peace in decision after decision it does

so because evidence is clear and

uncontested gender equality supports

conflict prevention and postconflict

Recovery gender inequality makes

conflict more likely and peace less

durable gender equality is thus at the

heart of the un's peace and security

apparatus and of peacekeeping the

keeping efforts LED and guided by this

Council have a proud history of

contributing to the avoidance of renewed

1:08

militarization in postconflict societies

1:12

part of that history has also been a

1:14

contribution to gender

1:16

equality in the Dem Democratic Republic

of the Congo for example the UN Mission

has helped relocate many women human

1:25

rights Defenders to safer locations in

1:28

recent years facilitate women's

1:30

representation in local community

1:32

dialogues in the peace process reaching

1:35

30 and 40% in several localities and has

1:38

contributed to the conviction of dozens

1:41

of members of armed groups and security

1:43

forces for conflict related sexual

1:46

violence special political missions too

1:49

have played an important role in

1:51

achieving the modest but steady gains we

1:54

have seen across countries in crisis on

1:58

women's political participation and

representation even in the most

2:03

challenging

2:04

context in Somalia the UN Mission has

2:07

been one of the most consistent

2:08

supporters of the political aspirations

2:11

of Somali women as they fight for better

2:14

representation through quotas and

2:17

changes in the Electoral

2:19

code excellencies un women is concerned

2:23

about the potential effects of multiple

2:26

recent decisions to shrink or close both

2:29

both peacekeeping and special political

2:32

missions these decisions are made even

2:35

as the number and intensity of conflicts

2:38

and insecurity grow it is

2:41

counterintuitive that in the face of

2:43

unprecedented levels of conflict and

2:45

violence the number of deployed

2:47

peacekeeping Personnel worldwide has

2:49

dropped by almost half from

2:53

121,000 in 2016 to approximately 71,000

2024 this reality takes place against a

3:04

backdrop of growing misogyny and

3:07

violence against women and girls it is

3:09

apparent in the wars we see and the wars

3:12

we fear and the clear disregard in their

conduct for their lives welfare rights

3:17

and autonomy of women and

3:20

girls I would like to thank siron for

proposing this debate for providing the

space for this crucial discussion and

for affording us as un women the

opportunity to share our perspective

thank you madam excellencies in the

final months of 15 consecutive years of

3:39

UN peacekeeping in Haiti the security

3:42

Council heard from the executive

3:44

director of one of Haiti's largest

3:46

non-governmental Health Care Providers

3:49

and social justice organizations she

3:52

asked the security Council that in the

3:54

event of a mission transition or Draw

3:57

down the security Council ensured that

4:00

gains made on gender equality be

4:02

protected including through the

4:04

provision of necessary resources a

4:06

reasonable request very much in line

4:09

with the stated priorities of the

4:11

security Council that was April of

4:15

2019 10 months later the peacekeepers

4:19

had left another representative of

4:22

Haitian women's civil society came to

4:24

brief this August body she told the

4:27

council about armed gangs who who were

4:29

raping women and filming and posting the

4:32

rapes on social media she shared that

4:35

gang rape was becoming a political

4:37

weapon a premeditated and explicit

4:40

expression of defiance of law

4:42

enforcement she stated that entire areas

4:45

were controlled by armed gangs better

4:47

armed and equipped than the police she

4:50

spoke of kidnappings of terrified

4:52

students unable to go outsides of closed

4:54

courts of the capital since the

4:56

peacekeeping missions left that was for

4:59

4 and a half years ago and the reality

5:02

she described is very much a reality

5:06

today almost 5,000 cases of rape were

5:09

reported to case managers and service

5:11

providers in Haiti in

5:13

2023 with homicides kidnappings and

5:16

sexual violence Rising every year with

5:19

no sign of slowing

5:22

down around the same time at the annual

5:25

debate on women peace and Security in

5:27

2019

5:30

a young activist from Sudan who had

5:32

become an icon of that Year's Revolution

5:35

told the security Council that women had

5:38

already been sidelined in the political

5:40

process in the months following that

5:43

Revolution she shared her skepticism

5:46

that 40% quot for women in the

5:49

transitional legislative Council that

5:51

had been promised would ever materialize

5:54

she asked among other things that the

5:57

security Council Hal the scaling down of

5:59

the the peacekeeping mission until the

6:01

security situation was more stable and

6:04

the protection of civilians more

6:06

assured yet despite these warnings a

6:10

year later yamid was closed and so today

6:14

in Sudan with no peacekeeping or

6:17

political mission in place famine is

6:19

imminent and thousands of new mothers

6:22

could die in the next few months all as

6:26

women and girls are subjected to all

6:29

kinds of cruelties and violence of which

6:31

I believe you are all well

aware excellencies the security Council

6:37

resolutions have been clear resolution

6:40

2594 in 2021 called for comprehensive

6:44

gender analysis and gender expertise

6:47

informing any un transition from the

6:50

