0:00

should we do it hey everyone meet kevin

0:02

here

0:03

should i run for governor or should we

0:05

just share the ideas in this video as a

0:08

really good solution that governors

0:10

around our country should be considering

0:12

for making our world a better place

0:15

now i don't exactly know the answer to

0:17

this yet but i can tell you one thing is

0:19

for sure

0:20

if i were to become governor i'd be the

0:21

only governor making youtube videos

0:23

every day

0:24

they'd probably be more of log style but

0:27

i would be the most transparent a

0:29

governor that would exist and you'd have

0:30

my commentary every single day

0:32

i'd probably have a team of editors and

0:34

filmers that i would personally pay for

0:36

just following me around

0:37

so that way in between meetings or

0:39

coffee breaks or whatever

0:40

i could give you the lowdown on what the

0:42

heck is going on

0:44

not only in the state but my comments on

0:46

what's going on elsewhere

0:48

in the country so for now though let's

0:50

focus

0:51

on the ideas and these ideas i think

0:54

can really work nationally so if you're

0:56

watching this video thinking ah is this

0:58

only applying to california

0:59

i encourage you to give this a listen

1:02

and maybe add your feedback because

1:03

some of these ideas are things that we

1:05

could see in other parts of the country

1:07

as maybe and hopefully other governors

1:09

adopt some of these ideas

1:11

maybe this becomes more of a national

1:13

idea or

1:14

national movement and this is not a

1:16

movement dedicated to a political party

1:18

this is a movement dedicated towards the

1:21

future of our country

1:22

our future generations and in my opinion

1:24

just really good ideas

1:26

it's something that i feel like politics

1:28

has kind of been ingrained

1:29

to not think about not think about new

1:32

ideas and

1:33

that's what i'm bringing to the table

1:34

are new ideas and plans to execute them

1:37

now what i'm going to go through here is

1:38

a 20 part plan and i'm going to have a

1:40

breakdown

1:41

of the time stamps for the different

1:43

plans in the description down below so

1:45

that way you can jump around

1:46

to the different parts they definitely

1:48

vary in length

1:50

but anyway the question here is is it

1:53

worth running

1:54

with this kind of platform or is it just

1:56

worth sharing the idea

1:57

either way the best way you can help me

1:59

out is by sharing this video

2:01

if you know somebody who lives anywhere

2:03

in the country and you like even one

2:04

part of this plan

2:05

share this plan i want to hear from you

2:07

and i want to hear from the folks you

2:08

are sharing it with

2:10

let's get started part number one for

2:12

fixing california

2:14

california taxes are too high kovit has

2:16

proven that you don't need to live in a

2:18

specific state to work in a specific

2:19

state

2:20

this means people are literally fleeing

2:22

california especially

2:24

with higher income individuals paying

2:26

sales taxes and property taxes

2:28

and potentially income taxes in

2:29

different states or no income taxes in

2:31

different states by fleeing to states

2:33

like texas florida nevada idaho

2:35

and avoiding california taxation

2:37

altogether that means not only are we

2:38

losing the income tax from those

2:39

individuals but we're also

2:41

losing car registrations license

2:43

registrations or renewals

2:44

or losing in sales taxes and property

2:47

taxes we're losing a lot from these

2:48

individuals

2:49

and this trend has a real risk of

2:51

bleeding california dry

2:53

i mean we're already seeing tesla not

2:54

only threaten to move to texas but

2:56

establish their next gigafactory in

2:57

taxes

2:58

this is bad we can't have companies

3:00

especially big tech companies

3:02

leaving our state because they

3:03

contribute so much to our california gdp

3:07

california's cracks of this happening

3:09

are already starting to show and it's a

3:11

big problem so my solution

3:13

solution number one completely eliminate

3:16

all taxes for those making less than two

3:18

hundred fifty thousand dollars per year

3:19

for those above this range and to be

3:21

determined there should be a flat

3:22

tax of somewhere between five to seven

3:24

percent and we don't even need the

3:26

california franchise tax board to do

3:28

this we should just abolish the

3:29

franchise tax board

3:30

altogether and i know that sounds

3:32

radical but quite frankly we need less

3:34

bureaucracy because

3:35

we're going to have to work on saving a

3:36

lot of money so there's going to be a

3:38

lot of saving money that needs to happen

3:39

at the government

3:40

to not have a state income tax but quite

3:42

frankly we can all do with a little less

3:43

bureaucracy

3:44

and in this 20 part plan you're going to

3:46

see how i come up with generating this

3:48

additional revenue because quite frankly

3:50

it's cheap talk to say let's get rid of

3:52

income taxes without a plan

3:53

well i got a 20 part plan let's keep

3:56

going on this

3:57

so to make this clear for anyone making

3:59

under 250 000

4:00

you would pay zero anyone making over

4:02

250 000

4:03

you would be taxed at a flat tax rate of

4:05

between five to seven percent

4:06

to be determined uh on any amount above

4:09

250 000

4:10

so it'd still be zero for anything below

4:12

250. uh and this would be assessed on

4:14

your federal taxable income so you

4:16

wouldn't need to do a california tax

4:17

return

4:17

but just look at your irs 1040 which you

4:20

could send to us digitally and boom

4:21

there you go here's your fee

4:22

it's that simple things can be done very

4:25

simply in government

4:26

they don't need to be as complicated as

4:28

they are anyway

4:29

the same will be true for small

4:31

businesses so small businesses

4:32

individuals making under 250 000

4:34

will pay a zero in california taxes and

4:36

file no california tax related fees

4:39

but again just eliminating the

4:40

california tax without a plan for

4:42

replacing a hundred billion dollars in

4:43

revenue annually

4:44

is cheap talk so let's talk about this

4:46

first as part of part one here

4:49

taxing those just making over 250 000 at

4:51

around five to seven percent

4:53

it will likely raise over 25 billion

4:56

dollars in tax revenue annually that

4:58

means already

4:59

with this one change we may have lost

5:01

that 100 billion dollars in revenue but

5:03

we've already filled the pot back up

5:05

with about 25 billion dollars in revenue

5:08

and again that's 100 billion dollars in

5:10

revenue is what the state brings in

5:11

uh annually from income taxes we're

5:13

