0:05

and now

0:09

I now invite the Secretary General of

0:12

the United Nations his Excellency

0:15

Antonio Gutierrez to address the

0:18

commission thank you for being here

0:19

Secretary General we know you came all

0:23

the way from Doha to be with us and we

0:25

0:27

way out but we do appreciate your

0:29

presence with us today you have

0:36

[Applause]

0:39

Madam presidents excellencies

0:42

distinguished delegates friends

0:45

the session of the commission on the

0:47

status of women

0:49

is one of the most important annual

0:51

events at the United Nations

0:53

and it takes on even greater

0:56

significance at the time when women's

0:58

rights are being abused threatened and

1:01

violated around the world

1:04

progress one over decades is Vanishing

1:08

before our eyes

1:10

in Afghanistan women and girls have been

1:13

erased from public life

1:15

in many places women sexual and

1:17

Reproductive Rights are being rolled

1:18

back

1:19

in some countries girls go to school

1:22

risk kidnapping and assaults in others

1:25

police prey on vulnerable women they

1:28

have sworn to protect

1:30

gender equality is growing more distant

1:35

on the current tract where Newman puts

1:38

it 300 years away

1:41

maternal mortality is increasing

1:45

one woman dies every two minutes during

1:47

pregnancy or childbirths most of these

1:49

deaths are preventable

1:51

the impact of the covid-19 pandemic

1:54

continues for millions of girls forced

1:56

out of school mothers and Caregivers for

1:58

start to pay the employment and children

2:01

forced into early marriage

2:04

from Ukraine to the sale crisis and

2:06

conflicts affect women and girls first

2:08

and worst

2:10

and that's International level some

2:12

countries now even oppose the inclusion

2:15

of a gender perspective in multilateral

2:18

negotiations

2:21

dear friends

2:23

the patriarchy is fighting back

2:26

but so are we

2:28

and I am here to say loud and clear the

2:32

United Nations stands with women and

2:34

girls everywhere

2:39

the deputy secretary General and the

2:42

executive director of U.N women recently

2:45

visited Afghanistan with a clear message

2:48

for the authorities

2:50

women and girls have fundamental human

2:54

rights and we will never give up

2:56

fighting for them

2:59

the United Nations country teams and

3:02

humanitarian agencies around the world

3:04

are helping to provide practical support

3:07

and care for women in crisis situations

3:10

gender equality and investment in girls

3:13

and women are Central to all our

3:15

humanitarian and development work

3:18

our political and peacekeeping missions

3:20

continue to promote women's

3:21

participation in all peace processes and

3:27

they have enormous overcome overcome

3:30

enormous obstacles and they ensure

3:32

women's priorities are integral to our

3:33

political work

3:34

this is the only route to a sustainable

3:37

enduring peace

3:40

distinguished Representatives

3:43

dear friends

3:45

let's be clear

3:47

the international

3:50

Frameworks are not working for the

3:52

world's women and girls

3:55

they need to change

3:57

my initiatives for a stimulus to get the

4:00

sustainable development goals on track

4:02

and to reform the Global Financial

4:05

system aim to increase resources for

4:09

investment in women and girls at the

4:10

country level

4:12

my reports on our common agenda

4:15

highlights gender equality in all that

4:17

we do

4:18

I have instructed the UN system that all

4:22

our support to member states in

4:24

preparing for the summit of the future

4:25

must reflect our commitment to gender

4:28

equality and women's rights

4:31

as part of our common agenda I

4:34

commissioned an independent review of

4:37

our capacity around gender equality

4:39

across all pillars of our work

4:43

the conclusions and recommendations will

4:46

address structures funding and

4:48

Leadership so that we can better deliver

4:50

for the women of the world

4:55

gender parity in our Personnel is a

4:59

vital step towards gender equality in

5:01

our work

5:03

five years into the system-wide strategy

5:06

on gender parity

5:07

throughout the UN system we have come a

5:11

long way

5:14

we reached gender parity among the

5:19

180 members of the senior leadership and

5:24

our resident coordinators throughout the

5:26

countries of the world

5:28

regarding our professional staff the

5:31

Secretariat as a whole is forecast to be

5:34

close to parity in 2025 which is three

5:37

years before the deadline

5:39

but

5:40

and I must be clear the obstacles are

5:43

more difficult to surmount in the

5:45

missions on the ground

5:48

and that is why now our efforts will

5:52

prioritize areas where progress has been

5:53

slow and I hope that member states will

5:56

understand the need for change

5:59

and will support us in adapting our

6:01

rules to facilitate our movement towards

6:05

gender parity

6:07

distinguished delegates dear friends

6:10

your focused this year on closing gender

6:12

gaps in technology and Innovation could

6:15

not be more timely

6:17

because as technology raises ahead women

6:19

and girls are being left behind

6:23

the myth is simple

6:25

without the insights and creativity of

