0:05

now the issues facing california

0:08

homelessness the economy serious climate

0:11

change challenges the candidates

0:14

the politicians are mucking it up this

0:16

crisis exceeds the current governor's

0:19

ability to deal with it we shouldn't

0:21

have career politicians in politics i

0:24

think the most important job of our next

0:26

governor is to make it less important

0:28

who the governor is tonight information

0:30

voters across california need to make

0:33

informed decisions

0:35

live from california's capitol

0:39

kcra and the san francisco chronicle

0:42

present the california recall debate

0:46

good evening and welcome i'm gulstan

0:48

dart right now voters across california

0:50

are deciding two questions first should

0:52

governor gavin newsom be recalled and

0:54

second if he is recalled who should

0:56

replace him which is why we are here

0:58

tonight we invited governor newsom and

1:00

six leading candidates looking to

1:01

replace him the governor's campaign said

1:03

that he's not taking part in debates

1:06

larry elder and caitlyn jenner said that

1:07

they will only debate the governor

1:09

tonight we're joined by four candidates

1:11

who did accept kevin kiley is a

1:14

republican he graduated valedictorian

1:16

from granite bay high school he's

1:18

currently a member of the state assembly

1:20

representing the sixth district kevin

1:22

paffreth is a democrat he appears on the

1:24

ballot as a financial educator analyst

1:27

and he may be better known by his

1:28

youtube channel meet kevin he has also

1:31

worked as a real estate broker kevin

1:33

faulconer is a republican he appears on

1:35

the ballot as a businessman and an

1:36

educator he's a former city council

1:39

member and mayor of san diego and john

1:42

cox is a republican he appears on the

1:44

ballot as a businessman accountant and

1:46

father he ran for governor in 2018 and

1:49

lost to gavin newsom

1:51

those are the candidates now to the

1:52

questions and we want to hear from you

1:54

so scan the qr code you see on your

1:56

screen to send us questions for the

1:58

candidates our moderators tonight are

2:00

alexi kossef san francisco chronicle

2:02

capital correspondent and kcra 3's

2:05

deirdre fitzpatrick and based on a

2:07

random drawing our first question goes

2:09

to kevin faulconer deirdre all right

2:10

gulstan thank you so by agreement you

2:13

gentlemen have agreed to have one minute

2:15

to answer these questions and for our

2:17

viewers at home they will know that

2:19

their minute is up because on the floor

2:21

which you cannot see is a red light

2:23

green light system so when the light is

2:25

green you're free to talk you'll see a

2:26

yellow which means start wrapping it up

2:28

when you get to red you're supposed to

2:30

be done talking and if you get past that

2:32

lexi and i

2:33

will find a nice way to try to start

2:34

cutting you off so let's get to our

2:36

first questions we did ask people all

2:38

over california to submit questions we

2:40

had well over 400 questions come in we

2:42

won't ask all of them

2:44

no surprise one of the top things people

2:46

want to talk about is something that

2:47

affects every single person on the

2:49

planet everybody in this room right now

2:51

and that is coronavirus so we'll talk

2:53

about the pandemic and vaccine mandates

2:55

to start us off today so this week the

2:58

fda gave full authorization to the

3:00

pfizer vaccine for those who are 16 and

3:03

older so now that it's no longer under

3:05

the emergency use status authorization

3:08

what is your position on vaccine

3:10

mandates both in the private sector and

3:12

in the public sector and it is worth

3:14

pointing out that all four of our

3:15

candidates tonight are vaccinated so we

3:18

will as gulstan said start with kevin

3:19

faulconer i said thank you i am vaccine

3:23

that vaccine number one way that we can

3:25

get over covet 19 is to have

3:28

everyone get the vaccine as i said my

3:31

family's vaccinated my wife my kids

3:33

i think it's incredibly important and

3:35

particularly in this now that we're

3:36

seeing fda approval

3:38

that we continue to educate and educate

3:41

the benefits of getting that vaccine and

3:43

that's something that i've been strongly

3:45

advocating for

3:46

all of these many months ever since

3:48

obviously the vaccines came out

3:50

and i feel really strongly that our best

3:52

opportunity is indeed to educate we're

3:55

not going to mandate our way out of

3:57

covent 19. while i was mayor of san

3:59

diego i really stood up against you know

4:02

the statewide mandates that we saw from

4:04

governor newsom one size fits all policy

4:08

we want everybody to be healthy we want

4:10

everybody to be safe but the best way to

4:12

do that is to educate folks to get that

4:15

vaccine and that is the best way that we

4:17

are all going to get over this together

4:20

as californians so to be clear you're

4:22

against mandates both in the pub for the

4:24

public and then also the private sector

4:25

as well no man our best opportunity

4:28

again is to get everybody vaccinated

4:30

we're not going to do it by mandating

4:32

you need to educate okay next up is

4:34

kevin paffrost same question thank you

4:36

very much

4:38

albert einstein once said the definition

4:40

of insanity is doing the same thing and

4:42

expecting different results the reality

4:44

is

4:46

the vaccine is very important however

4:48

oxford university just told us last week

4:51

that transmission still occurs in

4:53

vaccinated individuals now i encourage

4:55

everyone to get vaccinated my family is

4:58

vaccinated but my three and

4:59

five-year-old are not because they can't

5:01

yet get the vaccine and so we need to do

5:03

something different if we want to end

5:04

this pandemic

5:06

we need to also include an emphasis on

5:09

hepa filtration in our schools there's a

5:12

reason our planes are still flying we

5:13

don't need lockdowns to end this

5:15

pandemic what we need is proper

5:17

education like mr faulkner has said

5:20

potentially even incentives of up to 250

5:22

for a new

5:23

vaccinated adult but if we still spread

5:26

coven from vaccinated individuals we

5:28

must also make sure we lessen the burden

5:30

on our hospitals by ensuring that every

5:32

building in our state has a proper hepa

5:34

filtration and we use proper masking to

5:37

end this pandemic okay so i'm gonna ask

5:38

the same follow-up question just to be

5:40

clear

5:41

no mandates private sector or public

5:42

sector i do agree with mandates i agree

5:46

with mandates at a local level though

5:49

not from the governor's office i'm gonna

5:50

be very clear about this i believe every

5:52

individual business has the

5:54

constitutional right and every

5:55

individual building has the right to

5:57

determine their own mandate rules that

5:59

means every individual school hospital

6:01

can determine vaccine mandates

6:03

themselves thank you kevin kiley your

6:05

turn

6:06

well as i was uh watching your station

6:08

kcra before the debate started i saw a

6:10

commercial from gavin newsom against the

6:12

recall and he had this dire warning that

6:14

if the recall succeeds then these

6:16

mandates are going to go away and

6:17

cobit's going to spread which is kind of

6:19

an odd thing to say because the mandates

6:21

didn't exist until a week or two ago

6:23

we're the only state that has them and

6:25

they haven't even gone into effect yet

6:27

so it's clearly a campaign issue and

6:28

that's the way that gavin newsom has

6:30

treated kovitt from the beginning he's

6:31

politicized it i'll give you a very

6:33

clear example of that

6:34

last year in october when newsome

6:36

thought it was good politics he cast

6:37

doubt on the vaccine he said that we

6:39

couldn't take the fda's word for whether

6:41

it was safe the chair of the united

6:43

states senate health committee had to

6:45

write him a letter telling him to cut it

6:46

out he said that newsome was attacking

6:48

the career scientist at the fda that he

6:50

was discouraging americans from taking

6:51

the vaccine and he was costing lives and

6:54

then when it came time to actually roll

6:55

out the vaccine we had the slowest

6:57

rollout of any say the governor didn't

6:59

prioritize seniors and when they were

7:01

did become eligible they'd spend all day

7:03

on the phone trying to get an

7:04

appointment and couldn't get one it's

7:05

been exactly the opposite of the way the

7:07

approach should have been and john cox

7:09

i agree with mr kiley i won't call him

7:11

kevin because we have too many cabins

7:12

here

7:13

but

7:14

listen the the politicians will

7:16

politicize this and that's what they've

7:17

done and i'm a businessman i want to

7:19

