the aggregate of these

19:38

individuals

19:40

Minister

19:50

decrease okay thank you thank you um Mr

19:54

chair um is the member talking about

19:56

increase in staff and yes decrease at

20:00

61 16

20:03

6116 decrease by six that's it um 30 to

20:08

24 right yes sir

20:18

yes

20:21

611 okay

20:25

6111 um the increase uh

20:29

is new

20:31

appointments um a

20:34

technical

20:36

officer uh registry

20:40

supervisor an

20:41

accountant and Senior Personnel officer

20:45

all of these persons were

20:47

um appointed from the public

20:50

service uh

20:55

commission the other one is um

21:00

6114 I think you mentioned yes sir um

21:03

the

21:05

increase a green is

21:08

um five uh

21:11

Clark and um one

21:15

typist and one

21:20

um one office

21:23

assistant and one a Clark Tre that is

21:27

the increase and and

21:31

616

21:36

yes 6116 there um that's a

21:40

decrease

21:42

um one staff died and five um

21:47

resigned a personal assistant accountant

21:50

public relations officer and one two

21:54

drivers and one assistant

21:57

accountan thank thank you very much

22:00

sir 6321 subsidies and contribution to

22:04

local

22:05

organization and the description given

22:07

there bit we're looking at the increase

22:11

of 100 million s um are there new

22:15

programs added on to the 600 plus that

22:18

you that we already have for 2024 and

22:22

can you give us

22:23

um as to the region how many programs

22:26

will be facilitated

22:31

so the in

22:34

2020

22:36

4 we expended

22:38

577 um

22:42

million

22:44

and the sum here is

22:49

679

22:51

million and the intention is to if I go

22:54

through

22:56

this uh

22:59

training 70 million to be spent in

23:03

region 1 57 to be spent in region two uh

23:08

18 million Region 3 97 million Region 4

23:14

14.8 million Region 5 47 million in

23:18

region

23:19

6 uh 44 million in region

23:22

7 6.1 million in Region 8 45 million

23:28

in region 9 and 20.3 million in

23:32

region uh 10 that gives you a total of

23:37

$422 million to be spent on training

23:42

programs um the other money will that is

23:47

will be administrative cost uh for the

23:49

board of industrial

23:51

training H

23:54

MP honorable member Miss Lawrence Miss

23:58

Mr chair may I sit yes you thank

24:02

you honorable Minister I'm looking at

24:04

the same line item may you turn to page

24:13

470 and the very last of the allocation

24:17

of this

24:18

$679

24:20

million it says support to other trade

24:24

unions last year you had the same $8

24:27

million but you only spent $1.3

24:30

million could you kindly tell the house

24:35

how many trade unions are to benefit

24:38

from

24:41

this $8

24:44

million

24:47

so since I became Minister this

24:50

money is um subvention to be given to

24:55

trade

24:56

unions the issue we have had is is that

24:59

except for fog I

25:02

remember and um

25:05

G the other trade unions um that is

25:11

gtu gtu and GPS if I remember uh the

25:16

issue was a financial statement to

25:19

indicate us how the money going to be

25:21

spent and even financial statement after

25:25

the money is spent and so because that

25:27

has not been happening this money is

25:29

returned actually every year not

25:32

actually every year to the um to the um

25:37

Consolidated

25:38

fund as regard the

25:41

gncu which is the overarching

25:44

supervisory to Corps

25:46

and uh they normally receive their

25:50

subvention

25:52

so I have had conversations with people

25:55

who head these unions about

25:59

uh we want to dispose the money but we

26:02

want to know how um this money is going

26:05

to be expended and even after it's

26:08

expend even after the expend theyve give

26:10

us a financial statement so that the

26:12

next year we we give them the money so

26:15

that is um

26:20

The Honorable member Mr

26:24

Mike thank you sir sir um could the

26:27

honor I'm going back to program one with

26:29

the board of industrial training could

26:32

The Honorable

26:34

Minister as he would have um told us the

26:37

sums of monies allocated to each region

26:40

can he tell us the amount to the total

26:43

number of programs that are associated

26:45

to each region equivalent to the sums of

26:48

money that was

26:51

listed honorable

26:54

Minister okay thank thank you very much

26:56

um Mr chair

27:00

we're talking

27:04

about six

27:36

okay the is the thing is that um but I

27:39

can lay over this um the programs are

27:44

28 in region

27:46

one 22 in Region

27:51

2 177 program I can go through the

27:55

details uh

27:59

okay

28:00

um so we talking about 37

28:06

programs in Region 4 to benefit 555

28:11

persons we're talking about nine

28:13

programs in Region 3 to benefit 114

28:18

persons we're talking about 28 programs

28:22

in Region 2 to benefit 365 persons we're

28:26

talking about 28 programs in region one

28:28

to benefit

28:31

390 uh 97 program 97

28:35

persons uh region five eight programs to

28:41

benefit 95 persons region six 14

28:45

programs to

28:46

benefit uh 2111 persons region 7 19

28:51

programs to benefit 200

28:54

persons Region 8 20

28:59

programs three programs rather to

29:03

benefit 40 persons region 9 20 programs

29:06

to benefit 292 persons region 10 11

29:10

programs to

29:12

benefit uh 30 persons let me just say

29:16

that added to what is on this list here

29:21

I spoke during the budget debate about a

29:25

program that we will do in region 7

29:28

uh to train that this is additional to

29:32

what we have here train um about 1200

29:35

persons to work uh the oku mines in the

29:39

first instance when they're uh setting

29:41

up the mine and then another thousand

29:43

who will be working on the mind

29:48

uh 1,200 in the first instance and then

29:51

11 total number for the total number

29:55

for 177

29:58

programs and I'm that is bit based on

30:02

the monies we're talking about but I'm

30:04

making the point that we have programs

30:07

that have started that will be funded by

30:11

uh

30:12

BNF we have programs

30:15

that as I just said 1200 persons to be

30:18

trained in region 7 at our training

30:22

center we have programs that we will be

30:24

supporting the disability Commission

30:28

every year we we that happens last year

30:31

we supported them they train 36 persons

30:34

so additional to what bit will be doing

30:38

there's several collaborations that are

30:40

happening um with other

30:44

agencies uh whether government or

30:47

International agency we have a program

30:49

also to train 20 women funded by the

30:51

World Bank uh in solar PV um technology

30:57

that is a two-year program because they

30:59

will be trained at a higher level um to

31:03

basically become

31:04

trainers uh in their own region there's

31:07

two women from each um each region in

31:10

Guyana so those are additional program

31:13

to what bit will be

31:16

doing via the 177 programs in um the 10

31:21

administrative

31:22

region thank you Minister honor member

31:26

thank you Mr

31:28

G thank you Mr chairman honorable

31:32

Minister I believe the programs that

31:34

you're

31:35

offering is informed by the need for

31:38

each specific region am I correct and

31:42

therefore is there a thinking in the

31:47

ministry that some of the

31:51

offerings of of the ministry with

31:53

regards to the programs and the training

31:56

could be of aist assistance

31:59

to the programs for example like the

32:02

ministry of Public

32:04

Works and I'm saying this because in

32:07

region 10 most

32:09

recently 500 contractors were given

32:12

contracts to Bill

32:14

roads but the region the region only has

32:19

one Regional

32:20

engineer all the roads are being built

32:24

simultaneously in most

32:26

respects who we have we don't have

32:29

sufficient Clerk of Works to oversee all

32:32

those works and therefore what the

32:35

ministry consider providing a training

32:38

program to train people to be Clerk of

32:43

Works to help Overlook the works so we

32:46

would minimize substandard works in the

32:49

roads being done because it's impossible

32:52

for one engineer to overlook all of the

32:55

500 RADS and we do also don't have

32:57

sufficient Clerk of works so I'm

33:00

thinking if the programs are being done

