0:00

everyone meet kevin here so the

0:01

government's about to default on its

0:02

debt we've got to pass a new budget by

0:04

september 30th or kick the can down the

0:07

road by then otherwise treasury

0:09

department and janet yellen are going to

0:10

have a heart attack which hopefully they

0:11

have life insurance which you can also

0:13

get in as little as five minutes by

0:15

going to medkevin.com life but most

0:17

importantly where the heck are we in

0:19

negotiations about this infrastructure

0:21

package and the debt limit and then

0:23

there's also talk about potentially

0:25

hurricane and disaster relief and money

0:27

for afghan refugees

0:29

where the heck are we what is going on

0:31

well folks it is so complicated the

0:33

easiest thing to do is just throw it on

0:34

a flow chart because who doesn't like

0:36

good flow all right folks let's get into

0:39

good flow option number one

0:42

all right this is where we start option

0:45

number one for congress so option number

0:47

one for congress is passing a bipartisan

0:50

continuing resolution and legislation to

0:53

provide funding

0:55

for disasters

0:57

but also provide funding for afghan

1:00

refugees

1:01

and then at the same time kick the can

1:04

down the road on the budget deficit

1:06

which nancy pelosi is trying to kick the

1:08

can down the road to december of 2022.

1:14

that's right i didn't get that wrong i

1:15

had to double check it too not 2021

1:18

like december of this year but 2022

1:22

is what she's trying to kick the can

1:23

down the road to now it's possible that

1:25

this is just an attempt at clever

1:27

negotiating so that way republicans are

1:28

like what how could you ask for it for a

1:31

year and three months

1:32

how about we just agree on december of

1:35

2021 and then we'll agree to it i i kind

1:38

of think that's the kind of negotiation

1:40

that's going on here because it's kind

1:41

of weird to just do a temporary stop gap

1:44

bill to

1:45

have no debt limit until 2022 but that

1:48

is what nancy pelosi is arguing for

1:50

right now she actually says that it's

1:52

republicans fault that we are out of

1:55

money and that we need to eliminate the

1:57

debt ceiling

1:59

at least until december of next year

2:01

because republicans passed an expensive

2:03

covert relief bill under donald trump at

2:05

the end of last year the 600 stimulus

2:07

package they didn't mention anything

2:09

about the 1400 stimulus package that was

2:11

passed in february of this year but

2:13

nancy pelosi did talk about that 600

2:15

package

2:16

anyway so how would this look well this

2:19

bill or group of bills would be a slam

2:21

dunk in the house the house of

2:23

representatives can afford to lose three

2:25

representatives in opposition but i

2:27

expect that they'll have plenty of

2:29

people to get this done in fact i would

2:31

not be surprised to see republicans join

2:34

in

2:35

on this

2:36

continuing resolution to extend the uh

2:39

the budget deficit ceiling uh through

2:41

potentially the end of next year because

2:44

at the same time there's also going to

2:45

be a vote uh or potentially even tied to

2:47

this on disaster relief for victims of

2:51

hurricanes disaster relief for areas

2:53

affected by flooding and hurricanes

2:55

and money for afghan refugees so it's

2:57

probably going to be a slam dunk in the

2:59

house where it becomes a problem is when

3:01

this legislative text goes over to the

3:03

senate in order for this to pass in the

3:05

senate you need 60 votes to do what's

3:07

known as invoking cloture

3:10

so cloture closes the debate

3:14

on this particular package or sets a set

3:17

of bills

3:18

and once the debate has been closed

3:22

then

3:23

you can pass these bills with just 51

3:25

votes

3:26

problem is republicans are very unlikely

3:29

to give that 60 votes uh because

3:33

republic we would have to have 10

3:34

republicans in the senate to join in on

3:37

voting for essentially removing the debt

3:40

ceiling until the end of 2022

3:44

which seems highly unlikely and we'll

3:46

talk about what some republicans have

3:48

said in just a moment but the argument

3:50

here is hey nancy pelosi saying let's

3:52

slam dunk these bills

3:54

then send it to the senate then publicly

3:57

shame the senate by saying look

4:00

you all could help us prevent the

4:02

government from defaulting you all could

4:04

provide money for afghans who need it

4:07

and refugees and you all could provide

4:09

disaster relief money

4:11

but you're saying no and so nancy pelosi

4:14

is going to try to politically shame

4:17

republicans into at the very least

4:19

voting for cloture

4:21

so that way they could say they just

4:22

voted to end debate

4:24

but then not have them vote on the

4:27

actual bill because you only need 51