solve the problem and mandates aren't

7:22

going to solve the problem uh i've been

7:24

vaccinated my family's been vaccinated i

7:26

believe in the vaccine it comes from the

7:27

private sector it's well tested and i

7:30

believe it's good i'd like to see the

7:32

vaccine approved not only for adults but

7:34

i'd like to see the proof for children

7:35

as well and i think that's going to

7:36

happen very soon but i think the

7:39

reticence of people to get vaccinated is

7:42

all about the lack of trust in

7:43

government and gavin newsom is exhibit a

7:46

in that

7:47

situation this not just his hypocritical

7:50

dinner at the french laundry which

7:52

demonstrated that he doesn't think the

7:54

rules apply to him but it's also the

7:56

no-bid contracts the no bid contract the

7:58

blue cross to botch up the vaccine

8:01

distribution that mr kylie referred to

8:03

uh the note the raising of money for his

8:06

wife's foundation uh from pg e uh which

8:09

literally has killed people

8:12

this erodes trust and when people don't

8:14

have trust in their leadership they

8:16

don't listen to leaders when the leaders

8:18

tell them that they should do something

8:20

i don't believe in mandates i don't

8:21

believe in mass mandates i am not

8:24

interested in having that i believe in

8:26

freedom i believe in the constitution

8:28

thank you john cox appreciate let's move

8:30

on to the second viewer question

8:32

regarding coronavirus several of you

8:34

have expressed opposition to mass

8:35

mandates in schools as well as other

8:37

public health measures that governor

8:39

newsom has adopted to combat the

8:41

pandemic

8:42

now that we're in the middle of another

8:43

surge what steps would you take to slow

8:46

the spread of the virus moving forward

8:48

kevin paffraff we'll start with you

8:49

thank you very much well first and

8:51

foremost we need better masks facial

8:53

coverings are a failure dr scott goblins

8:56

tells us that facial coverings

8:57

themselves are no better than 20 to 30

8:59

percent effective the reality is we need

9:02

n95

9:03

masking the cdc in government has failed

9:06

us in providing science-based evidence

9:10

that we should not use these if you go

9:12

to the cdc's website right now they say

9:14

don't use n95s they should be reserved

9:16

for healthcare workers i believe that is

9:17

a mistake and as governor i will provide

9:20

n95 respirators these masks to

9:22

individuals who need them in our state

9:23

who cannot afford them i will make sure

9:25

we have an appropriate supply of masks

9:27

that are well fitted for our children

9:28

and the people of our state so with

9:31

proper ventilation we can actually end

9:33

covet and again i'm for vaccination but

9:35

what you just heard from the other three

9:38

candidates on the stage and what you

9:39

hear from the other candidates who are

9:40

too afraid to be here tonight to stand

9:42

in front of the california people

9:44

is nothing about ventilation and new

9:47

ideas it's more of the same and that's

9:49

why we're failing with covid i will

9:50

change that as government

9:52

thank you very much kevin kiley what

9:54

steps would you take i would follow the

9:56

approach that other states have taken

9:57

which is to have a balanced approach and

9:59

to place trust in citizens and when you

10:00

look at the issue of masks we're in the

10:02

minority of states that has a statewide

10:04

mandate and you look at other countries

10:05

like the united kingdom they've said

10:07

we're not going to do mass for

10:08

elementary school students or we're not

10:09

going to require it because the harms to

10:11

a child's development far outweigh any

10:13

benefits and those benefits aren't even

10:15

very clearly established and it's almost

10:17

certainly the case that the effect on a

10:18

child of wearing a mask all day varies a

10:21

lot from child to child which is why

10:22

this should be this decision should be

10:24

in the hands of parents but we need to

10:25

we're talking about mask right now but

10:27

let's not forget the fact that

10:28

california shut down its schools longer

10:30

than any other state in the country we

10:32

were 50th out of 50 in getting our kids

10:34

back to school was that because that was

10:36

the safe thing to do no gavin newsom

10:37

knew it wasn't the safer thing to do he

10:39

sent his own kids to in-person private

10:41

school it was rather that we have a

10:42

special interest in this state the

10:44

teachers unions that gives more money to

10:46

political uh office holders than any

10:48

other group and has given more money to

10:50

gavin newsom than anyone and so that's

10:52

why i think there's a level of distrust

10:54

that exists in a lot of what the

10:55

government is doing because clearly

10:57

neither public health nor the interest

10:58

of our kids has been guiding policy

11:00

making so you've spoken for the past

11:02

minute about

11:03

something you're opposed to which is

11:05

mass mandates but what steps would you

11:07

take moving forward to slow the spread

11:09

of the virus i would rebuild the trust

11:11

that gavin newsom has lost through the

11:12

steps i've just outlined the way that

11:14

he's politicized the vaccine the way

11:15

he's politicized things like mass the

11:17

way that he shut down our schools for no

11:19

good reason i would say i'm going to

11:21

start serving the people of california i

11:23

think when we rebuild that trust people

11:24

are more than able to take the measures

11:26

they need thank you thank you very much

11:28

john cox what steps would you take well

11:30

i agree with rebuilding the trust

11:33

people should trust in the vaccine they

11:35

don't because they don't trust gavin

11:36

newsom they don't trust the politicians

11:39

and you know we need to be honest with

11:40

people about this disease this is an

11:42

awful disease i got it early on

11:44

the chinese should certainly be held

11:46

accountable for failure to warn us about

11:48

it as well as possibly developing it

11:51

themselves but we have to deal with it

11:53

and that's the problem see the

11:54

politicians never consider the costs of

11:57

any activity they they engender they

12:00

whipped up a whole lot of fear among

12:02

people and and certainly this disease is

12:06

certainly not a great disease but but

12:08

it's 99.9 survivable uh certainly we

12:12

should protect the vulnerable certainly

12:14

we should protect people with

12:15

pre-existing conditions but what we

12:17

should do is be honest with people this

12:19

disease has animal reservoirs smallpox

12:22

didn't we're not going to get rid of

12:24

this disease

12:25

so we've got to encourage people to

12:27

trust the vaccine get the vaccine so if

12:29

they do get the disease it's not going

12:31

to be as serious and that's the best

12:32

that that's the best way so are there

12:34

any specific

12:35

steps that you had in mind beyond

12:37

rebuilding trust with the public again

12:38

i'm not i look at the costs you know we

12:41

can eliminate all highway deaths if we

12:42

all drove at 10 miles an hour well we're

12:44

not about to do that

12:46

governor newsom shut down small

12:48

businesses he shut our kids out of

12:50

school

12:51

places like florida kept their

12:52

businesses open disney world was open in

12:55

july thank you disneyland just opened in

12:56

april so i you know the destruction of

12:58

saint paul's destruction to our

13:00

children's psyche is also serious too

13:02

thank you for your answer and and kevin

13:04

faulconer are there any steps that you

13:05

would take moving forward to slow the

13:06

spirit of the virus the most important

13:08

thing is to let our local school

13:09

districts working with parents

13:12

make the right decisions based upon the

13:13

facts of the ground in that community i

13:15

think one of the things that you've

13:16

heard very clearly is that gavin newsom

13:19

always his first step is to say let's

13:21

have a statewide mandate our state's

13:23

very big it's very diverse that's the

13:25

wrong approach again we need to have

13:27

parents school district members working

13:29

together

13:30

i'll tell you our schools should have

13:32

been open this past semester

13:34

the fact that this governor shut down

13:37

our schools for as long as he did i mean

13:39

i kicked off my campaign in los angeles

13:42

in front of a closed public school and

13:43

right across the street was an open

13:45

private school where teachers were

13:47

safely teaching and kids were safely

13:49

learning why

13:50

because that school reported to parents

13:52

but yet the public school where i was at

13:54

with ultimately reports to gavin newsom

13:56

was closed

13:57

my daughter should have been in school