33:02

to enhance not only the individual but

33:05

to ensure that the work being done could

33:08

be properly overlooked if such a skill

33:10

is offered then we have the create the

33:14

the the a skill being learned and

33:16

employment opportunities being created

33:18

for more people to help Overlook the

33:21

work to ensure that value for money is

33:24

also be achieved would that be

33:26

considered okay so as I understand it

33:29

the Min the University of Guyana they

33:32

have a program where they do that type

33:35

of training and

33:38

as um and I'm told the University of

33:41

Guyana would um have persons who are

33:45

trained they who I think they loan to

33:49

and Minister ail can can can U correct

33:52

me if I'm saying the wrong loan to the

33:54

ministry of um Public Works who

33:58

uh help regarding supervision of of um

34:03

of of programs of projects right that

34:06

are happening here at the level of the

34:08

board of industrial training how it is

34:10

structured it would not allow at least

34:13

at this time for that type of training

34:16

uh to be done because bit uh

34:20

structure and it's work is Guided by um

34:25

legislation about its function what it

34:28

must do what it supposed to do um but

34:31

one of the other things is that um a lot

34:34

of companies are are failing to use the

34:38

apprenticeship scheme which can help in

34:40

large measure with a lot of these things

34:42

that we have

34:44

um we have uh to attend to but I I I am

34:50

told that there is a program at the

34:52

University of Guyana where persons are

34:54

trained um or the person uh who can

34:59

become clock hours I wouldn't say

35:01

there's a program that train people to

35:03

become clock I think persons the

35:08

persons um and I know a young man who

35:11

was going to the University of Guyana

35:13

who was a clar works at the ministry of

35:16

um housing at the time but bit will not

35:19

be able to do this type of training at

35:22

this

35:23

time H member Miss

35:29

thank you Mr chair Mr chair um

35:34

6321 which takes us to the back which

35:37

deals with on page 470 the labor market

35:41

information system

35:44

commission Mr chair uh based on an

35:49

ongoing conversation I've been having

35:51

with the minister every budget uh in

35:55

2023 the 1.5 million was not not

35:58

utilized in 2024 I'm seeing here that it

36:01

1.5 was budgeted but not utilized and

36:04

I'm seeing another 1.5 being budgeted

36:06

this year um Can the minister say what

36:09

exactly is this $1.5 million expected to

36:11

do that it has not yet done over the

36:13

last four years honor minister

36:45

okay

36:46

so regarding this specific

36:49

matter let me just say go back in time

36:52

to come forward

36:54

here uh between 2015 and 2020 there was

36:57

no labor Ministry it was

37:02

disbanded slow down over there slow down

37:05

over

37:08

there

37:11

so

37:14

2020 uh because of that

37:17

disbandment the the statistical

37:21

Department was de

37:23

gutted and

37:25

therefore regarding this specific matter

37:29

what we are doing is trying to build

37:31

that department as I speak to you there

37:35

is no statistical Department because as

37:39

I have said it basically didn't exist we

37:43

are now trying to rebuild a statistical

37:47

Department we are working with a

37:50

consultant to develop a strategy

37:55

around this matter

37:57

the issue also

38:00

is um good

38:03

people who you can

38:06

employ

38:08

um the issue of salaries become a real

38:12

issue and so this is a work in

38:15

progress um regarding the statistical

38:18

Department whilst all the other

38:19

departments are functioning effectively

38:22

and eff efficiently we're still working

38:25

towards

38:26

building uh a statistical Department the

38:29

$1.5 million is there because we're

38:32

hopeful that that department we could

38:35

start Staffing that department in

38:39

2025 honorable member Miss

38:43

H thank you Mr chair thank you honorable

38:47

Minister honorable Minister you would

38:49

probably recollect that in 2024

38:54

um those were the the exact statement

38:57

made and I'm so I'm

39:00

just that they trying to develop a

39:02

statistic department and it was supposed

39:03

to be implemented that year um I'm

39:06

guessing there's some difficulty in

39:08

Staffing um I noted to Mr chair that

39:12

the the website the ministry of labor

39:14

website there's some form of section

39:17

that is now called the lmis which means

39:20

that there's some progress being made um

39:22

but I'm just wondering if the minister

39:24

can State when the statistics would come

39:26

up to date because as it is right now

39:29

the statistics is our at third quarter

39:31

2021 um so when exactly would the

39:35

statistics come up to date to show us

39:38

not only what is happening up to at

39:40

least December 2024 but also give us

39:42

some sort of a projection as to what we

39:44

can expect moving

39:47

forward okay minister

39:49

so our expectation is that by the second

39:53

quarter of 2025 we would have staff

39:58

but as I have said we have not sat in

40:00

our hands we have been working uh with a

40:03

consultant that is at the

40:05

ministry uh developing system you have

40:08

just indicated that we have uh

40:11

information online the other thing is

40:14

that we have been working with Partners

40:16

so that we are capturing data in the

40:19

construction area uh we collaborated

40:24

with and so we have some information as

40:27

to labor needs in construction at the

40:30

level oil and gas we collaborated with

40:33

ILO we have information as regards labor

40:36

needs technical labor needs in oil and

40:39

gas and the latest study was done by the

40:43

business

40:46

um the center for business the center

40:49

for local business and those are studies

40:52

that presently informed the ministry of

40:56

labor as to what are the technical lab

41:01

labor needs um uh out there and so we're

41:05

using all of that data in the short term

41:09

until where we have uh

41:13

statistic that can do the necessary work

41:17

that should be

41:19

done thank you Minister honorable member

41:22

Miss

41:23

har thank you Mr Speaker um Mr chair

41:28

it's it's bothering uh it's bothersome

41:31

because over the last three years we're

41:33

hearing the same thing that there seem

41:34

to be an issue with getting the

41:36

requisite staff to fill the statistical

41:38

Department um would the minister be able

41:41

to say what is causing this issue

41:44

because we have an unemployment we have

41:46

people who are coming out of University

41:47

with degrees and so so why is it that

41:49

the ministry of labor seem to find it so

41:52

difficult to find the the right people

41:54

to stop this particular section of the

41:56

the um the the lab

41:58

Ministry the issue as I've said I

42:01

alluded to the fact that while some

42:04

people might have an interest the issue

42:07

is um they're unprepared to work for the

42:11

type of salary so that is one of the

42:13

issues we have to the type of salaries

42:15

to do and to say as you have said they

42:19

have many persons I would say to you

42:21

they don't have many persons with the

42:23

competence to do this work uh and and

42:26

that is is a matter that we we hope to

42:29

overcome it um we want the department

42:33

was as I have said we have several areas

42:37

where data is there that we are

42:41

utilizing uh to do the work and to plan

42:45

as regards what training to do with that

42:48

bit and all of those

42:51

issues honorable member Miss

42:53

lawrs thank you Mr chair a followup up

42:58

for the minister Minister given it's

43:01

almost 3 years going into four that you

43:04

haven't been able to get this department

43:07

up and running for the reasons you have

43:09

mentioned then why is it that the

43:12

ministry is not thinking about

43:14

Outsourcing this particular aspect of

43:19

the

43:22

surveys because this is not just for the

43:25

ministry of labor this is for the

43:29

country so that we can be able to use

43:32

these statistics both publicly and

43:34

privately so could you answer why we're

43:37

not Outsourcing if you have that

43:40