6:27

all for the world Science and Technology

6:30

will fulfill just off their potential

6:34

three billion people are still

6:36

unconnected to the internet but the

6:38

majority of them

6:40

women and girls in developing countries

6:43

and the least developed countries just

6:45

19 percent of women are online

6:49

globally girls and women make up just

6:51

one third of students in science

6:53

technology engineering and Mathematics

6:57

in the tech industry men outnumber women

7:00

two to one

7:02

but in artificial intelligence only

7:05

about one out of five workers is a woman

7:08

and artificial intelligence is shaping

7:11

our future worlds let's hope it will not

7:14

be shaped in a totally gender biased way

7:18

the covid-19 pandemic magnified

7:20

inequalities in access to the internet

7:23

and intensify the dangers women and

7:26

girls face online

7:28

misogynistic disinformation and

7:30

misinformation flourish on social media

7:33

platforms

7:34

so-called gender trolling is

7:37

specifically aimed at silencing women

7:39

and forcing them out of public life

7:42

the stories may be fake but the Damage

7:46

Done is very real

7:48

distinguished delegates dear friends

7:51

centuries of patriarchy discrimination

7:54

and harmful stereotypes have created a

7:58

huge gender gap in science and

7:59

technology

8:01

women account for just three percent of

8:03

Nobel Prize winners in science

8:04

categories

8:06

ago Emmanuel charpontier and Jennifer

8:10

made history as the first all-women team

8:13

to win a Nobel Prize in science ever

8:17

and themes of men have shared the price

8:20

172 times

8:22

big data is the new gold and the

8:25

foundation of today's political and

8:27

business decisions

8:29

but it often ignores gender differences

8:31

or turns a blind eye to women all

8:34

together

8:35

resulting in products and services that

8:38

baking gender inequality from the start

8:42

we see gender biased algorithms

8:46

proliferate everywhere

8:48

and we cannot let the Silicon valleys of

8:51

our worlds become death valleys for

8:54

women's rights

8:55

we need the full contributions of all

8:57

for a future in which Humanity controls

9:00

technology rather than the other way

9:02

around

9:03

and gender inequality is a question of

9:05

power

9:07

and today I call for Urgent action to

9:09

equalize power in three ways

9:13

first increasing education income and

9:15

employment for women and girls

9:17

particularly in the global South

9:20

connecting women in the global South to

9:22

the online World requires us to address

9:24

Rising levels of poverty and inequality

9:28

second leaders must promote women's and

9:31

girls full participation leadership in

9:33

science and technology from governments

9:36

to boardrooms and classrooms

9:39

United Nations first ever report on

9:41

Technology Innovation education and

9:43

gender equality provides many

9:45

recommendations they must be followed

9:49

it calls for gender responsive education

9:51

and skills training

9:53

algorithms that align with human rights

9:55

and gender equality and investment in

9:58

Bridging the digital gender divides

10:00

more than ever we need Collective action

10:03

by governments Civil Society the private

10:05

sector and the technology community

10:08

and third we must create a Safe digital

10:11

environment for women and girls

10:13

the United Nations is working with other

10:15

stakeholders to advance a code of

10:17

conduct for information Integrity on

10:20

digital platforms

10:21

the goal is to reduce harm and increase

10:24

accountability while defending the right

10:27

to freedom of expression

10:29

excellencies promoting women's full

10:32

contributions to science technology and

10:34

Innovation is not an act of Charity or a

10:38

favor to women

10:40

it is a must and it benefits everyone

10:43

when women get medical services online

10:46

their families and communities are

10:48

healthier

10:49

when women access online banking and

10:51

resources without buyers they start

10:54

businesses that benefit their societies

10:56

and economies

10:58

when women have access to Safe digital

11:00

platforms they build communities that

11:02

can change the world look at the metoo

11:05

movements

11:06

and when women scientists and

11:07

Technologies tackle Global problems they

11:10

multiply the chance of finding Solutions

11:13

many technology leaders especially women

11:16

know that inequality and exclusion are

11:20

immoral and commercial that ends

11:23

women and girls are leading efforts to

11:25

make science and technology accessible

11:27

inclusive and safe

11:29

and in many countries girls are studying

11:32

science technology and math in record

11:34

numbers these must be followed

11:36

everywhere

11:38

women and girls will not be silenced

11:41

they are demands for their rights and

11:43

freedoms Echo around the globe and the

11:46

commission on the status of women is a

11:49

Dynamo and Catalyst for the

11:50

transformation we need

11:53

together let us push back

11:56

against the pushback on women's rights

11:59

against misogyny and forward for women

12:03

girls and our worlds and I thank you

12:14

[Applause]