4:29

votes for the actual bill democrats pass

4:31

it along party line and boom

4:34

this is done that's option number one

4:36

biden supports this path and pelosi and

4:39

schumer

4:40

want want to go down this path they've

4:42

announced this i've written some notes

4:43

here mitch mcconnell has responded to

4:45

this saying look he is not going to

4:48

provide any support in the form of

4:50

invoking cloture voting for that 60

4:53

votes or contributing to that 60 votes

4:55

to

4:56

end the debate and actually pass this

4:58

legislation mcconnell says look we don't

5:00

have a divided government democrats can

5:02

do all of this on their own and really

5:05

what he's doing here is he's trying to

5:06

force the democrats hands to say look

5:09

we're not going to support you we won't

5:10

vote to end debate you could just go

5:12

ahead and use budget reconciliation

5:15

to pass this

5:16

legislative text and respond to the debt

5:19

ceiling you don't need us

5:21

well reconciliation is the second option

5:24

but it's not the preferred option by

5:26

democrats see with reconciliation you

5:29

only need 51 votes you don't have to

5:31

invoke cloture you can bypass invoking

5:34

cloture but it burns the democrats

5:37

opportunity to use the budget

5:38

reconciliation plan again which they

5:41

want to use the budget reconciliation

5:42

plan on the 3.5 trillion dollar

5:44

infrastructure plan now maybe they can

5:47

combine money for afghan refugees money

5:50

for disaster relief money for uh

5:52

infrastructure and the debt limit all

5:54

into that same 3.5 trillion dollar bill

5:56

pass that through budget reconciliation

5:58

but they'd have to go super duper fast

6:01

at getting that three and a half

6:02

trillion dollar bill done and negotiated

6:04

because it's not yet we're still not

6:06

sure are we going to see the salt tax

6:07

deduction are we going to see

6:09

changes to people's retirement accounts

6:11

who are we going to tax exactly and by

6:13

how much are we going to tax them

6:15

we don't have a solid solution yet

6:18

because it's all still in flux and again

6:21

democrats do not want to burn their

6:23

opportunity to use budget reconciliation

6:25

just on expanding the debt limit because

6:28

they want to make sure they have that

6:29

tool on the tool belt so to speak for

6:31

their three and a half trillion dollar

6:32

plan

6:33

so the other thing is budget

6:35

reconciliation is not ideal for the

6:37

scenario because budget reconciliation

6:39

would require you pick an actual number

6:42

in terms of we're going to raise the

6:43

debt limit to

6:45

24 trillion or whatever you'd have to

6:47

pick some kind of number which is very

6:49

likely to be politically unpopular as

6:51

opposed to what the democrats are trying

6:52

to do right now which is just say let's

6:54

just completely get rid of the limit

6:57

until december of 2022 which is

7:00

obviously creating heart palpitations

7:02

with a lot of republicans the third

7:04

option which has been cheered by

7:06

progressives like aoc or bernie sanders

7:08

would be overriding the parliamentarian

7:12

or basically changing the rules like

7:15

editing the filibuster or ending the

7:18

filibuster rather editing the rules to

7:20

end the filibuster is what i mean to say

7:22

uh or potentially even firing the

7:24

parliamentarian to change the way they

7:26

can get these plans done and basically

7:29

loophole in to get their three and a

7:31

half trillion dollar package done to get

7:33

their immigration reform done which the

7:35

parliamentarian blocked maybe even to

7:37

get minimum wage done which the

7:39

parliamentarian also blocked that 15

7:41

minimum wage and democrats could

7:43

potentially make large changes here but

7:46

these changes would then be an opportune

7:50

solution for republicans to reverse all

7:53

of these changes if they had power or

7:55

got power in 2022

7:57

so in my opinion this is something

7:59

that's popular to say for somebody like

8:01

aoc i think it's very unlikely to happen

8:04

though because it doesn't play the long

8:06

game it just plays the short i'm gonna

8:08

say something dramatic to show how

8:10

important my priorities are but not

8:13

really actually get anything done so i

8:15

don't think changing the rules or ending

8:16

the filibuster i don't think any of that

8:18

is actually going to work i don't expect

8:20

the minimum wage to show up on this i

8:21

don't expect the immigration reform to

8:23

show up in this

8:24

where democrats right now do say that

8:26

they have other ideas and options but

8:28

really we're probably just not going to

8:30

see the minimum wage probably not going

8:31

to see immigration reform come up in

8:33

this in my opinion the most likely

8:36

option

8:37

is that we get some form of a

