0:06

thank you

0:09

[Applause]

0:12

thank good morning church

0:15

morning let us first give honor to God

0:18

through whom all blessings

0:20

flow I have a couple things that I need

0:23

to share with you and Pastor Campbell

0:26

talked about how this came about this

0:28

was a conversation on Friday M Friday

0:32

evening Lisa and I were still away we

0:35

returned to Philadelphia late yesterday

0:40

evening I first want to start with a

0:43

passage and then I have some thoughts

0:45

that I'd like to

0:46

share 1 Corinthians

0:49

15

0:57

56 The Sting of death is

1:01

sin and the power of sin is the law but

1:05

thanks be to God gives us the victory

1:08

through our Lord Jesus Christ right

1:11

therefore my beloved be steadfast

1:15

immovable always excelling in the work

1:17

of the Lord because you know that in the

1:21

Lord your labor is not in vain

1:30

my brothers and sisters in

1:32

Christ I've tried to live by those

1:36

words in the course of my work in

1:39

service to the city of Philadelphia

1:41

serving the lord in each and every day

1:44

saying a prayer for all of us first in

1:48

the morning last thing at

1:51

night this of course is a great great

1:54

church the Mount carel Baptist Church

1:56

with a great great

1:58

leader the Reverend Dr Albert F Campbell

2:00

senior please recognize

2:08

him and he as he has done with me let me

2:12

also recognize our great mom mom

2:21

Campbell to the deacons and deaconesses

2:24

and the Board of

2:25

Trustees all the members and the groups

2:27

and organizations and I saw as they were

2:30

passing many of the members of the choir

2:35

many of you will recall that the

2:38

choir uh took off 20 some odd years ago

2:43

as soon as I got off the

2:45

choir they started singing a whole lot

2:49

better but I do thank them and many of

2:51

them

2:53

acknowledge our

2:57

connection I come today with a number of

3:00

thoughts and Pastor is correct we had

3:02

some general conversation he does not

3:04

know exactly what I'm going to say and

3:06

that's a testament to our

3:09

relationship it's a relationship that

3:11

goes back a good long way and some of

3:14

you have of course known for a long time

3:16

and some may be newer so let me just

3:19

share a little

3:20

bit the first time I came to mount Cara

3:23

Baptist Church was on May 12th

3:27

1985 I was working on a political

3:29

campaign

3:32

and many of us of course remember the

3:34

events of that day and the next day and

3:38

Philadelphia has not been the same

3:40

since it was the first time I came to

3:42

this church the first time I

3:45

heard Reverend Campbell

3:47

preach a year later in 1986 I joined

3:51

this

3:53

church I've been a member of this church

3:55

for 25 years I'm 54 years old

4:03

and know you don't see me all the time

4:05

and know I'm not here all the time but

4:06

let me assure you that I'm

4:09

around and I've been in this church on

4:12

some pretty important occasions for me

4:15

and my

4:16

family 25 years ago I became a

4:21

member 5 years later I walked down this

4:26

aisle in July of 1991

4:30

with Lisa

4:31

Johnson and we were married right here

4:34

20 years ago last month in Mount carel

4:37

Baptist

4:38

[Music]

4:42

Church people talk about

4:46

sustainability well that's

4:47

sustainability cuz anybody who can put

4:49

up with me for 20

4:52

years deserves something please

4:54

recognize my wife Lisa

4:58

[Applause]