going to fill that pot back up with

5:14

25 billion dollars just by taxing those

5:17

making over

5:18

on the amounts over 250 000 at five to

5:21

seven percent

5:22

to be determined exactly where but

5:24

anyway uh anyone and this is sort of

5:26

another thing that we'll do

5:27

anyone who has already left california

5:29

within the last

5:30

10 years will be invited back and will

5:32

be given a 50

5:34

tax abatement on any income over 250 000

5:37

for the first three years they're back

5:38

so that way our goal is to bring some of

5:40

these entrepreneurs and higher income

5:42

earners back to california

5:43

so if they're gone you go from making

5:46

money to making no money if you bring

5:48

them back at a 50

5:49

discount at least you're going from zero

5:51

to something and hopefully they stay

5:53

and we have a more accommodative

5:55

business uh

5:56

related or business inspired taxation

5:59

structure in california

6:01

we gotta fix california now there are

6:03

many other problems okay we gotta talk

6:04

about housing transportation

6:06

traffic let's get into this so part two

6:09

california has a

6:10

massive housing problem we have way too

6:12

few homes and that is the simple problem

6:14

we have too

6:16

few homes hopes homes take uh too long

6:19

to build and the permitting process via

6:21

building and safety departments is too

6:22

expensive and time consuming

6:24

for example california has laws that

6:26

accessory dwelling units should be

6:27

permitted within 60 days

6:28

yet most cities just ignore these rules

6:30

and they end up taking

6:31

six months i know this because i'm one

6:34

of those people waiting six months for a

6:36

guest unit

6:37

solving the housing problem can be done

6:39

in four phases and then i'm gonna talk

6:41

about transportation because trust me if

6:42

we're gonna talk about housing we have

6:43

to talk about transportation too okay

6:44

phase one free permits literally free

6:48

permits that anyone can pull online

6:51

through the state

6:52

with no punitive action for previously

6:55

unpermitted items

6:56

trust me as someone who began business

6:58

in the state as a real estate broker

7:00

nobody wants to pull a permit because it

7:02

is so punitive

7:03

cost prohibitive and time intensive

7:06

and everyone who owns a house is

7:08

probably not their head going yep

7:10

i hate the building safety department

7:12

yeah

7:13

because it's not functional there are

7:16

too many

7:16

issues in our state and this holds up

7:20

building and safety it actually makes

7:21

our state less

7:23

safe by having such a punitive and

7:26

aggressive

7:27

building and safety department what we

7:30

need is to work with people the right

7:32

way

7:32

and in a safe way in a way that they

7:34

won't be bogged down for months and

7:36

planning

7:36

arguing over where the darn smoke

7:38

detectors go

7:40

with simplified guides infographics

7:42

attached to permits

7:44

90 of projects can be permitted online

7:48

within 24 hours and afterwards we'll

7:50

have simple

7:52

collaborative inspections the amount of

7:55

time people will save

7:56

well more than make up any potential

7:59

slight modifications they might have to

8:00

make after an inspection

8:02

because every single day that real

8:04

estate sits vacant

8:05

people generally lose one to five

8:07

hundred dollars

8:08

a day sitting around waiting for

8:10

building and safety departments to act

8:12

that is ridiculous phase two

8:16

we need faster remodel permits that's

8:18

different from some of these other

8:20

permits there are

8:20

a lot of things that we can can be

8:22

permitted over the counter but then

8:23

there are larger remodel permits that

8:25

generally require architects and

8:26

engineers

8:27

yet here's an irony why is it that the

8:30

state

8:30

licenses architects and engineers so the

8:33

state certifies engineers and architects

8:35

to work in the state of california

8:37

yet architects and engineers together do

8:39

not have the power to authorize you to

8:41

begin a remodel

8:42

that's a big problem so we're going to

8:44

change that together we're going to

8:46

completely

8:47

change the way building and safety works

8:49

architects and engineers

8:50

who already take liability for the plans

8:53

they put

8:54

together will simply certify that their

8:56

plans meet code which means

8:58

less architects and engineers just

8:59

throwing spaghetti against the wall

9:01

hoping it sticks or letting building and

9:02

safety do the heavy lifting for them

9:04

instead licensed architects and

9:06

engineers will put their license

9:08

and their liability protections on the

9:11

plans that they certify

9:13

meet california codes which will be

9:15

simplifying california codes as well

9:17

to make this much more streamlined and

9:19

then subject to a

9:20

seven day audit by local building

9:22

officials and this is gonna be more like

9:23

a gut check on it

9:24

okay double checking there will be

9:27

remodels

9:28

that can begin virtually immediately

9:31

that means no more waiting three to

9:33

twelve months to get a plan

9:34

check back because you're waiting for 10

9:36

different departments to

9:37

shuffle through your plans which your

9:39

architects and engineers should have

9:41

done already this is a backwards

9:44

system the way things exist now why do

9:46

we bother having a licensing system when

9:48

we can't even empower

9:50

our architects and engineer to solve our

9:52

remodeling problems

9:53

then we get to phase three new

9:54

construction and guest units we should

9:56

streamline these through the state

9:58

rather than builders submitting plans

10:00

for guest units or new construction

10:01

homes in each city

10:02

builders should get authorization to

10:04

build homes statewide

10:06

i invite home builders to come to the

10:08

state and in one swoop

10:10

open up massive plan approvals

10:14

throughout the state to open up massive

10:16

parts of california for new construction

10:18

with standardized floor plans especially

10:21

inland

10:21

and in a low population areas where more

10:24

land is available

10:25

to develop and grow into we need more

10:28

houses

10:28

in more places it's not simple without

10:30

more houses

10:31

people either leave california or they

10:34

end up

10:35

suffering into a poverty trap and that

10:37

is unacceptable in california

10:39

housing should not be as unaffordable as

10:40

it is and don't get me wrong i'm not

10:42

saying

10:42

go to los angeles and just double the

10:45

amount of housing we have in los angeles

10:46

we've got too many

10:47

too many people in los angeles already