8:40

number one that is we pass that bill in

8:43

the house it ends up getting held up in

8:45

the senate and we end up having a really

8:47

sort of tense negotiation in the senate

8:49

until finally 10 republicans get

8:51

pressured to invoke cloture and the

8:53

debate and then let democrats

8:54

unilaterally pass this bill then it

8:57

opens the door wide open for democrats

8:59

to use budget reconciliation on the

9:01

three and a half trillion dollar bill

9:03

see republicans in this scenario would

9:05

actually be handing democrats the 300

9:08

the 3.5 trillion dollar stimulus package

9:10

basically republicans best chance to

9:12

kill the three and a half trillion

9:13

dollar package is literally to hold it

9:15

up right now by taking the country and

9:18

leveraging the country and threatening

9:21

the country's default which has never

9:24

happened before like a political hot

9:26

potato throwing it at janet yellen and

9:28

joe biden and saying go ahead default on

9:30

the country's obligations but we're not

9:33

going to support this three and a half

9:34

trillion dollar package at all

9:36

through any means now

9:39

in terms of quotes and some expectations

9:41

here mitt romney who usually sides with

9:44

bipartisans and centrists says he's

9:46

absolutely no to raising the debt limit

9:49

and he's absolutely a no

9:52

to supporting the invoking of cloture so

9:55

he won't vote for cloture or the bill

9:58

itself

9:58

on the flip side you have republican

10:01

senator john kennedy who says he will

10:03

reluctantly vote for the continuing

10:05

resolution the stopgap funding measure

10:07

and that also

10:09

suspends the debt limit and that's

10:10

because he wants to get that disaster

10:13

relief funding for louisiana he believes

10:16

that the disaster aid is critical for

10:18

his district but he also says he does

10:21

not think that a full 10 republicans are

10:24

actually going to vote for this unless

10:25

all of a sudden there are 10 republicans

10:26

like him he says quote

10:29

i'll probably vote for the continuing

10:31

resolution and he then goes on to say

10:34

there's no way it'll get 10 gop votes

10:37

though mcconnell is not bluffing

10:40

so this is kind of interesting it'll be

10:43

one of those head counts again where we

10:44

look around and go okay are we going to

10:46

get those 10 votes i don't know if we'll

10:48

get the 10 votes on the actual bill

10:50

doubt that but on potentially invoking

10:52

cloture yeah could definitely happen now

10:55

we do also have a timing issue with all

10:57

of this see take a look at this i'll

10:59

throw this up on screen again here so

11:01

aoc says she will not vote for the one

11:04

trillion dollar infrastructure package

11:06

the hard infrastructure package unless

11:08

we also vote on the three and a half

11:10

trillion dollar package well right now

11:12

the vote for the one trillion dollar

11:14

package is set for 9.27 we also got to

11:18

get a vote done before 9 30 on the

11:21

budget deficit the continuing resolution

11:23

the budget or the um aid for afghans the

11:26

aid for disaster relief right that would

11:28

all be included in the continuing

11:31

resolution the cr before 9 30. and then

11:34

at some point we got to get that three

11:36

and a half trillion dollar bill voted on

11:38

but aoc is saying she's not going to

11:40

vote for step number one right here

11:42

unless this package is done but that

11:45

package is nowhere near dumb then you

11:48

have kirsten cinema who says she will

11:50

not vote as a democrat on the three and

11:52

a half trillion dollar bill

11:54

unless

11:55

we also honor voting on the one trillion

11:59

dollar bill on september 27th so you

12:02

literally have folks here on opposite

12:04

ends complaining for their own demands

12:07

and so this is why right now there's so

12:09

much uncertainty because we just don't

12:10

have the text for the three and a half

12:12

trillion dollar bill yet the negotiation

12:14

is not done for that yet we don't have a

12:16

clear path in terms of how this

12:18

continuing resolution is going to get

12:19

done this package for 927 the one

12:22

trillion dollar package that's already

12:24

done that's already been passed by the

12:26

senate and it just needs to get rubber

12:28

stamped by the house but nancy pelosi is

12:30

holding that hostage because she wants

12:32

to vote on that bill at the same time as

12:36

the three and a half trillion dollar

12:37

package and wants to get the continuing

12:39

resolution done to suspend the debt

12:41

ceiling until the end of next year so

12:44

this gives you a lot of catch up

12:45

background what's the big bottom line

12:48

the big bottom line is as nancy pelosi

12:50

says the next 48 hours are going to be

12:52

absolutely critical in these