problem okay

43:42

so what I can say to you is that the

43:45

consultant that is stationed in the

43:46

ministry of labor is not just working

43:49

with the ministry of labor the constru

43:52

the consultant is collecting data across

43:55

the government system so where is Health

43:59

where is education those information are

44:02

available now as regards

44:05

Outsourcing um I don't know um I have

44:09

never explored that as to whether uh the

44:13

ministry of labor can Outsource that

44:16

function what I know is that

44:19

presently there are

44:21

statistical officers in the ministry

44:24

that's the statutory position all the

44:26

offic officers so we couldn't just say

44:29

okay let we outso this function this

44:31

function belongs to these statutory

44:34

officers like OS officers labor officers

44:37

all the officers in the ministry of

44:39

labor in the different technical

44:40

departments they are statutory offices

44:44

and so it's not as easy as saying okay

44:47

let us just Outsource this function

44:50

because the function is a statutory

44:54

function and so um we will continue to

44:58

to persevere because we want the

45:01

ministry uh the department to be up and

45:04

running we have facilities already for

45:07

the Department we have already um

45:10

constructed um and expanded at the

45:13

Ministry of Labor uh to to allow for

45:16

that department when it is up and

45:18

running but I go back to the point we

45:20

have not been sitting on our hands even

45:23

without that department we have been

45:26

able to collaborate and work with

45:28

partners and we have available data that

45:32

are in the public domain all the data

45:33

that I'm talking about they're public in

45:37

it's public information whether the in

45:39

construction that's public information

45:43

uh uh oil and gas ILO Public Information

45:47

Center for business um development also

45:51

there's public um information so we can

45:54

have a sense as to the needs out there

45:57

in the technical

45:59

areas thank you Minister honorable

46:03

member Mr

46:04

Lawrence thank you Mr chair Mr chair we

46:08

heard in this very house about 60,000

46:11

persons have been employed we heard

46:15

about all of the various Industries

46:20

and companies that are here to establish

46:25

businesses and so on one of the

46:27

objectives of the ministry of labor is

46:29

to conduct

46:31

research and um

46:33

generate the

46:36

information that they receive on the

46:38

Labor Statistics across the country

46:41

could the minister kindly tell us when

46:45

um what was the last research done and

46:49

where we can find this document I don't

46:52

know if we have enough time I can ask

46:55

the minister one other question with

46:57

that that has because we now thank you

47:01

Mr chair Mr chair one of the strategies

47:04

of the

47:05

ministry is to collaborate with the

47:08

Bureau of Statistics for the production

47:11

of Labor Market

47:13

information could the minister kindly

47:16

say whether in 2024 this collaboration

47:20

was done and what document we have that

47:24

we can go back to to be informed of the

47:29

various

47:30

areas um that they would have placed in

47:35

the labor market information whether

47:38

it's a booklet whether it's online

47:41

whatever where can we find this

47:44

information thank you Mr chair so

47:47

apparently M Lawrence wasn't listening

47:49

to me at

47:51

all and that is the reason why I started

47:55

out by making this point

47:58

uh

48:00

when anyone is doing an assessment on

48:03

the ministry of

48:05

labor they must must do it recognizing

48:10

the historical

48:11

matter and that's why I started making a

48:14

point you cannot disband the

48:17

ministry and don't have it function for

48:20

5

48:21

years and

48:23

then in four years all that it has all

48:28

that it has done M Lawrence you want me

48:31

to answer your

48:32

question do you want me to answer your

48:36

question yes

48:39

so so you

48:43

cannot run a government you disband a

48:47

Ministry of Labor have it not function

48:51

effectively and efficiently for five

48:55

years and then four years you come and

48:59

you say all of these things should have

49:02

been there you contributed to them not

49:05

being there so that's the first point

49:09

the second point is I was saying all the

49:13

time that we have

49:16

several sets of data to

49:20

inform uh the ministry of labor as to

49:23

what is needed as regards the

49:26

collaboration with the ministry with the

49:29

um the statistical Buu yes that is uh

49:35

happening that continues to happen as

49:39

regards um uh the last Labor Market

49:43

survey was done um in

49:47

2021 uh working in collaboration with

49:52

the um the Buu and the fact is the

49:57

ministry was reestablished in 2020 all

50:00

the things that are needed to be done as

50:03

I have said we know there's a need for a

50:06

statistical Department I have explained

50:10

what we're doing regarding to get to

50:12

that point so Mr Lawrence you can't come

50:14

and say why do you do this what I would

50:18

say this you had your opportunity to do

50:21

it

50:22

Mr was a minister of Labor I think the

50:25

minister did not hear me or he's

50:28

misdirecting that honorable member Miss

50:30

Lawrence I think I think you're being a

50:33

bit disrespectful no I'm

50:36

not I determine that the minister is on

50:40

the

50:41

floor the minister is on the floor and

50:44

if you want you raise stand on a point

50:48

of order you just don't pick up your

50:50

microphone and speak we're not in a fish

50:53

market

50:57

Mr chair may I you don't have the floor

50:59

Minister you have the floor continue

51:03

please I'm just advise that um just this

51:07

week in the collaboration we having with

51:10

the B statistic they have just

51:15

requested information from the ministry

51:18

of labor and so when the information is

51:22

available regarding the collaboration

51:25

and the way forward we will make that

51:27

information available thank you Minister

51:30

honorable members we have exhausted the

51:33

time we've actually gone four minutes

51:36

over and I now put the

51:39

question that the sums stated for

51:44

program

51:46

381 current 382 current 381 Capital 382

51:54

Capital that the sums stay

51:57

hearing now stand part of the estimates

52:01

those in favor say

52:02

I those against saying

52:05

no the eyes have it the sum stated now

52:10

stands part of the

52:11

estimates honorable Minister you and

52:14

your staff thank you very much for

52:16

taking us through your

52:21

agency honorable members let us invite

52:24

The Honorable Dr vinia pad minister of

52:27

Human Services and Social Security and

52:31

her team to take us through agency

52:36

39 we give the

52:38

minister an

52:41

opportunity to be in place

53:17

right

53:28

honorable honorable members let me

53:30

invite you to turn to Pages

53:33

188 and

53:41

189 and I propose the question that the

53:43

sum stated for agency 39 Ministry of

53:47

Human Services and Social

53:50

Security program 391 current expenditure

53:55

stands part of of the estimates The

53:57

Honorable member Miss

54:01

Natasha sing

54:03

Le thank you thank you Comm

54:06

chair program 391 policy development and

54:12

administration Mr

54:14

chairman I noticed that the budget

54:18

document says that

54:21

five legis pieces of legislation were

54:25

drafted in

54:27

2024 and two is expected to be done in

54:33

2025 I think my mind serves right when I

54:38

recall that we have seen two pieces of

54:41

legislation um The Family Violence bill

54:44

that was debated and passed and the

54:47

international measures for the

54:49

protection of children the ha convention

54:53

that is yet to be debated so in my mind

54:55

there are two

54:57

um placed before us in

54:58

2024 could the minister tell us the

55:01

other three drafted and um when would we

55:06

expect to see them

55:08

here honorable Minister thank you for

55:12

your question honorable member there are

55:15

several pieces of legislation in draft

55:17

we have three pieces of legislation that

55:21

are in alignment with the hey convention

55:23

that deal with abduction protect ction

55:26