10:50

what we need

10:51

is more housing in different parts of

10:54

the state and for areas within los

10:57

angeles or big cities like san francisco

11:00

we need to streamline remodel processes

11:03

so that homes don't sit

11:04

vacant or as fixer-uppers for years upon

11:07

years as nobody can get them through

11:08

building and safety departments

11:10

so of the housing we have we got to get

11:12

people in it and then we need to add

11:13

housing to areas that don't currently

11:15

have housing

11:16

while at the same time protecting our

11:18

agricultural resources

11:20

we have plenty of beautiful land and we

11:22

need to start making it easy to develop

11:23

these lands again

11:24

if vegas can build in the desert we can

11:27

build in the beautiful lands of

11:29

california

11:30

but not only that i want you to do this

11:32

look around

11:33

california and ask yourself how many

11:34

malls and strip malls and commercial

11:36

buildings are closed

11:37

and how many of them are not coming back

11:39

how quickly can we

11:40

easily redevelop these into homes and

11:43

town homes

11:44

that way you're not worried about taking

11:47

more land maybe in downtown

11:49

los angeles or san diego and turning it

11:51

into uh

11:52

you know removing let's say a park and

11:54

turning it into housing we don't want to

11:55

do that we want more green spaces

11:58

but let's take abandoned strip malls and

12:01

actually turn them into

12:02

townhomes and streamline the

12:04

redevelopment of this process

12:06

now don't worry we'll have to address

12:08

traffic which we're going to address

12:10

in a moment because traffic in our

12:11

cities is definitely a big problem

12:13

nobody wants to even think about going

12:16

on the 405 because it's toxic

12:18

it's more toxic than the video game rust

12:20

but the bottom line here is

12:22

we need less bureaucracy and streamline

12:26

processes to incentivize housing

12:27

construction as soon as possible

12:29

we are in a housing crisis housing is

12:32

too expensive and i know that we have a

12:35

lumber shortage right now an extremely

12:37

high lumber prices but don't worry

12:39

in time supply chain shortages will

12:40

resolve themselves and

12:42

housing will get constructed phase four

12:45

by focusing on redeveloping unused

12:48

commercial space

12:50

and streamlining remodels and new

12:51

construction in the state

12:53

we'll actually need to focus less on

12:55

quote low income housing

12:56

instead we'll just focus on more housing

12:59

because more housing

13:00

in underdeveloped areas gives people an

13:02

opportunity to

13:03

move to these areas within california so

13:07

that rather than leaving california

13:09

they could be in different areas of

13:11

california with new construction homes

13:13

and they could begin to build their

13:14

wealth the reality is

13:16

people stuck in section 8 or in

13:18

rent-controlled apartments or units

13:20

they don't end up building their wealth

13:23

they end up stuck

13:24

dependent on california's affordable

13:26

housing laws

13:28

and they never end up building their

13:30

wealth through real estate

13:31

the reality is the best way to build

13:33

wealth in america at least one of the

13:35

best ways to build wealth in america is

13:36

by home

13:37

ownership or through homeownership

13:39

owning a home is a great

13:40

way and we will incentivize building

13:43

wealth in california

13:45

not trying to survive being dependent

13:48

on the state of california i want to be

13:50

clear we're not going to get rid

13:52

of section 8 or low-income housing that

13:55

we already have so

13:56

there will be protections in place for

13:58

what's already existing

14:00

we'll simply incentivize opportunities

14:02

for you though or for

14:03

anybody in a situation to actually begin

14:06

to build wealth and get out of the trap

14:09

that they're

14:09

in via the state of california we'll

14:12

also eliminate

14:13

costly regulations that make it more

14:15

expensive to build in california

14:17

or to redevelop and will partner with

14:19

companies like spacex

14:21

to provide high-speed internet and reach

14:23

more

14:24

newer homes in california through

14:26

perhaps their starling system

14:28

we'll also work with companies like

14:29

enphase and tesla so we can make sure

14:31

our grid is more resilient

14:33

not only when fires occur but for the

14:36

more homes that we have

14:38

part number three we're gonna have to

14:39

pay a little bit for this housing

14:41

transformation

14:42

i expect this housing transformation

14:44

will benefit all land owners

14:46

and real estate owners as we'll have

14:48

much more streamlined renovation

14:50

and building processes giving real

14:52

estate investors more of an opportunity

14:54

to renovate

14:55

quicker better and safer and giving

14:58

more developers opportunities to build

15:01

giving

15:02

apartment building owners more of an

15:04

opportunity to redevelop

15:05

commercial spaces to residential spaces

15:08

but what we're going to do

15:09

is we're going to have a small fee

15:12

instead of people paying building

15:14

permits they'll be saving money with a

15:15

small fee

15:16

there will simply be a small fee of

15:18

about three to six hundred dollars per

15:20

housing unit owned

15:22

now don't worry 99 of homeowners are

15:24

going to save way more money

15:26

by having no income tax and then be

15:28

worried about this three to six hundred

15:29

dollars a year it works out to 25 to 50

15:31

per month it's a drop in the bucket for

15:32

individuals but here's the beauty

15:34

california has over 14 million housing

15:36

units i want to see that go up

15:39

substantially at 14 million housing

15:41

units however

15:42

we'll raise a 4.3 to 8.6 billion dollars

15:45

for the state

15:46

that helps us fill our bucket from 25 to

15:49

oh potentially over 30 billion dollars

15:51

this is how we get rid of the state

15:53

income tax slowly but surely

15:54

with the average home in california

15:56

gaining 9 000 per year in

15:58

value this is a drop in the bucket to

16:00

fund permits and you get better benefits

16:02

you're paying to have a better state

16:05

permitting system a safer system and a

16:08

better

16:09

more accommodative real estate ownership

16:11

system

16:13

and you're actually saving money because

16:14

we're not going to be having income

16:15

taxes for the vast majority

16:17

of people living in california part four

16:19

we do have to talk about

16:21

transportation transportation is a

16:24

problem and we need

16:25

much much better transportation i

16:27

propose

16:28