12:54

negotiations in the next 48 hours we

12:56

will know if we're going to be able to

12:58

get a continuing resolution scheduled

13:00

for debate and a vote again we expect it

13:03

to pass the house we expect to have big

13:05

issues in the senate in the meantime

13:07

democrats will go on their stomping

13:09

ground tour probably over the weekend

13:10

complaining about how reckless

13:12

republicans are for not voting to

13:15

support the suspension of the debt

13:17

ceiling so that the government can keep

13:18

paying its debts then you're going to

13:20

have people like janet yellen coming out

13:22

janet yellen's gonna come out and say

13:23

things like

13:24

hey well if we let the debt ceiling

13:26

expire it'll be the first time that

13:28

we've ever let the debt ceiling expire

13:31

50 million seniors could stop receiving

13:33

checks millions who rely on the child

13:35

tax credit could stop getting it the

13:37

government would default which we've

13:38

never had before that could lead to a

13:40

spike in interest rates which could

13:42

cause stocks to drop and which could

13:43

cause turmoil in the markets and there's

13:45

no valid reason to do this that by the

13:47

way those were little snippets from an

13:49

op-ed that she did in the wall street

13:51

journal so you could really see what's

13:53

happening here the most likely path okay

13:56

this now i'm going to draw it i've given

13:58

you all the options i'm just going to

13:59

draw out the most

14:01

likely path right here okay most likely

14:04

is we get the continuing resolution past

14:09

in house

14:11

and i'm gonna write up here forecast so

14:13

nobody is confused

14:15

and thinking that this is actually done

14:17

so the forecast here is a continuing

14:19

resolution passed in the house and i

14:22

would imagine this would get passed

14:23

somewhere by 9 24 which is the day the

14:25

coupon code for my programs down below

14:27

expires 40 off price is going to go up

14:29

big after that

14:31

then i expect this to have like a media

14:33

circus over the weekend

14:35

and then probably by the 30th

14:38

i

14:39

really would expect

14:41

that the senate will probably have been

14:44

bullied into invoking cloture and then

14:46

passing this along party lines

14:49

i do also think that ultimately the

14:52

house will end up voting to pass the one

14:56

trillion dollar package on the 27th

14:59

aoc can afford to or not aoc nancy

15:02

pelosi could afford to lose three

15:04

representatives to get that

15:05

infrastructure package done uh maybe

15:08

that'll be aoc and and one or two other

15:10

people whatever

15:11

but i do think that infrastructure

15:12

package will probably get passed on time

15:15

uh and and if this happens uh

15:18

the way i picture it here

15:20

the big specific portion being here the

15:23

senate actually allowing this continuing

15:25

resolution to go through if this happens

15:28

it's pretty much going to guarantee that

15:30

democrats are going to get that three

15:32

and a half trillion dollar package done

15:34

because then they wouldn't have had to

15:35

use their budget reconciliation to keep

15:37

the government funded and that three and

15:39

a half trillion dollar package will get

15:41

past the long party lines through budget

15:43

reconciliation so really if republicans

15:46

want to kill this three and a half

15:47

trillion dollar package right here they

15:49

need to stop this the the democrats in

15:53

the senate with this continuing

15:54

resolution and stop gap measure because

15:57

if they stop the democrats here

15:59

democrats will probably be forced to use

16:01

the budget reconciliation on extending

16:03

the debt which means they would not be

16:05

able to get a budget reconciliation on

16:07

that three and a half trillion dollar

16:09

bill and it would probably put that

16:10

three and a half trillion dollar bill to

16:12

rest it would probably be dead so really

16:16

this comes down to will ten republicans

16:19

say okay

16:21

over here

16:23

and allow this continuing resolution and

16:25

lifting of the debt ceiling to go

16:27

through mitch mcconnell says no but

16:29

nancy pelosi and chuck schumer they

16:32

think they can get 10 people to come

16:33

along you already have one person john

16:36

kennedy saying i'm on board to saying

16:39

okay because i want that disaster relief

16:42

well that is basically going to open up

16:43

the door that 3.5 trillion especially if

16:46

you get 10 republicans to do it so that

16:48

gives you an outlook here

16:50

this week is going to be very very busy

16:52

with updates on this so anyway thank you

16:54

so very much for watching this if you

16:55

like this kind of content make sure to

16:56

subscribe and folks we'll see in the

16:58

next one thanks again bye