5:03

4 years

5:04

later 16 years

5:07

ago our daughter was Christen here

5:11

you've seen her on a couple

5:15

occasions 5 years

5:17

ago in the summer of

5:20

2006 Reverend Imam Campell stood with me

5:23

on a portch from Parkside

5:25

Avenue where I announced that I was

5:27

running for

5:28

mayor when no thought that we had not

5:30

one chance

5:33

anywhere I'm in

5:39

church and about three and a half years

5:41

ago Reverend Campbell was on the stage

5:42

of the Academy of

5:43

Music participating in the inaugural

5:46

celebration on January 7th

5:51

2008 and we pray together many of you

5:54

may not know that Reverend Campbell

5:56

Reverend Allen Reverend good

6:00

have prayer with me on a regular basis

6:02

because in this

6:04

job you need some

6:11

prayer so we have a history we have a

6:15

relationship and what I also

6:17

know is that Reverend Campbell doesn't

6:19

have each and

6:21

everybody every Tom Dick and Harry up in

6:23

this

6:26

Pulpit so I recognize that this is a

6:28

very special

6:32

Granton and I also told him on Friday I

6:34

understand that I'm not the preacher of

6:35

the

6:38

hour this is first Sunday of August and

6:43

communion Sunday so I'm going to be

6:45

brief now I must say

6:48

first two things

6:50

one some of you may know

6:55

that 30

6:57

Americans died overseas

7:02

an elite unit of our

7:04

military and whether you agree with our

7:06

foreign policy or not I would certainly

7:09

ask that you would pray for the men and

7:12

women who risk their lives each and

7:13

every day to make sure that we can enjoy

7:15

the freedoms As Americans that some of

7:17

us seem to take for

7:20

granted they're serving their

7:23

country other people make the decision

7:25

about what they do and where they go but

7:27

they're doing their job yeah and

7:29

unfortunately one of those

7:32

30 is the son of a Philadelphia police

7:36

officer so I would ask that you would

7:38

keep all of them and especially that

7:41

Philadelphia family that's been

7:44

affected in your

7:47

hearts

7:49

now I'm going to say some things this

7:52

morning that I know from time to time

7:55

many of you

7:56

think but may not say M there will not

8:00

be

8:01

PC but I told Rend Campbell that I

8:04

recognize that I'm in church and I'm in

8:05

his Pulpit so I will certainly be

8:09

respectful on the other hand there are

8:11

some words that we know that are also

8:13

found in the Bible

8:19

yeah and I may use a few of

8:24

those Pastor mentioned that we've had

8:26

some

8:27

incidents in Philadelphia

8:30

the most recent of which was Friday

8:32

before

8:33

last 20 30 kids running around Center

8:37

City and it's happened in other parts of

8:39

Philadelphia as

8:40

well 16 a 17 a 19y old and yes an 11y

8:48

old and while I may have been out of my

8:52

office I was not out of

8:56

communication and I sent a message to

8:58

Police Commissioner Rams

9:00

the first thing that morning as soon as

9:02

I heard that report read that report

9:05

that we have to do

9:06

something we put our team together that

9:09

day to start working on some things and

9:13

so I want to share my thoughts the first

9:16

is this nonsense must

9:20

stop it must

9:26

stop if you want to act like a butthead

9:29

you butt is going to get locked

9:31

up and if you want to act like an idiot

9:33

move move out of this city we don't want

9:36

you here

9:39

anymore first I want to

9:42

apologize I want to apologize to all the

9:44

good hardworking caring people here in

9:47

this city and especially our good young

9:50

people here in

9:52

Philadelphia but I have to tell you this

9:54

morning that I am

9:56

forced by the stupid IGN

10:00

dumb actions of a

10:01

few that we will announce tomorrow

10:04

actions that we will take that

10:06

unfortunately will affect many here in

10:08

our

10:09

city parents get your act together get

10:13

it together get it together right

10:21

now you need to get hold of your kids

10:24

before we have

10:26

to parents who neglect their children

10:29

who don't know where they are don't know

10:30

what they're doing don't know who

10:32

they're hanging out with you're going to

10:34

find yourself spending some quality time

10:36

with your kids in jail

10:39

together

10:48

together now this stupid behavior

10:50

requires a strong response but I can

10:53

assure you that we are not just going to

10:56

be

10:56

responding we're going to be much more

10:58

proactive

11:00

in our activities and we're going to try

11:01

our best to anticipate some of these

11:04

senseless teenage insane acts that we've

11:07

been seeing over the past few

11:10

months

11:12

parents mothers and

11:16

fathers now I happen to know that

11:19

raising children is kind of

11:22

tough I've got two kids one of whom is a

11:25

teenager right now

11:30

if you need help we have help for

11:33

you Department of Human Services

11:36

community behavioral health and many

11:37

other social service agencies do not be

11:40

afraid do not be ashamed to reach out

11:43

and ask for help counseling guidance or

11:47

support but you need to get the help now

11:51

before it's too late for the help to

11:53

help you get some help

11:57

[Music]

11:59

now

12:00

fathers father

12:04

fathers fathers have a particularly

12:06

important role to

12:09

play not more important than

12:12

mothers but just as

12:16

important you know you're not a father

12:19

just because you have a kid or two or

12:23

three that doesn't make you a

12:27

father father is a person who's

12:30

around participating in a child's life

12:34

it's a

12:35

teacher helps to guide and shape and

12:37

mold that young person someone for that

12:40

young person to talk to to share with

12:42

their ups and their downs their fears

12:45

and their

12:47

concerns father has to provide

12:49

instruction to a young boy on how to

12:53

become a good

12:55

man a good man good man the father also

12:59

has to be a good role model help a young

13:01

girl be a strong

13:03

[Music]