that instead of spending money on a very

16:30

expensive high-speed

16:32

rail line and spend billions of dollars

16:34

on such a rare

16:35

rail line we instead work with

16:37

innovators

16:39

like elon musk or any other company who

16:40

wants to build

16:42

tunnels far below into the bedrock

16:45

of our state in safeways geologically

16:48

safe ways

16:49

build tunnels under densely populated

16:52

areas to connect

16:53

densely populated cities like san

16:55

francisco los angeles san diego santa

16:57

barbara

16:59

not through the 405 or the i5 or the

17:03

101 but through tunnels to get people

17:06

from

17:06

cities to the new homes that they live

17:09

in

17:10

potentially outside the cities in the

17:12

new areas that we develop

17:13

or wherever they want we need tunnels

17:16

to solve our traffic crisis

17:19

we can't build more highways along our

17:22

coastline

17:22

look at the city of ventura destroyed by

17:25

a massive highway

17:26

that separates the downtown from the

17:29

beach

17:30

it's ridiculous we need less people

17:33

sitting in traffic on highways

17:35

we need more people using tunnels

17:38

as a fast efficient way of traveling

17:41

through california

17:42

and we will make that happen in

17:44

california and we're not going to solve

17:45

that with caltrans

17:47

we're going to solve that with a smaller

17:50

caltrans

17:51

supervising private industries to solve

17:55

our transportation problems tunnels

17:57

might potentially charge a small fees in

17:59

the form of a toll

18:01

kind of like florida does but it ends

18:03

our traffic nightmare

18:04

because the people who are willing to

18:06

pay a small fee can use the tunnels

18:08

and those who don't want to pay the

18:09

small fee can use the regular roads that

18:11

we have now which will hopefully be much

18:14

less impacted and since we're trying to

18:17

incentivize more people to stay in

18:18

california and come to california

18:20

we need more transportation we need more

18:21

transportation avenues and this is

18:23

the best way to solve that those again

18:26

who can't afford those

18:27

smaller potential fees on tolls will

18:29

either have programs for helping

18:31

subsidize

18:32

those lower income individuals or will

18:34

create ways

18:35

for them to use uh above-ground

18:37

infrastructure or they can just use the

18:39

potentially more empty highways as

18:41

mentioned all right

18:42

now part five this is a big one since

18:44

joe biden plans to make community

18:46

college free i propose that 70 percent

18:48

of

18:48

california high schools and community

18:50

college not all of them

18:52

about 70 of them maybe more be merged

18:54

and turned into what i call

18:56

four-year future schools future schools

18:59

are optional

19:00

this means if someone wants to go to a

19:02

traditional high school

19:03

and then to a traditionally community

19:05

college they can

19:06

that avenue will still be available

19:08

however future schools will operate

19:10

very differently future schools will pay

19:13

teachers 120 000

19:15

or more per year more than tripling

19:17

teacher salaries

19:18

future schools will operate like this at

19:21

14 years old

19:22

students will have the choice to attend

19:23

a future school or a normal school

19:25

future schools will blend community

19:27

college in high school they will prepare

19:28

students for the real world

19:30

we will produce software engineers

19:32

mechanical engineers cannabis growers

19:34

we'll produce genomic researchers

19:36

technicians

19:37

therapists nurses sales people

19:39

entrepreneurs business folks

19:41

this means at 14 students will have

19:44

their curriculum

19:45

catered to what potentially their career

19:48

path might become

19:49

the first two years between 14 and 16

19:52

might be more

19:53

generally focused on business and

19:55

personal finance

19:56

and those years between 17 and 18 might

19:58

be more catered

20:00

towards actual hands-on training so for

20:03

example

20:04

if you're becoming a nurse you might not

20:06

need to learn

20:07

calculus but you'll learn about building

20:09

wealth through investing

20:10

and you'll learn how to be a nurse so

20:13

that way by 18 you'll be able to get a

20:15

job as a nurse

20:16

by 18 you'll be ready to be a palantir

20:19

engineer at the fbi

20:20

at 18 you'll be ready for a job at tesla

20:22

google or apple

20:23

how well with real work study and in

20:26

collaboration with these companies

20:28

we'll ask companies to integrate our

20:29

students into their

20:31

real work environments this isn't a

20:33

trade school

20:34

it's the next level it's the best of

20:36

both it's the best of

20:37

actually all three high school trade

20:39

school and community college

20:40

it's a merger of all of them and will

20:42

reduce costs by working with companies

20:44

like teachable and highly paid

20:46

teachers to teach courses online and no

20:49

i'm not talking about stupid zoom

20:51

meetings

20:52

i'm talking about structured educational

20:54

lectures

20:55

that can be filmed and played online so

20:58

that way teachers don't waste their time

20:59

giving the same lecture hundreds of

21:01

times

21:02

when they could just have a recording

21:03

playing that lecture and students could

21:05

then

21:06

slow it down or speed it up or replay it

21:09

and then

21:09

we'll have in-person study in person

21:13

hands-on lessons in person

21:16

hands-on learning with the companies and

21:18

places that students

21:20

might end up wanting to work with

21:22

they'll

21:23

learn the real world and they'll

21:25

actually learn how to build their wealth

21:27

at the same time

21:29

we'll do real world projects we're

21:32

going to build the future one student at

21:34

a time

21:35

right now our california educational

21:37

system has failed us

21:39

think about it right now somebody who

21:41

graduates at 18

21:42

has a hard time getting a job at

21:44

mcdonald's we complain about needing a

21:46

minimum wage

21:47

yet our workers don't have skills

21:50

because our schools have

21:51

failed them think about it we need an

21:54

army

21:55

of certified programmers licensed handy

21:58

people

21:58

cpas certified financial planners

22:01

engineers architects sales people

22:02

business folks nurses you name it

22:04

earlier than ever before and for less

22:06

money also

22:07

since community college is likely to be

22:09

free under joe biden

22:11

we'll expect to fund most of our future

22:12

schools with federal government funding

22:14

and since our future schools will merge

22:16

high school and community college

22:17