13:59

this past semester just like everybody

14:00

else's kids across california in the

14:03

classroom safely learning with great

14:05

teachers doing it zoom was no substitute

14:08

we had a governor that didn't understand

14:10

that we're still dealing with those

14:11

consequences now

14:13

thank you and just quickly again are

14:14

there any specific steps that you would

14:16

take to slow the spread of the virus in

14:18

california all the great steps that we

14:20

have seen we have seen our local

14:22

districts with our great teachers

14:24

working with our parents in terms of

14:26

social distancing in terms of all the

14:28

hygiene things that you have to do make

14:30

those decisions locally not again a

14:33

statewide mandate coming from the

14:35

governor to shut our schools down thank

14:37

you very much

14:39

it is not a surprise we're in a severe

14:40

drought and that many of california's

14:42

water reservoirs are at record low

14:44

levels would you mandate restrictions on

14:47

water use to get california through this

14:49

season if so how would you actually

14:51

enforce them and if not

14:54

what would you do to address the very

14:55

dry months that we have ahead of us and

14:57

we'll start this time with kevin kylie i

14:59

would not do so rationing should not be

15:01

an option and you mentioned the

15:02

reservoirs are low they were overflowing

15:04

just a few years ago so if we had

15:06

political leaders who were exercising

15:08

any semblance of political leadership we

15:10

would have figured this out a long time

15:11

ago maybe we should find a way to save

15:13

the water in the wet years so that we

15:14

can use it in the dry years what i've

15:16

proposed is a constitutional amendment

15:18

that will say that from this point

15:19

forward a fixed amount of our state

15:21

budget is going to go towards projects

15:23

to increase our water supply towards

15:25

dams towards reservoirs towards

15:27

conveyance to reuse towards desalination

15:30

until we add 5 million acre feet to our

15:33

annual water supply and by the way there

15:34

will be protections from litigation as

15:36

well and it would make sure the funding

15:38

is actually used for that purpose you

15:40

know we haven't significantly expanded

15:42

our water capacity here in california

15:43

since the state water project we have

15:45

more than enough water that comes to us

15:47

by the grace of god we just need to

15:49

manage it responsibly you know and

15:51

scarcity and rationing and cutbacks are

15:53

political choices and if we make

15:55

different choices then we'll end this

15:57

era of shorter showers and fallow fields

15:59

in california those are long-term ideas

16:02

what do you do for the next six months

16:03

until the rain is back well i point you

16:05

to for example a letter that a democrat

16:08

in the assembly adam gray wrote to the

16:09

water board telling them not to impose

16:11

these cutbacks on farmers and pointing

16:12

to other solutions like a lot of the

16:14

environmental regulations that cause us

16:16

to divert water from productive use

16:18

right john cox

16:19

yeah this is another one of the

16:20

management problems that the politicians

16:22

and the celebrities and the insiders who

16:24

have run this state for too long

16:27

have cost i mean this is a management

16:29

issue this is not a political issue if

16:31

you need water which we do we need water

16:33

to live we need water to farm we need

16:35

water for every use

16:37

you make sure that you have the water

16:39

available you don't just sit and blame

16:41

climate change and not do anything about

16:43

it i'm a businessman i'm going to solve

16:45

the problem and of course what that

16:47

means is that we have to do things like

16:49

desalination recycling programs and

16:52

reservoirs and i agree right now uh we

16:55

are in a problem because of the lack of

16:58

management skill

17:00

and the politicians are to blame for it

17:02

you know we've passed two water bonds in

17:04

the last 10 years and they've yet to

17:05

spend most of the money from those water

17:07

bonds this is the voters have spoken

17:10

they said we we want uh water stored and

17:14

you know another constitutional

17:15

amendment isn't going to do the job we

17:16

need to get just better leadership kevin

17:19

faulconer

17:20

the only solution we get from gavin

17:22

newsom every time we're in a drought is

17:24

take a shorter shower

17:25

that's not going to cut it

17:27

we have to build more storage we have to

17:29

increase the supply in california in

17:31

fact just last week i had the pleasure

17:33

to be up in maxwell about an hour north

17:35

meeting with folks on the site's

17:37

reservoir we have to turn that into

17:39

reality

17:40

we have the ability to do not only that

17:42

but temperance flat down further south

17:43

and about we have to increase our supply

17:46

and for a governor to just give lip

17:48

service to that but not actually take

17:50

the steps and the emergency steps

17:52

necessary to get these reservoirs going

17:54

i think is unconscionable and it has to

17:56

be an all-of-the-above approach and i

17:58

have a lot of experience with that as

18:00

when i was mayor of san diego we moved

18:02

forward on one of the biggest water

18:04

recycling programs right now going on in

18:07

the state of california

18:09

we have desalinization in san diego

18:11

county strong proponent and supporter of

18:13

that and so instead of what we see from

18:15

gavin newsom

18:17

every single year take a shorter shower

18:20

cut back we have to get smart increase

18:23

the supply we know what needs to be done

18:25

i will have the experience and the

18:27

political will to get it done but what

18:29

do you do the day after you become

18:31

governor when people don't have water

18:33

because reservoirs take years to build

18:35

what do you do for those months in

18:36

between i will move immediately on

18:39

building reservoirs day one slat night

18:41

told not only that insights reservoir as

18:43

well these have been on the books

18:45

forever we have funding in the water

18:47

bonds but we haven't had the political

18:48

will to move forward we have to start i

18:51

will start on my first day as governor

18:54

kevin pathrav pafras same question thank

18:57

you very much well much of what we've

18:58

heard here about solving our water

19:00

crisis is the same old that we've heard

19:03

a lot of complaining the same thing that

19:05

we heard with our covet plans the folks

19:07

on the stage with me did not have strong

19:09

plans and they each had to be asked

19:10

follow-up questions for what their

19:12

actual plans would be we need emergency

19:14

action when it comes to our water crisis

19:16

on day one i will declare a state of

19:17

emergency

19:18

to begin the construction

19:20

as soon as feasibly possible of a

19:22

pipeline to the mississippi river we

19:25

will build an interstate pipeline by

19:27

coordinating with joe biden in the

19:29

federal government now this sounds

19:30

outlandish but we have a massive problem

19:33

researchers and phds have come up with a

19:35

solution it would take just 14 power

19:37

plants to pump water here we can buy

19:39

cheaper cleaner water there's enough

19:41

federal land between here and there with

19:43

the exception of texas where we're going

19:44

to rent land we're going to double the

19:46

flow of water to the mississippi river

19:48

we need strong ideas and that's why i'm

19:52

polling better than all three candidates

19:54

on the stage combined in august both

19:57

polls in august i poll better than all

19:59

three combined by a four to nine percent

20:02

margin because my plans will work have

20:04

you explored cooperation with these

20:05

other states to do something like that

20:08

absolutely here's the thing we have

20:09

spoken with a lot of folks about our

20:11

plans but what i want to be very clear

20:13

about first is i stand for win-win

20:15

negotiations i recognize that we're not

20:17

just going to take water but we also do

20:19

desal conservation wells we're going to

20:22

do everything all hands on deck but we

20:24

need more water we need to double the

20:26

flow of water to the colorado river it

20:28

would only take four percent of the

20:29

water from the mississippi well from

20:31

water we're going to go to fire now yes

20:33

we're in the middle of another

20:35

record-breaking wildfire season which

20:37

has leveled towns and

20:40

a destroyed property all over the state

20:44

do you favor restricting new development

20:46

in high fire risk zones john cox will

20:49

come to you first

20:50

no i don't i do i

20:53

favor

20:54

better management to deal with the fires

20:58