13:05

woman now let me just say this if you're

13:09

not doing those things if you're just

13:11

hanging out out there maybe you're

13:12

sending a check or bringing some cash by

13:15

that's not being a father you're just a

13:17

human ATM right you're just an

13:23

ATM and if you're not providing the

13:25

guidance and you're not sending any

13:27

money you're just a sperm donor you're

13:31

just a sperm

13:33

donor you're what the girls call out in

13:35

the street that's my baby

13:37

daddy that's my baby

13:39

daddy that's not good

13:41

enough don't be that don't be that you

13:45

can do better than

13:49

that and you know

13:52

something that's part of the

13:54

problem in our community right let me

13:58

speak plain

13:59

that's part of the problem in the black

14:05

community and many other communities but

14:07

a particular problem in the black

14:08

communities we have too many men making

14:10

too many babies that they don't want to

14:11

take care of and then we end up dealing

14:13

with your

14:18

children we're not running a big

14:22

Babysitting Service we're running a big

14:24

government and a great City take care of

14:27

your children

14:28

[Applause]

14:30

[Music]

14:32

all of

14:35

them all of

14:40

them you know you're sitting around with

14:42

your jaws tight oh she got two three

14:44

other guys around well if you were doing

14:45

what you were supposed to be doing she

14:46

wouldn't be with the other two or three

14:48

guys in the first place cuz you would be

14:49

there taking care of all your

14:57

children now yeah you were around for

15:00

the

15:01

sex now be around for the

15:04

parenting be around for the parenting

15:06

cuz let me tell you

15:09

something the Immaculate Conception of

15:12

our Lord Jesus

15:13

Christ took place a long time ago and it

15:17

didn't happen here in Philadelphia so

15:19

every one of these kids has two parents

15:21

who were around and participating at the

15:24

time they need to be around

15:27

now ain't no m ception happening up in

15:32

[Applause]

15:39

here the parents need to step up for we

15:44

have to step to

15:46

you now

15:48

tomorrow at 12:00 noon on Dorth Plaza we

15:52

be making a series of

15:54

announcements got a ton of folks

15:55

involved in this effort it's not a one

15:58

time thing it's not a summertime

16:04

thing I heard a Child Say

16:06

[Applause]

16:09

Amen some of them smarter than some of

16:11

these adults

16:14

around tomorrow we're going to announce

16:16

a series of steps and actions that will

16:18

be taken yes sir some will be positive

16:21

some you won't

16:22

like unfortunately that's the way it

16:25

goes but some of the more positive

16:27

things we're looking at is

16:29

programs and services and activities at

16:31

our rec

16:32

centers other supports we may be able to

16:35

provide we're going to get our social

16:36

service agencies involved but also the

16:38

da will be more involved and the courts

16:40

will be more

16:41

involved now we took a whole lot of

16:43

stuff couple years

16:45

back and by the way every one of those

16:48

libraries is open tell your children get

16:52

a book read a book learn

16:56

something school will be open September

16:58

6th on Tuesday day after the Labor Day

17:02

spend the next month reading how about

17:04

to try that for a

17:05

[Music]