and use technology to scale we expect to

22:20

operate future schools

22:22

and as an extremely cost effective

22:25

high quality institution capable

22:28

individuals will be able to enroll for

22:31

free

22:32

and will do so for a fraction of what we

22:34

spend on schooling today

22:35

capable homeless individuals and

22:37

undocumented folks will also be able to

22:39

enroll

22:40

and those undocumented individuals will

22:41

be able to earn their way to citizenship

22:44

and the federal government will pay for

22:45

it in addition

22:47

future schools will give homeless

22:49

individuals an opportunity to finally

22:51

build their dignity i expect to reduce

22:54

our state expenditures on college and

22:56

high school

22:57

by the tune of 30 to 50 billion dollars

23:00

a year with the aid of the federal

23:02

government paying for community college

23:04

aka our future schools and by

23:07

transforming how

23:08

our school system functions this

23:11

combined with our flat tax our lower

23:13

infrastructure

23:14

burdens and a small fee on housing units

23:17

will almost completely make up the need

23:20

to have a state income tax

23:22

for people making under 250 000 at all

23:25

so at the same time as we lower taxes we

23:27

can have more homes

23:28

better transportation more highly

23:31

skilled individuals

23:33

earlier folks california will become an

23:36

example

23:37

for the real world future schools will

23:40

utilize a mix

23:41

of lecture hall style hands-on teaching

23:44

and pre-recorded teacher-led

23:45

coursework online and in person that way

23:49

rather than teachers sitting on a zoom

23:51

call

23:52

we do technology the way it's meant

23:55

to be done we do future schools

23:58

the way they're meant to be done giving

24:00

people a practical

24:02

hands-on education and a lecture

24:04

education the way

24:06

they deserve to have it this folks is

24:08

how we end poverty

24:09

this is how we begin to reduce the

24:11

wealth gap this will fix not only our

24:13

schools

24:14

but will provide huge benefits for our

24:16

latino black and minority communities

24:19

to help build wealth for free

24:22

and while paying lower taxes along the

24:24

way everyone will be

24:26

on an equal playing field at 18. part

24:29

six

24:30

homelessness will be eliminated any

24:32

homeless person capable

24:34

will be offered assisted enrollment in

24:35

future schools and housing so we can

24:37

make our homeless population productive

24:38

and reintegrate them into society

24:40

providing them dignity

24:42

for the mentally ill and disabled other

24:44

solutions of course will be provided

24:46

but for the able people want to work

24:49

people don't want to be homeless living

24:51

on our streets

24:52

this is unacceptable there will be no

24:55

more homelessness on the streets of

24:57

california

24:57

when future schools open part seven

25:01

we will work directly and partner with

25:02

companies like tesla ups fedex google

25:04

apple facebook patagonia amgen you name

25:06

it

25:07

many other massive industries in our

25:09

state to find out what is it that they

25:10

need the most

25:11

to make california the most business

25:13

friendly state in the country

25:15

we will rally the people who generate

25:18

the gdp

25:19

in this country and find out what do

25:20

they need from their government

25:23

to make california a better place does

25:25

this mean corporate liability

25:26

protections while maintaining consumer

25:28

rights

25:28

with faster building permits from new

25:30

factories or

25:31

new campuses for apple or whatever it

25:34

may be

25:35

california will meet with businessmen

25:37

and women

25:39

more than california meets with

25:40

politicians

25:42

we will run california like a business

25:44

we'll also encourage clean mining

25:46

like rare earth mining so that we can

25:48

compete with china

25:50

and use our rich lands in clean ways

25:54

part eight this one might be a little

25:56

bit more controversial and

25:57

this one is still to be determined we

25:59

also have 12 more parts in this so

26:02

if you don't like this part so much you

26:03

can skip by this part but anyway on gun

26:05

safety particularly handguns

26:07

the reality is there are millions of

26:08

guns on the street that we know nothing

26:10

about

26:10

in fact during this recording there was

26:12

a shooting in wisconsin

26:14

anyone can carry a gun in this country

26:17

and

26:17

99 of individuals who carry guns are

26:21

completely unknown to the state

26:23

and this is a problem and this happens

26:25

in california this happens everywhere

26:27

there's a lot of illegal gun use

26:29

and so my proposal is that we expand

26:31

california's access to legally

26:33

owned guns safely with multiple tiered

26:37

licenses

26:38

based not on a fee or

26:41

a waiting period but based on hours of

26:44

training folks i don't want somebody

26:47

with two hours behind a gun holding a

26:49

gun like the next person

26:50

now we're not going to take away gun

26:52

rights as much as they've already been

26:53

taken away in california

26:55

but i want to instead incentivize people

26:57

to have the opportunity

26:59

to train and gain special privileges

27:02

in exchange for the hours of training

27:05

that they conduct

27:06

lawful citizens with hundreds of hours

27:08

of gun training potentially

27:10

thousands of hours of gun training today

27:12

find it nearly impossible to apply

27:14

for a concealed carry license this is a

27:17

sin

27:18

this is ludicrous and ridiculous for

27:21

people who make the investment into safe

27:23

and trained gun ownership

27:25

talking handguns here california will

27:28

issue licenses

27:29

part nine on climate change first with

27:33

our flat tax on those making over 250

27:35

000

27:36

and future schools i expect over 70

27:38

percent of our california budget

27:40

will be solved for to fund the rest

27:42

california will investigate a potential

27:44

carbon tax on polluting industries to

27:46

become one of the first states to

27:47

implement a carbon tax

27:48

this will fulfill a carrot and stick

27:50

approach future schools will provide

27:52

skilled workers

27:53

while companies will be heavily

27:54

incentivized to clean up their carbon

27:56

footprint using those workers helping us

27:59

reduce the impact of climate change in

28:00

our state

28:01

and begin to mitigate the dreaded

28:03

california fire season

28:04

this will incentivize a clean

28:06

environment privately

28:08

california doesn't need to force climate

28:10

change on people and companies instead

28:11

it's simple

28:12

if you pollute more than your peers as a