this is again another problem of the

21:00

politicians and the celebrities who have

21:02

run the state into the ground

21:04

uh we solve the problem and how do we do

21:06

that we manage the forest we go in and

21:09

we get rid of the tinling the uh

21:11

the

21:12

dead trees and all these things that are

21:14

going to cause fires to be you know

21:17

become infernos

21:18

we also revive the timber industry which

21:20

has been run out of this state they did

21:22

a lot of the fire forest management uh

21:25

before they were run out of the state

21:27

and then we need to have

21:28

new ideas like a

21:30

air force i saw today there's a new fire

21:33

in grass valley i mean if we had decent

21:36

air force if we weren't spending four

21:38

million dollars a day on that train to

21:40

nowhere in the central valley i propose

21:42

taking that money and buying or leasing

21:45

a whole bunch of jets there's never been

21:47

more jets available than any time in

21:48

history outfit them with tanks and make

21:51

sure you go after these fires and put

21:53

them out before they become infernos

21:55

that money for the train was set aside

21:57

by a constitutional amendment passed by

21:59

voters do you favor going back to the

22:01

ballot to

22:02

to redirect that money toward wildfires

22:05

that yeah if necessary but i'll tell you

22:07

what that project is way over budget way

22:10

behind schedule it's a honey pot for all

22:14

kinds of interest groups that are making

22:16

money out of it and the taxpayers are

22:18

footing the bill it's wrong okay thank

22:20

you kevin faulconer do you favor

22:22

restricting development in high fire

22:24

risk zones i favor putting our state on

22:26

a war footing when it comes to wildfire

22:29

and what we see from gavin newsom year

22:31

after year is rhetoric he'll go out and

22:33

talk about climate change but he won't

22:35

take action he won't take action what we

22:37

need to here in california to do it

22:39

and so that's why i believe we have to

22:40

and i will declare a state of emergency

22:43

as governor to move forward immediately

22:46

on the fuel reduction that hasn't been

22:48

occurring in our forests that need to on

22:49

the brush management on all of the

22:51

emergency ingress in the aggressive fire

22:53

exits that haven't been constructed

22:55

because this governor won't do it and

22:57

what did he do

22:59

he cut the funding from cal fire last

23:01

year and then he also went out and tried

23:04

to take credit

23:05

for treating acres of force that never

23:07

actually happened

23:09

i'm going to treat this as the emergency

23:11

that it is because lives are literally

23:14

at stake

23:15

and if we do not actually get in and

23:18

reduce those fuels do that brush

23:20

measurement by providing a tax credit

23:22

for home hardening

23:23

that's the only way we're actually going

23:25

to make a difference on this in

23:26

california and again it starts by saying

23:29

we have to change it immediately put our

23:31

state on a war footing for wildfire

23:34

prevention so just quickly yes or no do

23:36

you favor restrictions on development

23:38

i favor giving the increases that we

23:40

want for folks to do their home

23:42

hardening and we need to do that and all

23:43

the legislation that's out there

23:45

it works okay thank you um

23:49

kevin paphrath same question to you i'll

23:51

answer the question no i do not favor

23:53

restrictions i favor doing what our

23:55

governor said he was going to do now i

23:57

understand i'm running as a democrat and

23:58

i encourage people to vote yes on that

24:00

second question for kevin paffreth as a

24:02

backup but here's the reality have a

24:03

bone to pick with governor newsom he

24:05

overstated fire prevention by 690

24:07

percent he was exposed by npr for doing

24:09

that the day he was exposed

24:12

we had governor newsome's administration

24:15

try to cover up that they ever made that

24:16

promise which is news that came out last

24:18

week

24:19

but look here's the reality

24:21

the economist told us that in 2017

24:23

portugal had devastating wildfires then

24:25

conducted controlled burns at a cost of

24:28

just 35 an acre versus the 1500 an acre

24:31

it cost to fight wildfires

24:33

and then they didn't have a devastating

24:34

wildfire since and that's what we need

24:36

we need a governor who's actually going

24:37

to do what he says he's going to do

24:40

but i don't think that could be a

24:41

republican

24:42

that's because we have a 75 percent

24:44

democratic control in congress and

24:46

democrats in congress will sandbag a

24:48

republican governor through the 2022

24:51

election by overriding vetoes from a

24:53

republican governor by overriding

24:55

emergency action and overriding or

24:57

delaying appointments this is why we

24:59

need a jfk style democrat vote kevin

25:01

paffroth thank you uh kevin kiley do you

25:03

favor restricting new development in

25:05

high fire risk zones uh i will agree

25:07

with my namesake and uh i want to thank

25:10

him for underlining something that is

25:12

abundantly clear to any everyone except

25:13

gavin newsom which is that this is not a

25:16

partisan recall this has been bipartisan

25:18

multi-partisan from the beginning it's

25:20

about the failures of our government to

25:22

do the most basic things like manage our

25:24

forests and the result of course is that

25:26

our communities are at risk and we keep

25:28

having these catastrophic events so i

25:29

don't think it's necessary to restrict

25:31

development there alexi i think that in

25:32

the areas where there's an unavoidably

25:34

high risk people are not going to be

25:35

eager to build and there are plenty of

25:36

places to build but i will say this it's

25:38

an entirely different story for folks

25:40

who already live in areas that have

25:42

become high risk thanks to the state's

25:43

negligence we have many many people in

25:45

this state whose fire insurance rates

25:47

have doubled have tripled more they've

25:48

lost their coverage they've had to go to

25:50

the california fare plan and it's

25:51

imposed a real economic hardship their

25:53

homes have become unsalable and i do

25:55

think those folks need tax relief it

25:56

should come in the form of a tax credit

25:58

which i actually proposed in the

25:59

legislature but the larger issue is that

26:02

we need to actually start prioritizing

26:04

forest management we have 15 to 20

26:05

million acres of overgrown forests in

26:07

this state and we're seeing the tragic

26:09

results of it year after year thank you

26:11

very much our next question is another

26:13

one that viewers submitted and it has to

26:15

do with housing affordability spoiler

26:18

alert they think it's really expensive

26:19

to live in our state so

26:21

some democrats have pushed to make it

26:23

more affordable and easier to build

26:25

small apartment buildings in residential

26:28

areas and neighborhoods or to turn

26:30

unused commercial property into

26:32

residential housing so would you sign a

26:34

package of bills to allow those kinds of

26:36

changes to happen and we start this time

26:38

with kevin faulconer

26:40

our state is too expensive first and

26:42

foremost and people are voting with

26:44

their feet they're leaving our state

26:46

because they can't raise their family

26:47

they can't afford a home gavin newsom

26:50

appointed himself as the homeless are

26:52

the housings are right everything under

26:54

the sun but yet doesn't take the action

26:56

necessary to actually construct the

26:58

units

27:00

a lot of experience in that

27:01

as mayor of san diego i brought together

27:04

democrats and republicans to pass one of

27:06

the most significant reforms to help

27:08

increase housing in san diego increase

27:10

the supply where we want it along our

27:13

transit quarters we called it complete

27:15

communities it's going to make a huge

27:17

difference i eliminated the regulatory

27:19

burdens to construct that eliminating

27:21

things like parking requirements to make

27:23

it easier so you can get more units

27:26

i have the experience in actually not

27:28

only getting these plans there but

27:30

getting them across the finish line in

27:31

this case the super majority democrat

27:34

city council

27:35

we have to make housing more affordable

27:38

in california and i will take the same

27:40

types of steps that i took as mayor

27:42

those immediate steps that says we're

27:44

going to cut through the bureaucracy

27:46

we're going to build more homes we're

27:48

going to build them where we want them

27:49

to be which is along our transit

27:50

corridors and we can actually do it

27:53

all right we'll go to uh kevin paffrath

27:56