17:10

change whatever you do just stay out of

17:13

trouble think for yourself yeah don't do

17:16

stupid

17:18

stuff now some of you

17:22

know I grew up nine blocks from

17:25

here 5519 Larchwood Avenue

17:29

I'm going be West Philly no matter where

17:31

I live no matter what I do for the rest

17:33

of my

17:34

life before I ever heard of the

17:36

Philadelphia code or the Pennsylvania

17:38

code or any other code I was very

17:41

familiar with the Basel and Catalina

17:43

code as a code of my

17:46

parents now I have to tell

17:50

you when I heard this particular report

17:52

and we've had other

17:54

instances but it is inconceivable to me

17:58

in conceivable to

18:00

me that in my teenage years that I would

18:04

be out

18:06

somewhere let alone

18:08

downtown at 9:00 at

18:11

night impossible for me to

18:13

fa

18:17

because my mother

18:20

said

18:21

boy I know you have a

18:24

watch but if the watch stops working if

18:27

you forget the wind

18:29

if the battery breaks there's only one

18:32

thing you need to do look

18:35

up when that light goes on have your

18:38

butt on the

18:42

steps I don't care whether it's Easter

18:44

Standard Time Daylight Saving Time

18:47

Pacific time midatlantic time nor pole

18:51

time when that light goes on have your

18:53

butt on the steps don't let me have to

18:54

look for you now that's what she said so

18:58

it's really easy

19:00

real

19:01

simple and you know I know a lot has

19:05

happened in the 40 years since I was an

19:08

early team I know that some things have

19:11

changed but now there are a few things

19:13

that don't or shouldn't

19:18

change respect other

19:20

people keep your hands to yourself don't

19:24

touch what doesn't belong to you or what

19:27

you didn't earn

19:29

what keep your butt in the house on the

19:31

steps until you're told

19:34

otherwise and mind your

19:36

manners now my parents made it very

19:39

clear that these were their rules and

19:42

that as long as I lived in their

19:46

house that was it see because I didn't

19:51

own anything in that house and I had a

19:55

job and I bought stuff with my own money

19:59

but when I crossed that

20:00

threshold it was

20:03

there that room we let you sleep in that

20:06

room this air conditioning we let you

20:08

have some of that air conditioning that

20:10

heat that I pay for we let you have some

20:13

of that heat those clothes on your back

20:15

I bought those clothes I bought you in

20:17

here I'll take you out of

20:19

here let's be very

20:22

clear about some rules now when you get

20:25

old enough and you move out then you can

20:27

do what you want to but as long as you

20:29

living in this house you do what I tell

20:32

you to do and that's the way it

20:37

was well that's the way it needs to

20:41

be now

20:47

parents please talk to your children

20:50

talk to them today after service talk to

20:52

them tonight talk to him tomorrow cuz

20:53

things are going to

20:56

change this is some serious stuff this

20:59

is not a joke it's not a game we're not

21:01

funny the curfew is going to be enforced

21:04

other things are going to

21:08

[Applause]