28:14

business you're incentivized to green up

28:15

your operations

28:17

or cap and trade carbon tax credits

28:20

part 10. by the way i do expect that to

28:22

fulfill

28:23

potentially even more than the tax

28:25

revenue we had previously with an income

28:27

tax

28:27

this is a massive benefit even for the

28:29

companies who would be getting taxed

28:30

because there are certain industries

28:31

that are like ah crap i don't like that

28:33

kevin well those companies are still

28:34

going to benefit because all of their

28:35

workers are essentially going to be

28:36

getting a pay raise

28:38

via no state income tax for those making

28:40

under 250 000

28:41

every business in this state will get a

28:44

pay raise

28:45

by having their workers not pay taxes on

28:48

income of 250 000 or less that actually

28:50

makes it easier

28:52

for you to maintain your employees and

28:53

not lose them to other states

28:55

part 10 we're going to change the dmv

28:58

nobody likes the dmv

28:59

and it's because the dmv is broken so

29:02

we're going to close the dmv

29:04

instead dmv certified private companies

29:07

private

29:08

supervised by the state will administer

29:11

driving tests

29:12

and training both virtually and at

29:15

people's individual locations or maybe

29:17

there'll be a storefront

29:18

that private companies can administer

29:20

driving tests in

29:21

we'll even have a location that or that

29:23

are dedicated driving test loops

29:26

rather than somebody driving around a

29:28

parking lot or getting on and off an

29:30

on-ramp on a highway

29:31

they can drive through an actual course

29:33

that we can develop

29:34

we can actually use cones why does

29:36

anybody ever actually use

29:37

tones in a driving test i certainly

29:39

didn't in california

29:41

so we will also have virtual driver

29:44

licenses

29:45

so in coordination with better testing

29:47

testing that isn't stupid and doesn't

29:49

suck via the dmv

29:50

we're gonna have virtual licenses that

29:53

will become available so that we will

29:54

always have your id with you because

29:56

most of us

29:57

have our cell phone with us we need

29:58

virtual ids

30:00

virtual ids that folks who need to check

30:03

your age for example for alcohol

30:05

gambling or other

30:06

purposes can simply scan a qr code on

30:08

your phone

30:09

and verify that you are of age

30:13

it's that simple i don't need to issue

30:15

plastic id cards anymore

30:17

let's save that money we're in 2021

30:20

we're also going to eliminate pulling

30:22

people over for

30:24

speeding anywhere in this state

30:27

now that sounds crazy we don't want to

30:29

incentivize speeders right don't worry

30:31

we won't we're going to use speed

30:33

cameras throughout our highways and

30:35

other parts of the state

30:36

so that way not only do we have a

30:38

potential other revenue sorts for

30:40

those who desire to speed can pay a

30:42

slight tax

30:44

i mean it'll be a substantial tax we

30:46

don't want to incentivize people

30:47

speeding because it's unsafe

30:48

but people who do end up speeding anyway

30:50

will pay their fair share

30:52

because they are a potential risk to our

30:54

society

30:55

and so we will have speed cameras that

30:57

undiscriminately

30:58

will photograph license plates of cars

31:01

speeding

31:02

and those speeding tickets will simply

31:04

show up on people's virtual driver

31:05

licenses

31:06

so that way you can simply open up your

31:08

virtual driver's license and get a

31:09

notification that you've got a ticket

31:11

and pay it right there with your credit

31:13

card whatever

31:14

you don't have to do anything we're

31:16

going to make it simple we're going to

31:17

make it very

31:18

simple to solve problems

31:21

in our state because here's why right

31:24

now

31:24

when an officer pulls someone over on

31:26

the highway on a road what happens

31:28

all traffic slows down traffic slows

31:30

down way below the speed limits we

31:32

create traffic jams

31:33

this causes more transportation problems

31:36

in fact

31:36

oftentimes we see highway traffic come

31:38

to a complete stop when somebody gets

31:40

pulled over

31:40

because we create massive bottlenecks

31:44

officer safety on busy roads is also a

31:46

top priority of mine and freeing the

31:47

flow of traffic is an added benefit

31:49

getting traffic stops off roads by not

31:51

having traffic stops on roads

31:53

in fact speeding traffic stops will be

31:55

eliminated other traffic stops will

31:57

still be possible but

31:58

they will be directed off highways no

32:00

more traffic stops on highways

32:02

just pull off at the next exit and

32:04

conduct your traffic stop there

32:06

that's safer for officers it's safer for

32:08

drivers

32:09

and it's much more efficient and it

32:11

helps foster

32:12

faster transportation in our state we

32:15

will also have a better transportation

32:16

system which i expect

32:17

we will work very closely with the chp

32:19

on and i wouldn't be surprised that we

32:21

end up increasing funding for the chp to

32:23

help us with our transition

32:25

especially with our tunnel system part

32:27

11

32:28

the california contractor board will

32:30

create a handy person

32:32

license and multiple other licenses that

32:35

can be obtainable

32:36

through future schools that way at 18

32:39

people can become a licensed handy

32:40

person something you can't be right now

32:42

that way people can become a licensed

32:44

plumber licensed electrician

32:45

through a future school we'll also have

32:48

multiple

32:49

new licenses obtainable at these future

32:51

schools so we can create

32:52

the jobs we will need we're going to

32:55

have a housing transition

32:56

so we need to train electricians

32:57

plumbers handy folk roofers

33:00

attorneys real estate agents you name it

33:03

and the best way to do it will be

33:04

through our future schools part 12

33:07

all state services will immediately

33:09

accept

33:10

cryptocurrency as a form of payment and

33:13

we will plan to work with private

33:14

companies to create a payment portal

33:16

through our virtual driver license

33:17

system

33:18

so that way if you need to renew your

33:19

real estate license at the same time as

33:21

your driver's license

33:23

at the same time is maybe pay a fee or

33:25

fine it can all be done

33:26

through your virtual driver license or

33:28

if you don't have a driver license

33:29

through your virtual id card

33:30

everyone gets an id card in california

33:33

and we're not going to print those id

33:34

cards anymore

33:35

they're going to be virtual heck maybe

33:37

