Hi, I'm Prof. Budi Susilo Soepandji.

0:15

A professor at the Faculty of Engineering, Universitas Indonesia.

0:19

I'm here to talk about Bela Negara (State Defence) for UI students

0:24

from a historical and contemporary perspective.

0:29

Our constitution states

0:33

that defending the country is the right and obligation of the citizens.

0:40

Bela Negara can be done through civic education,

0:46

such as through the MPKT course

0:51

that Universitas Indonesia students take,

0:54

or through community service in line with their respective professions.

1:00

Citizens can also participate in Bela Negara

1:06

by taking part in basic military training

1:10

conducted by the TNI or Indonesian National Armed Forces,

1:18

or by Reserve Component, in accordance with applicable laws and regulations.

1:25

There are many other activities related to Bela Negara.

1:30

For example,

1:32

by maintaining sporting achievements and supremacy,

1:38

taking part in the diplomatic corps,

1:41

being willing to make sacrifices,

1:44

and participating in mitigating natural disasters.

1:51

Annually, Bela Negara Day is celebrated on December 19.

1:59

This commemoration was inspired

2:02

by physical and diplomatic efforts

2:07

by mobilizing all forces

2:10

to defend the independence of the Republic of Indonesia.

2:17

On December 19 1948,

2:23

the Dutch attacked the capital of Indonesia in Yogyakarta

2:29

with their military force.

2:33

The Dutch even arrested President Soekarno and Vice President Mohammad Hatta.

2:40

The Dutch called this action a necessary police action

2:45

to maintain order and to restore the grip of power

2:51

under the command of General Spoor.

2:55

For Indonesia,

2:57

what the Dutch did was considered a military aggression.

3:04

However, Indonesia prevailed

3:08

despite Dutch's military aggression.

3:12

MR Sjafrudin Prawiranegara immediately announced

3:17

the establishment of the Emergency Government of the Republic of Indonesia

3:21

in Bukit Tinggi, West Sumatra.

3:25

Then, Commander-in-Chief General Sudirman led the resistance

3:30

through guerrilla warfare with the support of all components of the people.

3:36

The resilience of the Indonesian people in defending the country finally paid off.

3:43

The Netherlands finally recognized Indonesia's sovereignty

3:47

on December 27, 1949.

3:54

The capital of the Republic of Indonesia returned to Jakarta

3:59

after several years moved temporarily

4:02

to Yogyakarta.

4:04

So, the spectrum of Bela Negara is very broad,

4:08

it can be through hard power

4:13

such as through armed forces.

4:16

Defending the country can also be done through soft power

4:21

by taking part in the development through one's profession and expertise.

4:28

Experience has proven that with the spirit of Bela Negara,

4:34

Indonesia won the physical revolution

4:38

in defending its independence.

4:41

Despite Indonesia's inferiority

4:45

in quantity and quality of its military arsenals.

4:51

That's why

4:54

our defense system is called Pertahanan Rakyat Semesta

5:00

or Total Defense System.

5:04

The spirit of Bela Negara needs to be maintained by all groups.

5:10

Starting from children,

5:13

teenagers, youth, students,

5:17

adults, to the elderly, according to their profession.

5:24

This needs to be instilled from an early age.

5:31

A student who behaves in a disciplined manner,

5:36

trustworthy,

5:38

complying with regulations and laws,

5:42

and a passion for helping others

5:46

as part of the nation,

5:49

is also considered a form of Bela Negara.

5:54

Carrying out the Nine Basic Values of UI

5:58

is also a manifestation of UI students' spirit of defending the country.

6:03

UI students who set exemplary examples

6:07

while on trains or Commuter Line,

6:13

helping elderly,

6:16

and helping fellow UI students

6:19

in any ways possible

6:22

are a real form of Bela Negara.

6:27

Another example is to restrain yourself from negative deeds and behaviour.

6:34

Students should uphold justice and moral values,

6:39

respect fellow students,

6:42

and comply with the regulations.

6:46

In this way, the students

6:49

can be said to have participated in efforts of Bela Negara.

6:55

In fact, UI students who have graduated

7:01

can create new job opportunities,

7:05

develop science and technology

7:09

to assist the government in food and energy security,

7:15

which is currently being promoted by the government of Indonesia,

7:20

ia also a form

7:23

of Bela Negara in real action.

7:29

Indonesia and its geographical location

7:34

is in a strategic crossroads

7:37

between the Pacific Ocean and the Indian Ocean,

7:43

and between the highly populated Asia

7:50

and the relatively less densely Australia.

7:56

With more than 17,000 islands,

8:00

Indonesia has abundant natural resources

8:04

on land and under the sea,

8:07

and has vast biodiversity.

8:13

On the other hand,

8:16

Indonesia is located in a disaster-prone area.

8:24

The possibility of tectonic and volcanic earthquakes is pretty high

8:30

which could have fatal consequences

8:32

causing devastation to the impacted area.

8:37

Another example is high rainfall of the country,

8:41

on the one hand it benefits agriculture,

8:45

but on the other hand, it might result in floods and landslides.

8:53

In addition,

8:54

the diversity of ethnicities, races, religions and beliefs

9:01

requires us to maintain the spirit of national unity

9:06

so that the state founded by the founding fathers

9:11

can maintain its integrity.

9:15

Here we realize

9:18

that the motto "Bhinneka Tunggal Ika" (Unity in Diversity)

9:22

needs to be managed as part of the national treasure.

9:26

With "Bhinneka Tunggal Ika",

9:29

we maintain and grow the spirit of Bela Negara

9:34

to protect the unity of the Unitary States of the Republic of Indonesia.

9:41

Thank You.