you certainly have a lot of youtube

27:57

videos on topics like this where do you

27:59

stand on

28:00

it california currently builds just 80

28:04

000 housing units per year to break even

28:07

with our housing disaster we need to be

28:08

building 300 000 homes per year that's

28:11

to break even

28:12

kevin faulconer mentions that we should

28:14

build along our transit coordinator

28:16

quarters that's not enough that's not

28:18

enough it's not that it will create a

28:20

drop in the bucket for our housing

28:22

crisis

28:23

it doesn't help that when you had a real

28:25

estate deal in san diego 101 ash you

28:27

understated repairs and ended up costing

28:29

115 million dollars then you stated they

28:31

would 115 million dollars more here's

28:34

what we need to do

28:35

we need to build hundreds of thousands

28:37

of homes throughout california ideally

28:39

half a million homes per year there are

28:41

482 cities in this state

28:44

we build them outside of our large

28:46

cities we'll average them out we will

28:48

have affordable housing again that way

28:50

we're not affecting housing prices

28:51

within our city but instead we're

28:53

providing an affordable option outside

28:55

of our cities and then we can have

28:56

better infrastructure to connect these

28:58

homes

28:59

we will also make these communities net

29:01

negative by building them near and

29:03

around solar and wind farms but we must

29:06

build more houses fast by streamlining

29:09

the permitting process and enabling

29:11

californians to build

29:13

yeah you can no you have 30 seconds to

29:16

respond i'm happy to it's not the time

29:18

for on-the-job training

29:20

for youtube somebody that's never

29:22

actually had to get legislation across

29:25

actually had to get the units

29:26

constructed and built and actually take

29:27

the stance to get housing constructed in

29:30

california i think that's a clear

29:32

difference between you and me my friend

29:34

and that's why it's important that we

29:35

elect a governor that can actually get

29:38

hit the ground on day one

29:40

who has success working with democrats

29:43

and republicans to actually get housing

29:46

across the finish line like we did in

29:48

san diego that will help a hundred

29:50

thousand new units to make it more

29:52

affordable for our families it's not

29:54

time to test drive it's time to actually

29:55

have somebody who has the experience to

29:57

do it all right it's kevin kylie's turn

29:59

i'll remind you i'm sorry i should

30:00

respond to that the ques we're going to

30:01

move to kevin colley the question to

30:03

remind you is would you sign a package

30:05

of bills to make changes including

30:07

building small apartment buildings

30:09

within existing residential

30:10

neighborhoods or turning unused

30:11

commercial properties into housing well

30:13

it's hard to commit to signing or not

30:15

signing a bill in the abstract there's a

30:17

lot of things we need to be doing about

30:19

housing

30:20

and you know some of the ideas you

30:21

mentioned may have merit but uh

30:23

fundamentally this is the issue uh more

30:25

than any other that is the reason the

30:27

american dream is falling apart in

30:29

california this used to be the state

30:31

where anyone could get ahead it's now

30:32

the state that so many people can't wait

30:34

to leave behind last year for the first

30:36

time in california history our

30:38

population declined by 182 thousand

30:40

people we just lost a seat in congress

30:42

based upon the last census now gavin

30:44

newsom came into office he ran for the

30:47

governorship claiming that he'd do a

30:49

marshall plan for housing but he's

30:51

produced nothing of the short as a

30:52

matter of fact he's delivered one-fifth

30:54

of the units that he promised now you'll

30:56

get other states they can get projects

30:58

off the ground in weeks and for

30:59

thousands of dollars that in california

31:01

take years and cost millions of dollars

31:04

that's the reason we don't have the

31:05

housing supply that we need and there

31:06

are very simple reforms we can make to

31:08

get the results that other states do

31:10

reforming sequa rolling back the costs

31:12

that add 150 000 to the price of a home

31:14

before the project even gets off the

31:16

ground certainly streamlining the

31:18

approval process okay the last person to

31:20

answer these questions john cox well

31:21

i've been in the housing business for

31:23

over 40 years so i have the experience

31:26

and i'm not a politician and the

31:27

politicians have jawbone about this for

31:30

years you know this isn't just a supply

31:32

issue that's certainly part of the issue

31:34

but it's the cost of building and mr

31:37

kylie referred to it uh i build for a

31:40

living most my building is done in

31:42

indiana uh i can build there for 125

31:44

dollars a square foot here in california

31:47

it's 450 500 a foot you can build 300

31:51

000 units all you want but you're never

31:52

going to make it affordable when it's

31:54

that expensive and it's driven up as mr

31:57

kylie said by sql by the impact fees by

32:00

the lawsuits i can get approvals in six

32:03

to 12 months in indiana and i assure you

32:05

that people in indiana care about the

32:07

environment they care about traffic they

32:08

care about building standards and it's

32:11

not the cost of the land that's the

32:12

difference because when you're building

32:14

multi-family the cost of the land isn't

32:16

significant we need to get somebody as

32:18

experienced can bring down the cost of

32:20

housing because it is killing families

32:23

and their ability to live in this state

32:25

it's all about families but many of the

32:27

regulations that you refer to are in

32:29

place to protect things like air water

32:32

and labor is there one regulation you

32:34

would look to end first

32:35

like i said the people of indiana care

32:37

about the air water and labor as well

32:40

they managed to approve

32:42

property building in six to 12 months

32:45

not 12 years like here

32:47

they certainly have high standards as

32:49

well but they managed to get the and

32:52

it's done like that all across the

32:53

country california is the outlier here

32:56

and i think we all need to understand

32:57

that it's because of the politicians and

32:59

the celebrities that we've had running

33:01

the state

33:04

uh we're going to move on to the next

33:05

question um one of the biggest debates

33:07

to emerge from the recent racial justice

33:09

protests is whether the state should be

33:11

able to strip law enforcement officers

33:13

of their badges when they break the law

33:15

california is one of only four states in

33:17

the country where there is no statewide

33:19

process to do this but there is a bill

33:21

moving through the legislature right now

33:22

that would make that change

33:24

would you sign it kevin paffraff first

33:26

to you well first live three thousand

33:28

hours of experience in law enforcement

33:30

and i support our law enforcement

33:32

community but i also understand there

33:34

are problems in law enforcement we need

33:36

a massive community style policing

33:39

package in our legislature to make sure

33:41

we can reform law enforcement and i

33:43

would consider exactly what you've just

33:45

asked me

33:46

crime proposition 4757 we've got

33:49

problems we need to enforce the law we

33:50

don't need to defund the police we need

33:52

to properly fund the police not over

33:54

fund the police and that's what i stand

33:56

for now i'd like to respond to the claim

33:58

of experience i have 11 years working in

34:00

real estate and my experience doesn't

34:02

include ripping off my city

34:04

it also doesn't include a display a

34:06

disdain for transparency or such a

34:08

disdain for california that you prefer

34:10

to invest in real estate outside of

34:11

california

34:13

all the properties i own are in

34:14

california i respect the experience i

34:16

have in real estate here the reality is

34:19

i am a jfk style democrat who can work

34:21

with our democratic legislature

34:23

a vote for any republican including the

34:25

ones who are not here is a wasted vote

34:28

and whether you are yes or no on recall

34:30

you should vote for kevin paffraff and

34:31

see my full plan at meetcavin.com okay

34:33

thank you um kevin kiley would you sign

34:35

a police or decertification bill well i

34:38

will answer that question alexa let me

34:39

just say first that you know i believe

34:41

there is room for criminal justice

34:42

reform and police reform where

34:44

appropriate i authored a bill brought

34:46

together the aclu uh and law enforcement

34:49

to provide transparency in for grand

34:51