and maintenance those are in draft we

55:30

also have the ctip regulations we have

55:34

the regulations on intercountry adoption

55:37

as you know

55:39

the the legislation was amended recently

55:43

to allow the resumption of intercountry

55:45

adoption we have passed the ctip act so

55:48

you have to have those regulations the

55:51

Family Violence bill was passed it

55:53

passed and we're also looking at

55:55

regulations for the licensure of social

55:57

workers we are also looking at leg

56:01

legislation around the poor Relief act

56:03

it's a very arcade piece of legislation

56:06

and that is currently under

56:09

review thank you Minister MP

56:13

leis thank you very much Mr chair

56:15

Minister thank you for that

56:17

response um one of the strategies for

56:21

this program is to develop Implement and

56:24

disseminate social sec security policies

56:27

plans and programs with the relevant

56:30

Authority could the number of policies

56:33

drafted to address um as reflected in

56:36

2024 was six and two is projected for

56:41

2025 could the minister list the

56:44

policies that were drafted and what the

56:48

other two expected for

56:51

20125 Minister thank you the pieces of

56:55

legislation that would have already been

56:57

drafted include the gender-based

57:01

violence policy and its accompanying

57:04

framework the ecd policy and its

57:08

curriculum and also all the accompanying

57:11

elements because as you know we are

57:14

placing emphasis on early childhood

57:17

development so this is a policy we are

57:19

very invested in and we have spent a lot

57:21

of work working on this policy with the

57:24

child care and protection agency the

57:26

early childhood and development unit and

57:30

i' would like to say thank you to miss

57:32

gray Miss gavaya and the entire team and

57:34

also we had support from Unicef on this

57:37

and this is a policy that will really

57:39

strategically Focus the Ministries

57:42

attention on ecd and it will guide our

57:45

work in two buildings that will be open

57:48

this year our day and night Care Centers

57:50

and early childhood units in those

57:53

centers that is a novel achievement it's

57:56

the first time this is going to happen

57:58

anywhere in the region so this is a very

58:00

good policy the other policy that we're

58:03

looking at is the policy on gender there

58:07

has been a social inclusion and gender

58:09

based policy we've had that looked at we

58:12

had had a literature review and that is

58:15

in the works to have a more

58:17

comprehensive gender policy going

58:19

forward we're also looking on the child

58:22

care at the reunification reintegration

58:25

policy for children

58:26

as I had mentioned in the debates this

58:30

is important because we are not against

58:34

institutionalization but we want to

58:36

reduce that so we're looking at how more

58:39

children could be reintegrated reunified

58:42

we're also looking at the homebased care

58:46

policy because one of the things we want

58:48

to do is to encourage women to start

58:51

their own daycare night care Early

58:54

Childhood businesses and also

58:56

Enterprises so this is a very important

59:00

step in the work that we are going to do

59:02

we also worked on a number of other

59:05

areas one of the key areas I'd like to

59:07

look at this year is the policy on Aging

59:10

the policy on care to name a few of

59:12

those thank

59:14

you MP

59:17

sing thank you Mr chair one last

59:21

question

59:22

um on my indicators

59:27

62 outreaches were done in

59:31

2024 and 100 is expected in

59:36

2025 could The Honorable Minister

59:39

confirm if any in the 62 reflected any

59:43

Outreach was done in the communities of

59:46

barakar um in region 6 and our only

59:50

indigenous communities of Orel and

59:53

seut minister

59:56

if it was

59:57

done thank you very much we had over the

60:01

number that we had targeted last year we

60:04

had many more outreaches actually we

60:06

have more outreaches this year and I

60:08

myself went into baracara on one of

60:10

those outreaches it was an excellent

60:13

Outreach and there are number of

60:14

programs that are planned for the people

60:16

of baracara the meetings were

60:18

exceptional they indicated their areas

60:21

area of interest and for orala cuta I'll

60:24

be going this year but our ministry went

60:27

into oral and seuta more than once to

60:30

address various social issues and to

60:32

work with the people of oralis approach

60:35

thank you Mr chair a followup question

60:38

go ahead these outreaches are meant for

60:40

the minister only or is across um the

60:45

ministry

60:48

Minister Mr Speaker our ministry has

60:52

been out there on the ground with me

60:55

without we are on the ground all the

60:57

time and this is the process we have a

61:01

we have a

61:03

consolidation in terms of all the

61:05

Departments coming together to address

61:07

the various areas that fall under the

61:09

umbrella of the ministry there are

61:11

ministerial outreaches but I still have

61:13

all of the Departments under the

61:15

ministry and the intention as I have

61:18

started since coming into office is to

61:20

take the services to the people in their

61:22

communities and that is a process that

61:24

has been happening since 2020 that is a

61:27

process that has also been the signature

61:30

of all of our various Ministries in this

61:33

government we have been on the ground

61:35

with the people sharing information

61:37

working with information so I hope that

61:39

answers your question thank you very

61:41

much thank you Minister honorable

61:45

member thank you Mr

61:48

chair Mr chair

61:52

6302 training this is a program

61:56

we still on 391 policy

61:59

development um could the minister tell

62:01

us under this line item you have

62:04

$900,000 what are the training that

62:07

would be done

62:12

Minister Mr Speaker we have a number of

62:15

areas that we want to work on for the

62:18

ministry one of the big projects that

62:21

have been in the works with idb in

62:24

particular is the

62:26

creation of the new digital architecture

62:29

of the ministry in this way we intend to

62:32

digitize all of the beneficiary

62:35

registers digitize how people access our

62:37

beneficiary program notably pension

62:40

public assistant permanent disability

62:43

because one of the things I found when I

62:45

went to the ministry is that it was kind

62:47

of chaotic we didn't have access to the

62:49

back end it was very difficult to

62:52

navigate because data was all over the

62:55

place so so this project will bring all

62:57

the data together will allow the region

63:00

to now collect data and have a central

63:04

point where that data is integrated so

63:06

that we can develop a very very good

63:10

database and registry and so to make all

63:13

of that work we have to ensure that the

63:16

providers of these services are trained

63:19

so introduction to the new Mis would be

63:22

a very key thing for the ministry to

63:24

ensure staff in the Reg staff centrally

63:27

everyone is trained in that user

63:29

acceptance because you can't put a an

63:32

ICT based system or a digital system out

63:34

there without ensuring that the public

63:37

or the beneficiaries who have to use

63:38

this system one of the big things before

63:40

I continue is that we would have

63:42

introduced online applications for the

63:45

first time fully online pension

63:48

permanent disabilities people can apply

63:50

for these services at home and so user

63:54

acceptance test sessions that's another

63:57

type of training that will happen and we

63:59

do have to have training of trainers

64:02

because when we have these kinds of

64:04

trainings being introduced we want to

64:06

make sure retain that capability and

64:09

that capacity in the ministry so we're

64:11

training trainers and we're working on a

64:13

dashboard so that we are able at all

64:16

times to know what's happening in the

64:18

ministry and we have to have training of

64:20

the users of that dashboard and also

64:22

people to operate that dashboard to

64:25

input data so that there is a very good

64:27

system that at all times give that will

64:30

give us an idea of how our systems