21:11

happen and they need to understand that

21:13

there are serious

21:15

consequences to

21:17

aggressive violent idiotic stupid

21:21

Behavior not only for the team but also

21:25

for the parents for the Guardians

21:27

everybody's be held accountable in this

21:34

one we're taking these

21:37

steps for the safety of all of our

21:40

citizens and our

21:42

teenagers and our teenagers we want to

21:45

make sure that they don't either do

21:47

something that's going to get them in

21:49

trouble or be somewhere where they may

21:51

get

21:52

hurt this is about all of us it's about

21:56

everybody and so let me say again the

21:59

bottom line this nonsense must stop

22:03

right now right

22:05

now and

22:08

lastly to our

22:12

teenagers you know young people always

22:14

talk about uh well I got to get

22:21

respect you get

22:23

respect when you give respect that's how

22:26

you give

22:26

respect and I believe in my heart and in

22:29

my soul that

22:31

99% of the young people here in the city

22:33

of

22:34

Philadelphia are good and have good

22:37

intentions in their

22:42

heart

22:44

so I don't want anyone to think that

22:46

we've got thousands and thousands and

22:49

thousands and thousands and Untold

22:51

numbers of bad young people running

22:53

around cuz we

22:56

don't we have some really great young

22:58

people in the city they go to

23:00

school they try to get good grades and

23:02

try to graduate and go on with their

23:04

lives they participate in

23:06

sports art music poetry cultural

23:10

Services they're out

23:12

tutoring some of them have jobs in their

23:14

worker some are taking care of their

23:16

siblings parents and even

23:19

grandparents

23:21

unfortunately there's a

23:24

few could be a hundred could be a couple

23:26

hundred could be a thousand

23:29

that's still less than

23:31

1% but there's some really bad

23:40

ones and unfortunately they engage in

23:43

violent

23:44

Behavior they're Lawless they act with

23:48

ignorance they don't care about anybody

23:50

else and their behavior is

23:53

outrageous well we're not going to

23:55

tolerate that we won't tolerate it and

23:58

we're not going to excuse it because

23:59

there is no excuse for it sense and

24:02

nonsense cannot exist in the same place

24:05

in the same city in the same world and

24:07

it's not going to happen here in

24:09

Philadelphia you can't have both at the

24:11

same

24:13

time can't have

24:15

both and

24:18

so this

24:20

Behavior could have actually resulted in

24:22

even more

24:25

injuries or worse

24:28

they could have killed

24:30

somebody oh then they'd really be in a

24:33

world of trouble then all of a sudden

24:34

they'd be

24:35

crying I want my mom I need my dad I

24:39

need somebody no it's too late then no

24:42

no no we we're past that it's too

24:46

late it's too late you damaged yourself

24:51

you damaged another person you damage

24:52

your peers and quite honestly you damage

24:55

your own

24:57

race you damaged your own

24:59

race so to our young

25:02

people if you want black folks if you

25:04

want white folks Latinos Asians or

25:06

anybody else to respect you and not be

25:10

afraid when they see you walking down

25:12

the street then leave the innocent

25:15

people who are walking down the street

25:16

minding their own damn business leave

25:19

them alone stop it cut it out we've had

25:23

enough of this nonsense going on we've

25:27

had enough

25:28

and some of them should be ashamed of

25:30

their

25:31

behavior and some of

25:33

them have made shame on our

25:37

race I'm speaking

25:39

plainly I'm telling you what's on my

25:41

heart it's a disgrace what's going

25:44

on not one of these victims not one did

25:48

anything to any one of those young

25:51

people they weren't bothering them they

25:52

didn't say anything to them they were

25:53

minding their business some were out

25:55

enjoying themselves some were just

25:56

coming from work they didn't do one

25:59

thing and then all of a sudden for the

26:03

cowards as some of them are in the crowd

26:06

thought they were Anonymous jumped up

26:09

and started beating on people assaulting

26:11

them in the streets of this

26:14

city well you know now if that was one

26:17

of their friends if that was their

26:20

brother if that was their sister their

26:22

moms their grandom somebody they say oh

26:25

that ain't right that's wrong m well

26:28

it's wrong when you do it too it's wrong

26:31

when you do it

26:32

too so if you want to be

26:35

aggressive we're going to be aggressive

26:38

and let me just share this with you we

26:40

got the biggest baddest gang in town a

26:42

committed group of citizens and a

26:44

committed government and we're working

26:45

together and we're not going to have

26:47

this nonsense anymore and lastly let me

26:50

say some of those young folks are

26:54

lucky they're lucky that one of those

26:56

citizens didn't jump up and start

26:57

whipping their butt

26:59

which clearly they did not have enough

27:01

of when they were young

27:03

themselves they lucky they didn't get

27:05

themselves beat up with this nonsense so

27:08

let me

27:09

close we want a safe City we will not

27:13

tolerate it's ignorant stupid out ofc

27:16

control behavior that hurts our citizens

27:18

damages

27:20

property and beches our reputation as a

27:23

great

27:24

City and so to all of our young people

27:29

but a particular message to our young

27:33

African-American boys and

27:35

girls let me say

27:38

this if you want all of us black white

27:41

or any other color if you want us to

27:43

respect you if you want us to look at

27:46

you in a different way if you want us

27:48

not to be

27:49

afraid to walk down the same side of the

27:52

street with you that's right if you want

27:53

folks not to jump out of the elevator

27:55

when you get on if you want folks to

27:57

stop you around in stores when you're

27:59

out shopping if you want somebody to

28:01

offer you a job or an internship

28:04

somewhere if you don't want folks to be

28:06

looking in or trying to go in a

28:07

different direction when they see two or

28:09

20 of you coming down the street then

28:11

stop acting like idiots and fools out in

28:14

the streets of the city of Philadelphia

28:16

just cut it out and another

28:18

thing take those dog on hoodies down

28:21

especially in the

28:23

summer pull

28:26

your P your pants up and buy a belt cuz

28:31

no one wants to see your underwear or

28:33

the cck of your butt

28:35

nobody buy a

28:38

belt buy a

28:41

Bel nobody wants to see your

28:48

underwear comb your hair and get some

28:51

grooming

28:55

SKS come your head

28:59

running around here with your hair all

29:01

over the

29:03

place learn some

29:06

manners keep your butt in school

29:08

graduate from high school go on to

29:10

college so you can go and make something

29:12

of yourself and be a good citizen here

29:14

in this

29:16

city and why don't you work on extending

29:19

your English

29:22

vocabulary extend your English

29:24

vocabulary Beyond a few curse words that

29:26

you know some other Grunts and grumbles

29:29

and other things that none of us can

29:30

understand what you're saying and if you

29:33

go to look for a

29:35

job don't go blame it on the white folks

29:39

or anybody else if you walk in

29:41

somebody's office with your hair

29:43

uncombed and the pick in the back and

29:45

your shoes untied and your pants half

29:46

down tattoos up and down your arm on

29:49

your face on your neck and you wonder

29:51

why somebody won't hire

29:53

you they don't hire you cuz you look

29:55

like you crazy

29:58

that's why they not on

30:08

you

30:10

so you do those

30:12

things and act like you got some

30:15

sense you'd be

30:17

surprised what opportunities will open

30:20

up to

30:22

you that's what was on my

30:24

mind that's all I got to say

30:29

thank

30:31

you thank you