jury proceedings and officer involved

34:53

shooting cases and for example in the

34:54

brianna taylor case after there was the

34:56

decision not to move forward there the

34:58

family wanted to see the transcript if

34:59

that had taken place in california they

35:01

could have because of my bill now with

35:03

respect to the specific bill that you're

35:05

talking about i think everyone agrees

35:06

there needs to be a fair process but i

35:08

can't just commit to whatever the the

35:10

bill may be at this point in time in my

35:12

years in the legislature i've spent five

35:13

years in the legislature i can tell you

35:15

that these things are sort of a moving

35:18

target a lot of times as they won their

35:19

way through the legislature but the

35:21

larger issue is this that we have had a

35:23

a policy towards our law enforcement in

35:26

california that has been

35:27

incredibly disrespectful i mean the

35:29

slogan defund the police is one of the

35:31

most defensive political slogans ever

35:33

concocted and i think that at the end of

35:35

the day we need to restore the reverence

35:37

and respect for law enforcement that

35:38

they deserve and also put public safety

35:40

first in our communities again at a time

35:42

when crime rates are rising okay thank

35:44

you very much john cox would you sign a

35:46

police decertification bill we need to

35:48

get the politics out of this we need to

35:50

make sure that we have the most

35:52

professional law enforcement force that

35:54

we can muster and that means we need to

35:56

get the politicians out of the picture

35:58

we need to make sure certainly that we

36:00

have a transparent process that weaves

36:03

out people that abuse their badge that's

36:06

a very rare occurrence by the way and i

36:09

think it stains a lot of the people that

36:11

already serve i mean

36:12

my law partner has a son in in the

36:15

police and and he says he doesn't

36:17

understand how his son continues to

36:19

serve because of all the abuse that

36:21

they're getting

36:22

the politics gets into this and we don't

36:24

have the leadership that stands up and

36:27

defends the police

36:28

99.9 percent of whom do a good job they

36:32

deserve our respect

36:34

they certainly we certainly have to have

36:36

body cameras and make sure that we go

36:37

after police who abuse their power but

36:39

that is such a rare occurrence i agree

36:42

defund the police is not the way that we

36:44

should go we need to get rid of 47 and

36:46

57 we need to enforce the law make sure

36:49

that crime

36:50

is is punished that's the first role of

36:52

government so this question was about a

36:54

process to strip law enforcement

36:57

officers of their badges when they break

36:58

the law just to be clear do you support

37:00

that concept or not i i certainly think

37:03

that

37:04

a police officer was found in a

37:06

professional hearing that's not

37:08

politicized

37:09

found to have committed a crime or

37:11

abused his power certainly should be

37:13

stripped i don't believe it should be

37:15

run from the state down i don't believe

37:17

in top down so that's a no no on a

37:19

statewide process okay thank you kevin

37:21

faulconer same question

37:24

i stood up during a very difficult time

37:25

in our city i had hundreds of protesters

37:27

out in front of my house yelling at me

37:29

my family defund the police i stood up

37:32

and said no

37:33

i hired the first female police chief in

37:35

the history of san diego we were

37:37

selected as the nation's safest big city

37:39

in america why because i understand that

37:41

balance and what you have to do to

37:43

protect your city and actually bring

37:45

people together in a safe way it takes

37:48

character and judgment i'm going to take

37:50

this opportunity because one of the

37:51

people that is not here tonight larry

37:53

elder does not have the character the

37:55

judgment the skill set or the experience

37:58

to be governor and i've been very

37:59

outspoken this week and i'm going to

38:01

take one more opportunity to do so

38:03

his attack

38:04

on working women is unconscionable to

38:07

all the working moms out there know that

38:10

with kevin faulconer as your governor

38:11

i'm going to support your right to raise

38:14

a family to have a career

38:16

unlike what larry elder's talking about

38:18

i'm going to make sure that california's

38:20

daughters

38:21

have the same opportunities as

38:24

california's sons we need a governor

38:26

that's going to stand up for working

38:28

women and knows that every woman in this

38:31

state

38:32

can have a career can raise a family and

38:34

to all the working moms out there right

38:36

now i want to say one thing thank you

38:39

thank you for what you're doing we value

38:41

you we can't wait to work with you is

38:44

there is there a specific policy uh

38:47

promoting gender equality that you would

38:50

try to pursue as governor

38:52

it is and talk a lot about the

38:54

opportunity for equal pay that's

38:56

incredibly important i promoted some

38:59

women into the top management positions

39:01

in our city was i was mayor i understand

39:02

how important that what about as

39:04

governor rather than exactly

39:06

okay it's going to be a strong point

39:08

i'll be talking more about that later

39:10

okay thank you

39:13

our next question has to deal with tax

39:15

cuts many californians believe the cost

39:17

of living is too high in the state i'm

39:19

sure that is not a surprise to you

39:21

what would you do to make california

39:23

more affordable and for those of you who

39:25

have proposed tax cuts please be

39:27

specific about how you would make up for

39:29

the loss in revenue and this time we

39:31

start with kevin kiley

39:33

well we do need lower taxes and you

39:35

don't need to make up for the loss in

39:37

revenue i mean i talk to people who who

39:39

hate the taxes but they say look if i

39:40

was at least getting something in return

39:42

for it in terms of the quality of

39:43

government service then i'd be okay with

39:45

it i mean you know we just gavin newsome

39:47

just signed a 267 billion dollar budget

39:50

by far the largest in state history the

39:52

budget has more than doubled in just the

39:54

last decade yet do you look around and

39:56

say wow look at these beautiful

39:57

reservoirs and dams we have look at our

39:59

perfectly paved roads look at our

40:01

sterling public schools no of course not

40:03

everything has continued to get worse

40:05

the quality of life in california has

40:06

continued to decline that is the story

40:09

of modern california as epitomized by

40:11

gavin newsom that we sacrifice the most

40:14

and get the least in return and why is

40:16

that it's because i've seen this in my

40:17

five years in the legislature that our

40:19

state government is fundamentally broken

40:22

and what has broken it is political

40:24

corruption we have a state capital that

40:26

is entirely run by lobbyists and special

40:28

interests which is why i'm the only

40:30

elected official at the state level in

40:31

california that refuses all special

40:33

interest funding because we need to get

40:34

back to the idea of government by the

40:36

people john cox yes or no on tax cuts i

40:39

propose the largest tax cut in the

40:41

history of california across the board

40:44

25 percent this state taxes its people

40:47

way too much it's not just the income

40:48

tax it's the corporate tax the sales tax

40:50

is one of the highest in the country the

40:51

gas tax is one of the highest in the

40:53

country our gasoline prices are now

40:55

approaching six dollars a gallon in most

40:57

of california the cost of living is way

41:00

too high it's literally killing families

41:02

and forcing them to break up and move to

41:04

other states and you know the parents

41:06

then have to move themselves

41:08

the real problem is spending i'm a cpa

41:11

and i can't wait to get my hands on this

41:13

budget i practice zero based budgeting

41:16

in my own businesses i've done that for

41:18

40 years you start at zero you don't

41:20

just take last year's budget and add

41:21

money to it you know when i'm the

41:24

governor i'm gonna have to appoint three

41:25

thousand political appointees that's

41:27

ridiculous we shouldn't have that many

41:29

appointees we shouldn't have most of the

41:31

boards and commissions we have we're

41:33

going to have an audit of every single

41:34

agency starting with the edd and we just

41:37

learned of a homeless

41:39

audit that was blistering in terms of

41:42

its criticism of governor newsom that

41:44

was just released today they have no

41:46

idea what they're spending the money on

41:47

it takes too long to get done and they