64:33

whether they're efficient effective so

64:35

this is a very major program and one of

64:38

the the key things that our government

64:40

has been working on is e-governance the

64:43

use of ICT whether you speak of ICT in

64:46

education or you speak of it in

64:48

e-governance so a lot of the training

64:50

will be used for ICT persons thank you

64:53

Minister honorable members I now put a

64:56

question that the sum stated for program

64:59

391 agency

65:01

39 current expenditure stands part of

65:04

the estimates those in favor say

65:06

I those against say no eyes have it

65:10

program now stands part of the estimates

65:13

program 392 same Ministry and I propose

65:16

a question that the sum stated here in

65:19

current expenditure stands part of the

65:24

estimates M Nat sing Lewis honorable

65:27

members I now put a question that

65:30

Sir Mr Mah honorable member you are

65:35

going sorry thank you very much Mr

65:37

Speaker this is um program 392 Social

65:40

Services uh guide me please page 190

65:56

go ahead thank you sir uh old age

65:59

pension and social

66:01

assistance line item 63

66:04

43 can The Honorable Minister uh out of

66:08

this sum of

66:10

52 uh billion

66:13

930

66:15

m8570 tell us what is the sum associated

66:19

with the procurement of old age pension

66:23

book the sum associated with the pension

66:26

assistance book and the permanent

66:29

disability

66:30

book yes you got to get the book

66:36

Minister from this

66:49

sorry so thank you for that the number

66:52

of booklets procured included the cost

66:55

of the vouchers for booklet cost and the

66:58

cost of procuring a booklet and that

67:01

would have been1 19,000 for 6 months

67:05

which is

67:06

114,000 per per voucher per booklet

67:11

389 million for the booklets the

67:15

vouchers within the booklets all the

67:16

booklets that we procured the cost of

67:19

procuring one booklet would amount to

67:22

$88 and the cost of procuring booklets

67:27

300,000 300 million 344 that's for the

67:30

two cents for all the all the booklets

67:32

all the booklets so in total for all the

67:35

booklets if you add the two would be 389

67:40

m882 34 to4 I'm so advised thank you

67:45

Minister member mahip thank you very

67:48

much Mr chairman Mr chairman a followup

67:53

the in terms of the

67:56

distribution of old AG pension which

67:59

happens through the post office the guy

68:02

in post office Corporation some there's

68:05

the vouchers when they go they they take

68:07

the booklet and they go to the Post

68:08

Office and so on and they collect their

68:09

pension the reconciliation of monies

68:13

there's an issue there at the ministry

68:15

of Human Services and the post office

68:18

where the post office has a different

68:21

figure in terms of the reconciliation

68:22

with the ministry uh can you provide us

68:25

with a guidance or an update on the

68:27

current status with reference to the

68:28

issue that exists between balancing the

68:32

uh or conducting the reconciliation with

68:35

the post office in terms of the

68:36

difference with the

68:38

figures honor Minister thank you Mr

68:41

Speaker I am unaware of what you speak

68:44

of maybe you have different information

68:46

for me but I'm so advised there is no

68:48

issue with reconciliation thank you

68:51

Minister honorable member Mr thank you

68:54

sir sry I'm I'm thanking the minister

68:56

for her answer and I'm quoting from the

68:59

auditor General's report for her

69:00

guidance in reference to the issue that

69:02

says general report

69:06

2023 2023 sorry that points out the um

69:09

the issue with the post office and it

69:11

says according to the summary uh in the

69:14

table the sum of

69:15

$1.15 two billion was indebted by the

69:19

Guyana post office Corporation to the

69:22

ministry however an examination of the

69:25

conciliation statement received from

69:28

gpoc for December

69:31

2023 revealed that gpoc was in debted to

69:35

the ministry in the sum of

69:37

1.016 billion therefore there is a

69:40

difference of

69:43

136.6 million between the cashbook

69:47

summary and the gpoc reconciliation

69:50

statement similarly in 2022 there was a

69:54

difference of 200 1 mil. 389 million so

69:59

they in spite of the fact that that is

70:01

dated I asked the Min thank you I have

70:04

no problem answering that that is

70:06

something that I inherited and it has

70:08

been rolling over all the time and it is

70:10

something that was not reconciled for a

70:13

number of years and it is it is an

70:16

ongoing issue that we have so it was

70:18

there before I even came to the

70:20

ministry thank you Minister H member Mr

70:23

M thank you sir indeed minister is

70:25

absolutely correct sir uh in fact in in

70:29

fact in

70:30

2014 in 2014 it was 10 it was

70:36

101.6 Million so it continues to what

70:40

measure the the minister said there is

70:44

no issue that's a rollover thing she

70:47

inherited right

70:50

so sir thank you very much I'm asking if

70:54

there's any progress in reconciling and

70:57

and rather than to have the number

70:58

building because in 2014 it was 101

71:01

million and now we're here at 136

71:04

million so the difference keeps widening

71:07

what measure is the minister taking to

71:09

address Minister first of all is it

71:11

widening and secondly if it is widening

71:15

as far as I'm hearing you twice there is

71:17

not an issue this is an inherited thing

71:20

but you could answer thank you thank you

71:22

Mr chair have no difficulty because

71:24

after 20 14 came 2015 and there were 5

71:27

years to reconcile whatever the issue

71:30

was and obviously it wasn't done so here

71:33

we are and we are dealing with the issue

71:35

as it exists right now and we as I

71:38

mentioned we have put in and we are

71:40

putting in an entire digital

71:42

architecture to ensure that there is

71:45

accountability there are checks and

71:47

balances and every year since 2022 we

71:51

have been having audited distribution of

71:55

pension books in an effort to deal with

71:57

all of the inherited issues thank you so

72:00

much thank you Minister MP Natasha sing

72:03

leis thank you Mr

72:06

chair Mr chair the number of programs

72:10

and campaigns targeting the elimination

72:12

of sexual violence domestic and gender

72:15

based violence in 2024 was

72:19

124 and in 2025 it's expected to be 110

72:25

can the minister tell us which are the

72:29

indigenous communities that will benefit

72:32

from the program will benefit from the

72:36

program and the campaigns specifically

72:39

for the elimination of sexual violence

72:42

and what form will the campaigns and

72:45

programs

72:46

take thank you very much I am very happy

72:50

that you asked this question because we

72:52

have been having a number of campaigns

72:54

since I came into office in fact this

72:56

has been an area that has occupied the

72:59

ministry's attention as everyone knows

73:02

across Guyana we embarked on the

73:05

spotlight initiative which concluded in

73:08

2023 and out of that initiative a slew

73:11

of programs came to being one of those

73:15

programs was very specifically targeting

73:18

reporting and so 914 was born and 914

73:23

awareness which is 24hour toll free

73:27

hotline is one of the key mechanisms but

73:29

not the only mechanism that is used for

73:32

reporting all instances in violence it

73:35

was introduced under this government and

73:38

it is it is a mechanism that allows

73:43

people to report instances of violence

73:46

it has the ability in that when cases of

73:49

violence are reported and we have seen

73:52

many many calls to this hotline it

73:55

through we're able to even contact the

73:57

Guyana police force to intervene if

74:00

there's an acute case of violence and

74:03

everyone who calls can have access to

74:06

the services so awareness is a very big

74:09

part of what we're going to be doing

74:11

more awareness in all the hinterland

74:14

communities in all the regions every

74:16

year we're going into all the regions

74:18

across Guyana it is a Consolidated

74:21

approach not only dealing with sexual

74:24

offenses the domestic violence but also

74:26

with through the family enhancement unit

