses on your part. We met
with the department on
uh last week or so and I think the
schedule was highly noted. So members of
the committee are raising these concerns
with the chair which I concur with them
whether it's deliberately on your part
to limit members of the committee to go
through the report prepare
and also interact with our researchers
and content advisor was an area which uh
we thought we must raise with you as the
chief administrator of all the
institutions
uh in the in the in the in the portfolio
we're observing and I think we request
your response to that.
Um those are the two issues that you are
going to to to um um to raise. Members
we have received
um interaction with these two
institutions. We've also been favored
with the overall uh uh detailed brief by
the auditor general last week. We've
also requested that we meet with the
order general which we have scheduled
them to meet them this Friday in in
committee to further interrogate the
areas which they've been raised at the
level of the department and the
government printing works and also two
institutions BMA and the independent
electoral commission.
We note the progress the positive sites
that are coming out of the um report of
both the institutions. However, we we we
raise serious concerns which remains the
unqualified audit opinion of the
department of form affairs, irregular
expenditure,
um capital spending and the a targets
that were not um achieved and one of the
issues that would be interrogating
around this issues. We also note the
positive sides of the government
printing works. Um however we note the
also the irregular expenditure that are
associated foodless and wasteful
expenditure
and all uh areas that have been
identified by the order general and this
will give us an opportunity um to get a
detail uh from the department uh the
team that is going to be led here so
that we're able to deal decisively and
make sure that uh we aortion our
responsibility
of uh conducting oversight and we hope
all the team uh we've listened carefully
to the auditor general uh when they were
briefing the committee last week and we
have carefully identified certain areas
that would be expecting to interact
particularly from the CFOs of the two um
institution GPW
and the department of form affairs
Now that the agenda has been um
adopted, we'll invite the um
minister to introduce the two report
briefly and then we'll have more give
more opportunity to the two institution
led by the director general and also the
CEO of government printing works to
um h to deal with the with the with the
matter. Mr. Salmon
um can we identify the item number two
and members if the the issues you have
raised with the uh in fact the DJ may
need to
um perhaps make a comment before we
start with item number three on the
concerns that members have identified
around the uh issues of late responses.
Let me start with content advisor Mr.
Son if there
>> yes chairp person. Thank you very much.
Um Eddie received an apology for missi
and then uh honorable
also indicated that he might not have a
good connection cuz he's flying but I
see that he's in the meeting. Um, we
also had an apology from the deputy
minister, but I see he's also in the
meeting and then from the minister that
he will need to leave at 12:30 chap.
Thank you.
>> Thank you very much, director general.
>> Good morning to you, chairperson. Good
morning to the honorable members. So
good morning to the minister of form
affairs, the deputy minister of form
affairs, the DDGs that are online. I
think firstly it's to apologize chair
for the late submission. I think due to
the changes in terms of the the program
would truly apologize that the report
was not timelessly sent so that the
content advisor could then go through it
and we commit that uh we will rectify
that. Thank you chair.
>> Thank you very much uh for that. What
we'll advise is that all the
presentations
uh from henceforth must be
uh sent to the
committee by Friday
at 12:00 so that we allow the team and
members of the committee to interact
with the report until Monday and I think
that will be appreciated DJ it's not a
difficult matter because both the
portfolio committee and the department
and the institutions
we interact with these matters daily. So
I think uh we note that uh response from
you director general minister
oh sorry members is there any other
matter you want to raise on this matter.
Okay. Noted. Minister, can you introduce
briefly the two reports presentations
and then we invite the DG to
and the CEO. Thank you.
>> Thank you so much honorable chairperson.
Good morning to you. Um good morning to
all of the honorable members as well as
the officials on the call. Um we are
essentially then having a follow-up um