41:49

have no idea if it's even helping

41:50

homelessness this has got to change we

41:52

moved to kevin faulconer where do you

41:54

stand on tax cuts

41:55

we have to give californians the relief

41:57

that they deserve

41:59

yet our state is too expensive people

42:01

are leaving and everyone is listening to

42:03

us tonight understands we need to let

42:05

you keep more of your hard-earned tax

42:07

dollars in your own pocket not send it

42:09

to sacramento

42:11

and that's the same thing that we get

42:12

from gavin newsom in the legislature

42:14

year after year send more money

42:16

the fact that we're at a 70 billion

42:18

dollar surplus

42:20

i've proposed the largest middle class

42:22

tax cut in california history

42:25

one reason to make sure folks have been

42:27

able to keep that so they can afford to

42:28

live here in our great state

42:30

and it's significant what do we have we

42:32

have kevin newsom going around

42:33

giving out a stimulus check six hundred

42:35

dollars and thinking that that's the be

42:36

all end all it's not it's not even close

42:38

we need permanent lasting tax relief and

42:41

my plan is real dollars in people's

42:43

pockets enough for eight months of

42:45

grocery eight months of utility bills 92

42:47

tanks of gas and that's just for

42:49

starters we've got to stop being the

42:52

highest taxing state

42:54

in this nation and understand that we're

42:56

going to create good quality jobs help

42:58

california families by letting you keep

43:00

more of what you earn that is a huge

43:03

difference between what we're seeing

43:04

from this governor who only wants to tax

43:07

and we'll end this question with the

43:08

democrat on stage thank you very much

43:10

well i've heard a lot of complaining

43:12

from my fellow candidates here but the

43:13

reality is i have not heard a plan as a

43:15

jfk style candidate i have a plan

43:18

step one no homeless on our streets

43:20

within 60 days we have a very thorough

43:22

plan for making sure homeless can

43:23

finally get the dignity and services

43:24

they deserve homelessness costs

43:27

california eighty thousand dollars per

43:28

year per homeless person

43:30

is very expensive then step two we need

43:32

to solve the causes of homelessness

43:34

we can't be the fifth largest economy in

43:36

the world with schools in the bottom

43:37

twenty percent we need to teach

43:39

financial education in our schools we

43:41

need to teach mental education in our

43:43

schools provide drug treatment services

43:45

one dollar into drug treatment services

43:47

saves us three dollars in crime and with

43:50

the legislature i will pass a very

43:51

comprehensive package to address housing

43:54

transportation and traffic and busing we

43:57

will address homelessness and the causes

43:59

with drugs and mental health and we will

44:02

also make sure we have future schools in

44:04

the state now my full plan is at meet

44:05

kevin.com but the reality is once we

44:08

invest in californians then we can lower

44:11

taxes and we can make california

44:13

competitive by cutting taxes on anyone

44:15

making less than 250 000

44:18

to zero once we properly invest in

44:20

california okay we need to move into

44:22

round two of our questioning tonight and

44:24

this shrinks your answers to 30 seconds

44:26

okay

44:27

so good luck governor newsom i think

44:30

everybody would agree has been dealt a

44:31

unique set of challenges

44:33

everything from the pandemic to the

44:34

recession wildfires drought civil rights

44:37

unrest

44:38

in your view

44:40

what has he done well

44:41

and what would you continue

44:43

and we'll start this time with

44:47

john cox

44:48

this state is a mismanaged mess i mean

44:51

you can't really name anything that this

44:53

governor has done well uh i might have

44:55

agreed with in the first couple weeks of

44:57

covid where he you know cautioned us to

44:59

slow down for two weeks to stop the

45:02

spread but beyond that his pandemic

45:04

management was an inconsistent disaster

45:07

and listen we don't have electricity we

45:09

don't have water we have live in fear of

45:11

fires crime is rising

45:14

housing prices are out of sight taxes

45:16

are out of sight the homeless problem

45:18

has only gotten worse when in the the

45:20

audit today said that we don't even know

45:22

what the money was spent for we got to

45:24

stop with these politicians

45:28

the question is

45:29

name something he's done well and what

45:31

could you seek at the very beginning of

45:33

covet we all pulled together as a state

45:37

those are very difficult days for all of

45:38

us i was mayor of san diego and i had

45:40

one goal keeping us all healthy and safe

45:43

and communicating but i think the

45:45

problem we saw from this governor is

45:47

again he went into lockdown mode he went

45:49

into a one-size-fits-all policy that's

45:52

that just caused all of the shutdowns

45:54

that caused our school closures that is

45:56

not the right way to do it we have to

45:58

bring people together as i did when i

46:00

was mayor republicans democrats

46:02

independents and i will make sure that

46:04

we put the facts forward first and move

46:07

forward in one direction not

46:09

a top down policy to kevin paffraff now

46:12

something the governor has done well

46:13

that you could see continuing

46:15

the governor's done a great job at

46:16

branding this election as a republican

46:18

recall unfortunately he's wrong

46:20

i'm a democrat running against the

46:22

governor that's one thing he's done well

46:24

but here's the problem we have a big

46:26

threat and that threat isn't here to

46:27

defend himself that's larry elder that's

46:30

because larry elders with his

46:31

disinformation friends tucker carlson

46:33

and laura ingram right before this

46:35

debate aired he went on laura ingram's

46:37

show

46:38

it's time to end the big threat and make

46:41

sure that larry elder does not become

46:43

the next governor by voting for kevin

46:44

paffraff

46:45

kevin kiley can you name something the

46:47

governor has done well that you could

46:49

see continuing so the governor actually

46:51

is my constituent i should say he lives

46:53

in my assembly district and one thing

46:54

that he's done well is he does these big

46:56

splashy announcements like he did uh

46:58

with fire mitigation efforts which my

47:00

friend over here uh said uh pointed out

47:02

has was exaggerated by 690 percent

47:05

there's never any follow-through but

47:07

what's worse is you know kind of the

47:09

image that should stay with people about

47:10

gavin newsom is the one of the french

47:12

laundry not because of the hypocrisy but

47:14

because of who he was there with a table

47:16

full of lobbyists that is who this

47:18

governor listens to and what we need in

47:19

our next governor is someone who will

47:21

actually serve the people of california

47:23

thank you

47:24

all right this is our final question the

47:26

integrity of our elections was

47:27

challenged last year and one of the

47:29

candidates in this race larry elder has

47:31

promoted unfounded theories that the

47:33

recall election is rigged against him do

47:35

you believe this election is fair and

47:37

will you accept the results of the

47:38

recall

47:39

kevin faulconer first to you said larry

47:42

elder's unfit to serve as governor of

47:43

this state doesn't have the character of

47:45

the judgment today we just found out by

47:47

the way that he supports legalizing some

47:50

of the most dangerous drugs on our

47:52

streets in california

47:54

that's crazy it's not just dangerous

47:56

it's crazy

47:58

not only will what will that will mean

47:59

for our homeless encampments and it'll

48:01

grow beyond exponential belief but think

48:03

of all of our families and our kids what

48:06

those dangerous drugs opioids are if you

48:08

legalize all the heroin methamphetamine

48:11

that's big no that's terrible there's no

48:13

place for that for a candidate who's

48:15

running for governor accept the results

48:17

of this election dramatically worse will

48:18

you accept the results of this election

48:20

just yes or no

48:21

uh yeah i'm planning on winning and i

48:23

and i can't wait great kevin pafras same

48:25

question to you i don't know about the

48:27

plans to win right now i'm beating all

48:28

three of you in the polls combined but i

48:30

will accept the results of this election

48:32

i do understand the secretary of state

48:34

needs a lot of work i have a bone to

48:36

pick with the secretary of state but we

48:37

have to remember nothing's going to get

48:39

done and i'm so worried about california

48:42

for the future of my children i have

48:43

three i'm sorry i have two children