we can even make it so that you can

33:39

upload

33:39

or link your irs 1040 tax return from

33:42

the federal government

33:43

directly through the system to

33:45

streamline your relationship with the

33:46

government through

33:47

one simple to use app you want to pay

33:50

your california income

33:51

tax because you make over five or over

33:53

250 000

33:54

through cryptocurrency fined by us we

33:57

want to make it simple

33:58

for you to work with the state not

34:02

a pain and a freaking butt which it is

34:05

now

34:06

part 13 most welfare programs today

34:09

require

34:10

working well we're going to reform

34:11

welfare to save billions of dollars

34:14

by enrolling welfare recipients into

34:15

future schools and get them a path

34:18

to a real job with real dignity and real

34:20

pay

34:21

we're not going to reduce welfare

34:22

benefits everything's going to stay the

34:24

same with welfare

34:25

except rather than having to have a job

34:27

you'll have the choice of going to a

34:28

future school

34:30

and if you go to a future school and you

34:31

become a licensed handy person all of a

34:32

sudden you're making more money and you

34:34

don't need welfare anymore then this is

34:35

win-win

34:36

california saves on welfare recipient

34:38

expenses

34:39

california saves on medi-cal because

34:42

as more people earn money less people

34:45

have to be on medi-cal

34:46

which saves billions of dollars for the

34:48

state billions and billions of billions

34:50

of dollars will be saved for our state

34:53

we potentially will even reduce the

34:55

income tax or fees that we have

34:57

throughout the state on other things

34:58

like driver registrations or other fees

35:00

because i think we're going to have so

35:01

much more money in the state when we

35:03

actually operate it properly

35:05

because we're going to get people on a

35:07

path to real dignity and real pay

35:09

the way to reduce welfare medical

35:12

and government subsidy expenses is by

35:15

training them to make more money

35:17

it's that simple plus people don't want

35:19

to be on welfare most people don't want

35:22

a handout from the government california

35:24

failed them

35:25

it's california's fault it's not their

35:27

fault it's not their fault they can't

35:28

get a job it's california's fault and

35:31

we're going to fix

35:32

that part 14 we will expedite the

35:36

processing of the federal

35:38

child tax credit that biden will pay for

35:41

which is his expectation and he plans to

35:43

make that permanent through 2025

35:45

and we're going to take advantage of

35:46

every penny of the federal that the

35:48

federal government gives us

35:49

any more than any government has done

35:50

before will qualify for any potential

35:52

incentive we can

35:53

we might even increase the child tax

35:55

credit so that students

35:56

once they turn 14 have an additional

35:58

incentive to attend our future schools

36:00

by potentially receiving a bonus

36:02

if they choose to attend a future school

36:04

on top of that child tax credit

36:06

for children between 14 and 18 years old

36:09

or under 18 years old we'll have to see

36:11

what the text of joe biden's law is

36:13

part 15 we will increase community

36:16

policing i know i'm not talking about

36:19

more comps on more

36:20

or inside of more patrol cars patrolling

36:22

lower income areas even more

36:24

no we're going to increase community

36:26

policing via supervised community

36:28

service

36:29

for non-violent crime by criminals

36:32

who are in jail again for non-violent

36:36

instances we will reduce jail expenses

36:39

and at the same time provide supervised

36:41

community service

36:42

this means rather than having more cops

36:45

on the street or more cops in jail

36:47

we have more officers who would

36:49

ordinarily be sitting around

36:51

watching jail cells on the streets of

36:53

our communities who need the help

36:56

supervising community involvement

36:58

community cleanup

37:00

community presence making our community

37:02

neighborhoods

37:03

safer i don't care if we have to paint

37:06

street numbers or

37:07

tighten the screws on street signs or

37:09

sweep the sidewalks or trim the hedges

37:12

we will make our high crime community

37:14

safer

37:15

with community policing by and

37:18

via the people who would otherwise be

37:20

sitting in jail who are non-violent

37:22

offenders doing nothing

37:24

they will make our community safer just

37:26

the presence

37:27

even throughout the night just the

37:29

presence of

37:31

having community service individuals

37:34

in our neighborhoods will make our

37:36

communities

37:37

safer this means increasing the amount

37:40

of community service aids

37:42

and integrating with our communities

37:44

policing in america

37:45

is an us verse for them policing has

37:48

become a thankless and deadly job

37:50

and racial tensions are at unacceptable

37:52

levels due to too many bad apples

37:54

ruining our trust in policing it's time

37:56

to rebuild trust from the ground up

37:58

with new community service aides and

38:00

regular community service and

38:01

jailers instead of being in jail being

38:03

in communities cleaning up our

38:05

communities and making them better

38:07

removing graffiti removing trash

38:09

whatever it takes

38:11

that is what we're going to do we will

38:13

have a clean

38:14

golden state again there will be no more

38:17

homeless on streets

38:18

there will be no more graffiti there

38:21

will be no more

38:22

trash on our streets in california

38:25

this will become a golden state like it

38:27

once was

38:28

and there is no sense and people sitting

38:31

around doing

38:32

nothing we can make much better use of

38:35

them

38:36

part 16 we'll reform our civil

38:38

litigation system

38:39

our small claims court system instead of

38:41

having the small claims limitation of 10

38:43

000

38:44

will have its small claims litigation

38:46

system raised to

38:47

one hundred thousand dollars so that all

38:50

claims for under one hundred thousand

38:52

dollars in damages

38:53

will be handled directly through small

38:54

claims processing allowing attorneys to

38:56

focus on substantial claims

38:58

over a hundred thousand dollars so

39:00

existing attorneys who today

39:02

pretty much end up charging in excess of

39:05

a hundred thousand dollars for a full

39:06

lawsuit

39:07

anyway can focus on those bigger cases

39:11

instead people who want to litigate

39:14

the vast majority of legal clay cases

39:17

under a hundred thousand dollars in

39:18

damages

39:19

will have the opportunity to work

39:21

directly with the legal process

39:23