start for women's full equal and

6:53

meaningful participation in all sequence

6:55

stages of the mission and the transition

6:58

and for the gains made made on gender

equality and women peace and security to

7:02

be

7:04

sustained it did so in the recognition

7:07

that this saves lives empowers women and

7:10

protects them from harm these direct

7:13

instructions built on years of similar

7:16

language in other Security Council

7:18

decisions and un policy and guidance

7:21

despite this these directives are often

7:25

not put in practice this is why un women

7:28

is acutely concerned about the current

7:31

trend of closing of space and support

7:33

for un missions in ways that are too

7:37

precipitous to allow for the proper

7:39

involvement of women or the

7:41

prioritization of gender equality take

7:44

Mali for example where given the short

7:47

time afforded to close the mission meant

7:49

that no work on women peace and security

7:52

or gender advisors or officers were

7:54

transferred to State authorities or to

7:56

the United Nations country team this is

7:59

but one

example excellencies for more than six

8:03

years un women has been working closely

8:06

with the Department on peace operations

8:08

to strengthen the gender responsiveness

8:11

of un transitions from agreed minimum

8:13

requirements to joined analysis planning

8:16

capacity building engaging together with

8:18

national Partners to collocating staff

8:21

and sharing Assets in that period we

8:24

have identified many gaps I will

8:26

highlight three today first

8:30

women and issues of gender equality more

8:32

broadly are often under represented or

8:35

absent in negotiations with host

8:38

countries over Mission drawdowns or

8:40

departures in some cases women are

8:43

mentioned only as victims in need of

8:45

protection rather than as partners in

8:48

the transition including the many

8:50

women's rights organizations that could

8:52

inherit crucial functions undertaken by

8:55

the depart departing Mission If Only

8:58

They were given adequate

support women are also excluded from

9:03

decisions about security matters or

9:06

security

9:07

architecture second gender responsive

9:10

conflict analysis is often left out of

9:12

planning exercises at their start and

9:15

only undertaken later with resources

9:18

that need to be fundraised for

separately or by repurposing flexible

9:23

funding from un women third the money

9:26

spent on un missions is not reallocated

9:28

to peace building or sustainable

9:30

development once they leave whether

9:33

through the UN country team or other

9:34

National Partners as soon as the UN

9:37

experiences a sharp drop in budgets and

9:39

presence gender expertise and

9:42

programming is all too often

9:44

deprioritized

9:46

first in order to address these concerns

9:49

I offer three solutions first we

9:52

recommend that the security Council

9:54

ensures that un transitions Safeguard

9:56

gender equality gains and women's

9:58

meaningful particip ation in all

possible ways this includes doing so

10:04

routinely through decisions and

10:06

statements in interactions with host

10:08

governments and with any Regional or

10:10

subregional organization undertaking

10:13

peacekeeping support Second for the

10:15

council to continue to invite women from

10:18

Civil Society to routinely brief and

10:20

provide analysis of their context from a

10:22

gender perspective and for the informal

10:26

expert group to conduct field visit to

10:28

countries after the departure of a un

10:31

mission to Monitor and report on the

10:33

situation of women and girls so that

10:36

this analysis can be included in

10:38

decision making third we recommend that

10:41

the security Council turn its attention

10:43

more fully to financing the role of the

10:47

peace building fund is essential for

10:49

this as is stronger collaboration with

10:52

International financial institutions in

10:55

addition all draw Downs should include

10:57

plans to sufficiently allocate resources

to women peace and security work to

11:03

sustain gains

11:05

made excellencies ultimately in some

11:08

cases The Accelerated departures are

11:10

based on political timetables and do not

11:13

fully reflect on the ground realities we

11:16

believe that the security Council and

11:18

international Partners have the capacity

11:20

to engage host governments to prevent

11:23

such herit transitions in particular in

11:25

the interests of the protection of the

11:27

rights of women and girls

11:30

we cannot allow the tools carefully

11:33

crafted over decades by this esteemed

11:35

body to advance women peace and security

11:38

agenda we cannot allow them to be

11:41

discarded they are too valuable too

11:44

crucial to women and girls we fear a

11:48

future of increasing atrocities against

11:50

women their ever greater marginalization

11:53

from decision making and ultimately a

11:56

failure of the International Community

11:58

that Prospect should be and I am

confident is unacceptable for all of

us we have an opportunity this fall with

the summit of the future and next year

as we Mark 30 years since the beIN

declaration and pl platform for Action

to double down on efforts to advance

women's rights and to bolster

commitments made in Beijing in sdg5 and

in the many resolutions on women peace

and security of this Council

un women remains at your side as we work

collectively in the service of this

council's consistent decisions for women

peace and security and I thank