48:45

one's three once five i'm so worried

48:46

about the future of california

48:48

and a republican governor will sandbag

48:50

california for a year as democrats take

48:52

complete control until 2022 to win the

48:54

governorship back okay thank you kevin

48:56

kiley do you believe this is a fair

48:58

election and will you accept the results

49:00

well it should be pointed out first that

49:01

actually there is a lawsuit right now to

49:03

try to cancel the election and there are

49:04

people in gavin newsom's inner circle

49:06

who seem to be supportive of this effort

49:08

they have tried every step of the way to

49:10

delegitimize the recall they called it

49:12

the california coup and indeed gavin

49:14

newsom himself signed a bill to change

49:16

california law a couple months ago in

49:19

order to allow the date of the election

49:21

to be moved when went to the date where

49:23

he thought he had the best chance of

49:25

winning and so there is no doubt that

49:27

this election has

49:28

the scales have been tilted uh in favor

49:30

of the incumbent here and i think that's

49:32

why a lot of people distrust our

49:34

election process will you accept the

49:35

results of this recall election we won't

49:37

even know when the results will begin

49:38

once that's certified it's certified so

49:41

yes you will accept certified it is

49:46

thank you and john cox finally to you i

49:49

will accept the uh results and uh but

49:52

i'll make it clear that i don't want all

49:54

mail ballots uh

49:55

south korea did an in-person election in

49:58

april of 2020 in the middle of the

50:00

pandemic because they wanted people to

50:02

trust you know that's what we need

50:04

people we need to get away from the

50:06

politicians and the media types and all

50:08

the attacks going on here from the

50:09

politicians the media we need to get a

50:12

business person that's actually going to

50:13

solve the problem maryland massachusetts

50:17

have republican businessmen as governors

50:19

and they're the most popular governors

50:20

in the country because they solve

50:23

problems that's what we need to go to we

50:26

need to get away from this partisan

50:27

policy thank you very much for your time

50:29

round two of our questioning take a

50:31

breath we'll toss it back over to

50:32

gulstan dartmouth all right thanks dear

50:33

to great exchange there we're going to

50:35

take a quick break right now when we

50:36

come back tonight the candidates will be

50:38

making their final statements

50:44

[Music]

52:55

welcome back we're wrapping up our

52:57

debate for the gubernatorial recall

52:58

election four candidates are ready to

53:00

make their final statements they each

53:02

have one minute and we're going to start

53:04

tonight with john cox

53:06

imagine a california where you can buy

53:07

an affordable home where you don't have

53:09

to see homeless all over parks and

53:11

beaches where you have enough water we

53:13

have enough electricity imagine a

53:15

california where you don't have to worry

53:16

about rising crime or wildfires

53:18

threatening you where the taxes don't

53:20

tax you to death where you can you can

53:22

actually have a decent sense of life

53:25

you know let's stop electing the

53:28

politicians and media celebrities who

53:30

are all talk

53:31

i've built a business over 40 years by

53:34

solving problems and delivering results

53:36

i'm not doing this to get a job i'm not

53:38

doing this to move up the rung of

53:40

political ladder i'm doing this to save

53:43

this state because it needs to have that

53:45

done we need to fix this state we need

53:47

to get away from the mismanagement these

53:49

aren't political issues these are

53:52

management issues and they can be solved

53:54

that's the good news we just have to

53:56

have a leader who is interested in

53:58

solving

53:59

the problems and not practicing politics

54:03

kevin kiley you're next

54:05

well this election is happening because

54:07

many many californians have demanded it

54:09

more than ever have signed a petition in

54:11

united states history you know and

54:13

people of all partisan affiliations all

54:15

backgrounds who look around and see that

54:17

we have the highest poverty that we have

54:19

the most homelessness that we have the

54:20

greatest level of inequality that we

54:21

have failing public schools that we have

54:23

crumbling infrastructure and they ask

54:25

how is it that our beautiful state

54:27

became last in everything and as i've

54:30

seen as a member of the legislature for

54:31

five years the answer is that we have a

54:33

broken state government so if you're

54:35

someone who is frustrated with the

54:36

direction of our state you want to stay

54:38

here you want to raise your family here

54:40

you want to retire here but maybe you're

54:42

reluctant to cross party lines what i

54:44

would say is this take a chance on

54:46

change the recall is for you you're not

54:48

signing on for four years you're signing

54:50

on for one year so you can see if things

54:52

improve and then if not you can vote for

54:53

a return to the way things are next year

54:55

but if i'm elected i think you will see

54:57

things improve because my administration

54:59

will be about back to basics pave our

55:01

roads manage our forests store our water

55:04

maintain our grid fund our police do the

55:07

things government is supposed to do all

55:09

right kevin patharoth your turn thank

55:11

you very much we've heard a lot of

55:12

vision from other candidates but no real

55:14

plans i understand my plans are bold

55:17

so are jfk's

55:19

my plans are

55:21

to end our homeless crisis to solve our

55:24

housing crisis to solve our school

55:25

crisis our crime crisis our water crisis

55:28

and our fire crisis

55:29

all the details of which of course are

55:31

at meatkevin.com but we have to remember

55:33

one thing

55:35

we've got to go out with the old and win

55:37

in with the bold and that's what i bring

55:39

bold plans because we need this in

55:41

california otherwise in 20 years my

55:43

children i fear will ask me why i raise

55:45

them in a state that's now bankrupt that

55:47

is what i fear

55:49

but i also fear

55:51

a governor who can't get anything done

55:53

over this next year lame duck governor

55:55

and since i am polling the best of the

55:57

candidates on this debate stage

55:59

i would ask them to drop out of the race

56:02

and endorse me kevin paffrath on the

56:04

second part of the ballot so we can

56:06

defeat larry elder and bring bold change

56:09

to california

56:11

and kevin faulconer you will have the

56:13

last word tonight well thank you

56:15

it's time to stop the circus

56:18

this is very serious times for our state

56:21

we don't want to replace one

56:22

dysfunctional governor with another

56:25

i'm going to bring

56:26

the experience the judgment

56:29

somebody who can bring our state

56:30

together it's exactly what i did when i

56:33

was mayor of san diego in a very

56:34

difficult time

56:36

when we had a mayor that needed to be

56:37

replaced and i stepped in and we made a

56:39

huge difference somebody who can bring

56:41

together democrats

56:42

republicans and independents who will

56:45

provide the real solutions and the

56:47

leadership

56:48

on day one

56:50

that's the serious stakes that are

56:51

involved here it's no time to test drive

56:53

a governor

56:54

and to all of you who are listening out

56:56

tonight whether you're a democrat

56:58

independent or republican i ask for your

56:59

help

57:00

and your support

57:02

and your vote

57:03

i'm running because i believe that i

57:05

strongly believe that california's best

57:07

days are ahead of us

57:09

i'm ready to lead on the issues that

57:10

matter to you and with your help and

57:12

support i can't wait to be the next

57:14

governor of the great state of

57:16

california

57:17

all right with that gentlemen we want to

57:18

thank you for being here with us tonight

57:20

and sharing your views on what you think

57:22

the future of california should look

57:23

like that is all the time we have again

57:25

we want to thank all of our candidates

57:27

for joining us remember voters can vote

57:28

on one or both parts of this recall and

57:30

you can mail back your ballot anytime as

57:32

long as it is postmarked by september

57:34

14th and you can also drop off your

57:37

ballot at a secure ballot drop box or a

57:39

voting location or your county's

57:41

election office by 8 pm september 14th

57:44

we want to thank you for joining us

57:45

tonight for this special debate i'm

57:47

gulstan dart on behalf of kcra 3 and the

57:50

san francisco chronicle we say get out

57:52

and vote have a good night

57:54