and solve their problems in front of a

39:25

california judge or arbiter

39:28

for claims of under a hundred thousand

39:30

dollars and so

39:31

we will have small claims preside over

39:33

all of these cases

39:34

and we will also create a brand new

39:37

specialized bar license

39:39

for small claims of up to one hundred

39:41

thousand dollars in

39:42

litigation via future schools

39:45

there's another example of why the

39:47

future schools will come into handy

39:49

people will be able to graduate a future

39:50

school with the ability to be

39:53

a small claims counsel that means they

39:56

will be an attorney

39:57

that can specifically and is legally

39:59

authorized to advise people going

40:01

through the small claims process

40:03

that way people coming out of a future

40:05

school who want to get law experience

40:08

can do so working on smaller litigation

40:11

now small claims will still not have

40:13

attorneys allowed in court

40:15

there will be no attorneys in small

40:17

claims court just like there are today

40:19

but there will be advisory services that

40:21

we can license

40:22

again via small claims council services

40:25

which will be sort of a

40:26

step to your full borrowed license and

40:28

will give you an opportunity to get real

40:30

hands-on experience

40:31

part 17 california gasoline prices are

40:34

insane

40:36

and this is in part because we're so

40:37

worried about forcing a green transition

40:40

that we're banning fracking and limiting

40:43

the exploration of hydrocarbons oils and

40:45

clean natural gases

40:47

too early this is leading to our grid

40:50

to fail during fire season this is

40:53

leading to higher gas prices which tax

40:55

our individuals unfairly

40:57

green energy still has a long way to go

41:00

we're going to foster a grain transition

41:02

over the next 10 years

41:04

with our carbon tax with our simplified

41:06

building and infrastructure projects

41:08

we're going to simplify the process we

41:11

are going to make

41:12

green possible in california but we're

41:15

not going to

41:16

twist people's arms we will have

41:18

incentives but we are not going to

41:20

tax them at the pump or by having

41:22

utilities fail

41:24

we need sustainable energy long term but

41:27

we're not going to transition away

41:30

from safe clean natural gas and fracking

41:33

as

41:34

necessary to make sure that we can

41:37

keep gas prices as low as possible

41:40

and make sure we have maximum grid

41:42

reliability

41:44

i as much as the next person want to

41:46

make sure that we have a green

41:48

future but we can't do that by having

41:51

our grids

41:52

fail and people get ripped off at the

41:54

pumps

41:55

we have to do it sustainably part 18

41:58

california should legalize and tax

42:02

online and in-person gambling and

42:04

incentivize the construction and

42:06

development of casinos throughout the

42:07

state

42:08

why go to vegas if you could now have a

42:11

casino in santa monica san diego san

42:13

francisco lake tahoe

42:15

big bear you name it in time online and

42:18

in-person gambling could exceed five to

42:20

ten billion dollars of state revenue

42:22

folks i told you we're going to operate

42:24

this state like a business

42:26

i'm tired of seeing tax dollars go to

42:28

vegas

42:29

it's not my problem it's a california

42:31

problem folks

42:32

california needs a more competitive

42:35

business environment

42:37

lower state income taxes as a result

42:39

we're going to

42:40

foster higher revenues by opening up

42:43

more opportunities

42:44

and that's why we're going to legalize

42:46

online gambling

42:48

and in-person gambling in the state of

42:50

california number 19 we will

42:52

lower the cannabis age from 21

42:55

to 18. we will remove

42:58

some of the barriers and limitations for

43:01

the purchase and sale of cannabis

43:03

so that way we can not only incentivize

43:06

more construction of dispensaries more

43:08

competition

43:09

but we could also quite frankly tax more

43:12

cannabis sales because after all not

43:15

only are we going to save money with

43:16

future schools and once future schools

43:18

take effect we'll end up having lower

43:20

medi-cal costs because less people will

43:21

be on medi-cal

43:22

less people will be on welfare we'll be

43:24

saving a lot of money in this state

43:25

we'll be saving money

43:26

in many different ways but this is going

43:28

to be one of the ways that we're going

43:30

to raise additional revenue maybe

43:31

our new casinos that we build in

43:33

california will have authorization to

43:36

include cannabis dispensaries and

43:37

cannabis smoking areas who knows there

43:40

are endless opportunities here and i

43:42

will

43:43

make sure to look into all of the

43:44

avenues to make it easier to do business

43:47

in the state of california part 20.

43:50

we are going to have a transition bond

43:53

you can invest in

43:54

this will give us the funding as a state

43:58

that the state will need to get through

44:00

our transition

44:01

we will create this california

44:02

transition bond to raise the money that

44:05

we need to

44:05

fund the transition away from ending the

44:08

state income tax which will end

44:09

in 2022 this will be the first

44:13

bond at a competitive rate so our

44:16

california individuals cannot or

44:18

investors

44:19

can earn higher rates of interest on

44:21

their investments into our transition

44:24

and we're going to pay for those

44:25

interest rates with our

44:27

much more competitive business friendly

44:31

structure in california

44:33

california will be a golden state again

44:36

and with all of the new revenue sources

44:37

that we will create

44:39

california will be a fair and phenomenal

44:42

place to do business

44:44

and to live while not getting ripped off

44:46

at the pump

44:47

by your building and safety department

44:49

by your schools ripping you off

44:52

we're going to make the state more

44:53

efficient we're going to save

44:55

so much money and

44:58

along the way i'm going to vlog

45:01

and document the entire process

45:04

of every day that i'm in office if i'm

45:07

in office

45:08

if i run to show you how we make this

45:12

transition happen

45:14

this is going to happen i am so

45:16

confident that we can make this happen

45:18

one day

45:19

hopefully it's soon if you found this

45:22

helpful

45:22

or if you found this interesting

45:24

consider sharing this video

45:25

that's all i ask is that you share this

45:27

video let me know what you think in the

45:29

comments down below

45:30

if you'd like most importantly share the

45:32

video thank you so much for watching