74:29

with youth with juveniles juveniles at

74:32

risk we're dealing with children through

74:34

the child care and protection agency in

74:36

addition to 914 we are also expanding

74:39

how we use ICT across the country as you

74:43

know the hinterland now with the very

74:45

good program through the prime

74:47

minister's office where they are

74:49

connecting

74:51

communities and at all the hubs they so

74:54

people

74:55

can

74:57

actually access information access

75:01

Services those are very important things

75:04

and Mr Mr chair I'm saying all of this

75:07

because I want every member of this

75:10

house to know what this ministry is

75:12

doing and because the question was asked

75:15

it is important that everyone knows so

75:18

together we can fight the cases of

75:21

violence that come up and if we don't

75:24

see it as an apolitical thing we will

75:27

not be able to do what we need to do

75:30

which is to eradicate violence

75:32

especially in the 50th year when we are

75:35

going up at seall when we're talking

75:39

about the elimination of violence

75:41

against women we need to make sure we do

75:44

this at home so back to ICT it is

75:47

looking at the imatter app which is the

75:50

first of its kind in the region and this

75:53

was an app that was developed it offers

75:56

resources to counter violence whether

75:59

you're in the hinterland or on the

76:01

Coastland and this year we are adding a

76:03

WhatsApp feature so that people in

76:05

addition to pressing the panic button on

76:08

the first page of the IM matter app they

76:10

can actually have that WhatsApp kind of

76:14

conversation to make reports we can

76:16

offer counsel and beyond that we are

76:19

also going out into communities to let

76:21

them know that there is the Survivor

76:23

Advocate Program so Survivor Advocates

76:27

could be assigned to persons who are

76:29

experiencing violence in all of its

76:32

forms and we are going out there because

76:34

the Family Violence Act is very new and

76:37

we have to ensure that whether persons

76:40

are in the hinterland or on the

76:42

Coastland they're aware of the measures

76:44

in the Family Violence act and if they

76:48

are aware of the measures they will

76:50

understand the ACT has both a civil and

76:52

a criminal component and perpetrator

76:55

will face the full force of the law it's

76:58

new and it is a very tough piece of

77:01

legislation so when we go into the

77:04

hinterland and on the Coastland we are

77:07

also doing a very novel thing Mr Speaker

77:09

and I must thank my colleague Minister

77:11

Ben for working along with me we were on

77:14

a case as up to yesterday that almost

77:17

concluded tonight and we are looking at

77:21

how we can train the police officers

77:24

state by station by station by station

77:28

that is the plan this year and that plan

77:30

will start very soon we had initiated

77:33

the cop Squad initiative and that

77:36

initiative allowed 50% of the police

77:38

force to be trained in case management

77:42

in responding to cases effectively and

77:46

then we started also working with women

77:50

families children on how they can access

77:53

these services so those services will go

77:56

into the hinterland so that people

77:58

understand their rights how the law

77:59

protects them and what the services are

78:01

that we offer we've also launched a boss

78:04

initiative Brotherhood of safe spaces

78:07

working directly with men so that men

78:10

can understand what they need to know

78:14

and how we can prevent conflict from

78:17

erupting into violence we are also this

78:20

year working on Rehabilitation and

78:22

directly with perpetrators to through a

78:25

program called a brave Circle and that's

78:27

what we be going to the hinterland to

78:29

the Coastland and Mr Speaker we are also

78:33

working with the stakeholders there has

78:36

been the development of the referral

78:39

pathway coming out of the spotlight

78:41

initiative that works with all the

78:43

providers all the people who have to

78:45

intervene in cases of violence so we

78:48

will be going out there in the

78:50

hinterland and the Coastland to provide

78:52

training for all those persons so the

78:55

intention is to keep on going until we

78:57

get to every Community that's a process

79:01

that has been started that's a process

79:04

that is continuing in fact as I speak

79:06

today and I must thank my colleague um

79:09

Minister manik Chan we have been going

79:11

into schools last year we worked in over

79:14

30 schools to deal with violence and

79:16

bullying today the teams are I must

79:20

congratulate and compliment them they've

79:22

been out in schools 25 schools and so we

79:25

will continue to work so for me it is

79:28

not picking out communities for me it is

79:31

consistent ongoing work Community by

79:34

Community until we get to where we need

79:37

to go but again I must reiterate Mr

79:39

chair that we need everybody on board

79:42

this thank you so much thank you

79:44

Minister honorable member Miss

79:51

H thank you Mr chair um Mrs chair a

79:55

simple question um to the minister uh

79:59

what should one expect when they call

80:01

the 914

80:05

number thank you Mr chair I think you

80:08

would have an answer based on what your

80:10

question is I mean that'd be the simple

80:13

somebody to answer the phone and and

80:15

answer to whatever you're asking so

80:18

unless the person can say what the

80:20

question is

80:24

okay so if somebody's calling thank you

80:27

Mr chair so if somebody's calling that

80:29

there is a a an attack at domestic

80:32

violence issue and they pick up the

80:34

phone and call 914 what should they

80:36

expect from the person who is answering

80:38

that

80:39

call Minister thank you Mr chair all the

80:43

officers who are Manning the

80:46

914

80:50

hotline please help me

80:54

mi mi Mr chair all the 914 officers have

80:59

been trained with assistance from the

81:01

United Nations population fund and and

81:04

you have to ask the particulars of the

81:07

incident where is it who is it and what

81:11

is happening if it's an active situation

81:14

and a person is in Peril like my

81:17

colleague just said the police is called

81:21

and the police is called in such a way

81:24

that we don't call the junior police at

81:27

the station we call the commander of the

81:29

station this has been a tried and tested

81:32

route because we want to make sure that

81:34

we hold the commander accountable and so

81:37

once the commander is called the police

81:40

they're expected to turn up let's say it

81:43

is a case where the person needs to be

81:45

removed we put that mechanism in place

81:48

we don't necessarily need a person to

81:51

give their name or any identifying

81:54

details we may ask if the person wants

81:57

to in case we go to this the location or

81:59

the police has to go and we can't find

82:02

the location we might at least ask for a

82:04

number to get that kind of information

82:07

thank you thank you Minister Miss thank

82:09

you Mr chair I know Mr chair people seem

82:12

to think that it is funny but it's a

82:14

very serious question because a lot of

82:16

people are dealing with this matter day

82:18

in and day out in their homes and in

82:19

their

82:20

communities and and Mr chair the reason

82:23

the reason that I stood to ask ask this

82:25

question is because I had to deal with a

82:26

scenario of this matter of this manner

82:29

and I called 914 and what I got from the

82:32

person of the on end was that I have to

82:34

find a way to call the police they did

82:37

they to they asked me what is the issue

82:39

they told me I need to call the police

82:41

myself I called brickdam brickdam had no

82:44

police to call to send I called I called

82:47

the station closest to me they had no

82:50

officer they had no vehicle and so for

82:53

hours I had to listen to somebody being

82:55

beaten because nobody was there to deal

82:57

with him I'm I'm not trying to make a

82:59

joke it's not a trivial matter and so

83:01

what it is I would like to suggest is

83:04

that even though you saying these

83:05

systems are in place a lot of people

83:08

when it is that they call 914 what they

83:10

get is you have to call the police

83:12

yourself I am not making a joke of it

83:14

and I'm not trying to make a joke of it

83:15

but it's something that has to be

83:17

remedied honorable Minister Mr chair Mr

83:22

chair these officers have been trained

83:25

and I think it's unfair to say that to

83:27

them I myself make random calls to 914

83:31

to test the system and I've been doing

83:34

that since it started in the first year

83:36

and a half when it started the final

83:38

call was to me if if if at that time

83:42

when we initially started when we

83:46

initially started the hotline it was not

83:51

going the way it was intended I was the

83:53

final call so then I would have to call

83:56

the police myself I would have to wake

83:59

up my cabinet colleague or the

84:01

commissioner police myself that was how

84:03

we got to where we are now and I want to

84:08

say that we must treat this

84:12

seriously and if if we make light of

84:15

this you're going Minister please I'm

84:17

sorry go

84:20

ahead if we make light of this we are

84:23

telling people not to have confidence in

84:25

something that can help them Mr Speaker

84:28

this is exactly what I am very very

84:32

disturbed about because when we start to

84:34

make these kinds of comments and

84:37

assertions this is how people get help

84:40

by calling a hotline so Mr Speaker I

84:44

think I have no problems with

84:46

recommendations and I take the members

84:49

recommendations seriously but I am very

84:52

very hopeful that it is a genuine one

84:56

because if there is an issue I am the

84:58

first one to try and reach out and

85:00

ensure that issue is resoled but we must

85:04

encourage people to use this reporting

85:06

mechanism because it has helped a lot of

85:09

people thank you Minister The Honorable

85:13

member Natasha Singh Lewis thank you Mr

85:18

chair Mr chair I want to join the

85:22

minister and saying

85:24

this is not an issue that we should

85:27

politicize but you it's not a statement

85:29

do you have a question I have a question

85:31

sir yes

85:34

please

85:36

if a woman calls that is being

85:40

abused in that moment M and the 914

85:45

person that answerers says call the

85:49

police and that was done with no

85:53

response from the police what then

85:56

should happen thank you very good Mr

85:59

chair the woman would not have to call

86:02

the police because the 914 operator

86:04

would call the

86:07

police honorable member Miss

86:11

Lawrence thank you Mr chair honorable

86:14

Minister may I turn your attention to

86:18

Volume 2 page 165 your

86:21

indicators and I'm looking at number

86:25

five number of elderly residential

86:28

facilities meeting minimum operating

86:33

standards you had zero in

86:37

2024 and you said you were targeting one

86:41

in

86:46

2025 I'm asking my question here is

86:50

whether there were visits to

86:55

the these facilities and whether it was

86:58

across the country and you had

87:04

100% Minister thank you Mr chair I'm

87:07

advised that visits were conducted to

87:09

all the facilities a report is being

87:12

compiled and a lot of the issues revolve

87:14

around infrastructure and the intention

87:17

is to get all up to the minimum

87:19

standards and as you know uh Madame MP

87:22

we do have the visiting committees and

87:25

so we will continue to have those things

87:28

but also in house there is a process of

87:30

visiting and assessing all of the homes

87:33

with the intention of getting them to

87:35

where they need to be that is in

87:36

alignment with the minimum standards

87:38

thank you

87:39

Minister

87:41

Thank The Honorable member Mr Henry Mr

87:44

chair thank you um Mr Speaker just a

87:49

question and perhaps a recommendation

87:50

have you in your wonderful roll out PR

87:55

say follow up have

88:00

you have have you in your lovely

88:03

wonderful Ro program been using

88:06

indigenous language for communication

88:08

purposes if not please I beg that you do

88:11

so thank you thank you Mr chair I'm very

88:15

glad the member raised it it's something

88:17

we've been working on it's not 100%

88:19

where we want to be but the ecd program

88:23

we have done that the ctip program we

88:25

have done that and we've started to do

88:27

it somewhat under the domestic violence

88:30

program as well it is it is very

88:32

difficult to get all of the languages

88:34

but we are making every effort to do it

88:36

so thank you honor member Miss Lawrence

88:40

thank you Mr chair Madame Minister I

88:43

turn your attention to number 10 of your

88:46

indicator on the same 16 to5 and it

88:50

indicates here that there will be an

88:53

increase

88:54

in terms of persons in these Indigent

88:59

residential

89:00

facilities if I look at

89:04

page 470 and

89:07

471 you have at least four four of these

89:12

homes listed here

89:16

and the subsidies are the back and they

89:19

all are receiving the same amount of

89:22

monies a 100,000 to three of them and

89:25

the darh Shala receiving $2 million my

89:31

question to you is given the High Cost

89:33

of Living and the inability of many of

89:37

these persons to pay the requisite fees

89:41

to upkeep these facilities and to ensure

89:44

that they have a balanced meal Etc

89:47

whether the ministry is doing anything

89:49

outside of these allocations to assist

89:53

these homes because there was a call

89:56

last December by the management of Dar

90:00

charow for assistance and I know Archer

90:03

Holmes and Bri Holm and so the same

90:07

thing Minister yes thank you Mr chair

90:10

the $2 million given to the darh Shala

90:13

was a direct commitment from his

90:14

Excellency the president and so that is

90:17

why that one is there like that we've

90:20

also been trying to assist we assisted

90:22

Uncle Eddie's home when they had some

90:24

infrastructural issues and we try from

90:27

time to time to assist as best as we can

90:30

but it is something that we are looking

90:32

at and when we look at Aging in general

90:36

and the care economy it is something and

90:39

the care system more so it is something

90:41

that we will definitely consider and we

90:43

have been looking at thank you thank you

90:46

Minister honorable member Miss sing

90:49

Lewis thank you Mr chair Mr chair the

90:54

number of reported cases for domestic

90:56

violence in

90:58

2024 is

91:02

1,863 could The Honorable Minister tell

91:04

us how many of those cases were

91:07

prosecuted

91:12

Minister Mr chair I will not be able to

91:16

give all of that information I would

91:18

happily lay that over or present that

91:20

later but I will say this prosecution

91:24

is dependent and has been dependent on

91:28

the person who experiencing who

91:30

experiences violence wanting to do that

91:33

what we have instituted through the

91:35

ministry in addition to the heavily

91:38

subsidized or the the subvention we have

91:42

been giving to NOS like legal aid we

91:44

have started the legal prono initiative

91:47

it is 3 years old we actually have a

91:49

unit now at the ministry that allows

91:51

partnership and this is an we signed

91:54

with the Guyana Bar Association to

91:56

provide legal advice and support to any

91:59

person experiencing violence and we have

92:02

been able to do that for thousands of

92:05

women and so the intention with the

92:08

Family Violence act education and all

92:11

that we're doing is to encourage more

92:14

persons to go all the way to prosecution

92:17

in fact the Hope Justice centers that

92:19

would have been a collaboration between

92:21

the ministries of Human Services and

92:24

legal Affairs it's a very robust

92:26

collaboration in those hope and Justice

92:29

centers one in Region 3 one in Region 4

92:32

we have attorneys plac there at all

92:35

times to ensure that persons have access

92:38

to legal recourse and so this is the

92:41

kind of thing that we have to keep

92:43

strengthening so that we increase the

92:46

rate of

92:48

prosecution thank you

92:50

Minister honorable member thank you Mr

92:54

chair Mr chair there are a number of

92:57

reported cases for trafficking in

93:01

persons um I think it's stated as

93:04

34 how many of these cases were

93:08

prosecuted in

93:11

2024

93:12

[Laughter]

93:19

Minister Mr Speaker I know that the

93:22

numbers of cases that would have being

93:24

prosecuted are increasing in fact that's

93:26

one of the ways we would have kept our

93:28

tier one ranking it started with three

93:31

about two years ago and it's been

93:33

increasing not as fast as I would like

93:35

to see it increase but it is growing and

93:38

also the whole process of restitution is

93:40

one that has been increasing as

93:45

well Our

93:47

member thank you Mr chair Mr chair

93:51

6292 I would like if the min can tell us

93:54

which of the agency in on the social

93:56

services will benefit and if it's more

93:59

than one if she can

94:01

disaggregate

94:09

Minister thank you yes I can tell you

94:13

the homes that will benefit are the

94:15

Palms the mahika hospital the night

94:17

shelter the Hugo Chavez rehab and

94:20

reintegration Center our DV shelters you

94:24

will appreciate why I will not say where

94:26

they are for all the obvious reasons our

94:30

tip shelters and the same thing I will

94:32

tell you but I will say to you I can

94:34

give you the cost for what I wouldn't

94:37

say where they are I can tell you the

94:40

Palms will get

94:43

57,200 the mahika hospital will get

94:48

7,387

94:49

600 and then you will have night shelter

94:53

getting 4 to

94:55

1,756 th000 and the night shelter will

94:58

for the first time have its own kitchen

95:00

to prepare meals for those residents who

95:03

are there and the Hugo Chavez rehab

95:07

center will get

95:08

36,500 th000 our shelters will all get

95:14

$1.8 plus

95:16

million and the tip shelters will range

95:20

between 2.9 to 1.4 million plus doll

95:24

each thank you Minister a follow

95:27

question chair um could the minister I

95:31

understand that you can't say where but

95:33

can you tell us how many um shelters for

95:37

um domestic violence and how many

95:38

shelters do you have for trafficking in

95:41

persons and which regions they're in

95:44

minister so I can tell you how many but

95:47

I can't tell you anything else for again

95:49

all the obvious reasons and so we have

95:52

four DV shelters three tip shelters and

95:55

that has been an increase from what I

95:57

came in and met we have done new

95:59

shelters as well and we have rehabed the

96:02

other

96:03

shelters thank you Minister Mr chair

96:06

member um

96:08

6311 rates and taxes um honorable

96:12

Minister I actually have a a complaint

96:15

so I need to ask you a question under

96:17

that rates and taxes as made to

96:19

understand that the social services

96:22

office in New Amsterdam

96:24

they have not paid their rates and taxes

96:25

from since

96:27

2020 and so I am asking if there is any

96:30

provision under this some to pay that

96:39

[Music]

96:48

Minister the chair the building is

96:50

shared

96:52

and the building I will just say that

96:54

the building is shared and we should be

96:56

moving to a new building in New

97:02

Amsterdam m sing Mr chair thank

97:06

you

97:18

I sing member I can hardly hear myself

97:22

Mr Speaker sir

97:28

6302 how many departments on the social

97:31

services will benefit and how much is

97:35

allocated to each agency this is

97:37

training I

97:46

believe thank you all the Departments

97:49

will benefit and there are 11 such

97:52

departments and

97:53

there are number of key areas we want to

97:56

spend on training notably Management

97:59

training and Leadership training for all

98:02

the heads of departments fire and safety

98:05

training at all the shelters we would

98:08

also like to work on increasing

98:11

capability and capacity among our key

98:13

personnel notably probation family and

98:16

Welfare Services orientation and

98:19

training of new officers focused group

98:22

sessions for young people people basic

98:24

and Advanced Counseling basics of Crisis

98:28

management coaching and supervisory

98:31

management therapeutic approaches in

98:34

dealing with trauma Youth and Family

98:37

Violence aggressive replacement therapy

98:40

stem bles mental health and suicide

98:43

awareness positive Youth Development and

98:46

Trauma and informed care in fact one of

98:48

the things we are planning to do

98:50

especially for our staff members across

98:52

the ministry

98:53

is to utilize the corer platform which

98:56

has been utilized by the ministry of

98:58

Human Services since 2021 to ensure that

99:02

they have access to core developmental

99:05

courses as part of our overall capacity

99:08

building for all the staff of the

99:12

ministry of Human Services we are also

99:14

focused on training our lbgs through the

99:17

Social Security unit at gyana Women's

99:20

Leadership Institute we are doing a ser

99:23

series of programs and the the thing

99:25

about it we are training persons

99:31

in3 courses and that is key Mr Speaker

99:35

we are adding a number of courses that

99:38

are diverse and one of the things I want

99:40

to say is that we don't only offer

99:43

training for the win program we offer

99:46

training for the Empower program which

99:48

is focused on men so they have the same

99:51

access to the programs that the women

99:53

have so it's both in person and online

99:57

training that all these persons will

99:59

benefit from The Palms geriatric

100:03

facility will have special training in

100:06

body mechanics refresher courses and one

100:09

of the key things which we do have to

100:11

report on is the area of gender

100:14

mainstreaming so there are series of

100:16

courses that would happen gender and

100:19

development training and capacity

100:21

building for a regional and local

100:23

leaders community-based groups training

100:26

the inter Ministry committee training

100:29

for the gender focal points training for

100:33

senior public officers media operators

100:37

policy makers in contemporary gender

100:39

relations in Guyana sensitization

100:43

session I was asked with members of the

100:46

Guyana police force and the community

100:48

policing group of Guyana gender

100:52

responsive budgeting we've started

100:54

already to do some training in that

100:56

women in leadership and governance staff

100:59

development shared roles training

101:02

grassroot men's Forum training and

101:05

awareness sessions will continue for

101:08

Barbers DJs taxi drivers bartenders

101:11

Sports personalities and if we turn our

101:14

attention to the Hugo Chavis Center for

101:17

rehab and reintegration we are offering

101:19

training that will benefit the staff so

101:22

that they can deal with things like

101:23

substance abuse Anger Management Mental

101:26

Health Awareness self-esteem and

101:28

empowerment workshops we're also working

101:31

significantly with persons who are

101:33

living with disabilities as you know the

101:36

learning lab was opened by this

101:38

government the first one in the country

101:41

and that's focuses on allround training

101:45

for persons living with disabilities so

101:48

we are offering training opportunities

101:51

to the persons who give the training as

101:53

well as the persons who are receiving

101:55

the training training in adult literacy

101:57

and numeracy basic computer skills

102:01

garment construction social media

102:03

marketing Jaws for the visually impaired

102:06

video and audio editing sign language

102:10

for public servants and many more over

102:12

15 courses we are offering for the night

102:15

shelter there are lots of persons there

102:18

who would have experienced addiction and

102:21

because of the tremendous work that is

102:24

happening at the night shelter we're

102:26

also focusing on ensuring not only the

102:29

persons who give the training at the

102:31

night shelter or the persons who are

102:33

responsible for the night shelter have

102:35

but also that those persons who are

102:37

resident at the night shelter can

102:39

benefit from training offered by the

102:41

government of Guyana through bwin and

102:43

all the programs so programs include

102:46

substance abuse HIV and AIDS empowerment

102:49

conflict resolution recordkeeping fire

102:52

drill keeping Law and Order workshop and

102:56

then we mve to human trafficking and

102:59

Prevention Services so we doing anti-tip

103:02

training for CID officers police

103:04

inspectors surgeons traffic ranks pretty

103:07

much the police force Foreign Affairs

103:08

officer nap Secretariat local government

103:12

authorities Food and Drug inspectors

103:16

private sector nurses teachers

103:19

103:22

103:23

103:26

103:30

103:33

103:42

103:50

the last category is the sexual offense

103:53

es and domestic violence unit and this

103:56

will involve a number of training

103:58

programs including that for social

104:00

workers Community workers TOA Village

104:03

counselors parents Teachers

104:05

Association survivors Advocates and the

104:09

list goes on and

104:13

on H member sing L thank you Mr chair

104:18

I want to believe that you're training

104:20

the whole of G

104:24

that's but

104:27

Minister we've read the

104:29

2023 a the general report and I want to

104:33

ask a specific question does the

104:35

ministry have a monitoring and

104:38

evaluation unit that will be able to

104:41

monitor this so that we can have value

104:43

for

104:45

money Minister Mr chair I inherited a

104:49

Ministry that didn't have anything to

104:51

monitor anything so one of the first

104:53

things I decided to do Under the idb

104:56

project is to set up a monitoring and

104:58

evaluation unit and a Research Unit and

105:01

so that will materialize this year as

105:04

the as the idb project comes to a

105:08

conclusion on various aspects I think it

105:10

is important to have internal monitoring

105:14

and evaluation and that is why there has

105:17

been that direction that we have taken

105:20

to ensure that an m& unit is set up at

105:23

the

105:25

ministry thank you

105:28

Minister honorable members I now put the

105:32

question that the sum stated for program

105:36

392 Social Services current expenditure

105:40

stands part of the estimates those in

105:41

favor say

105:43

I those against say no eyes habit the

105:46

sum stated now stands part of the

105:49

estimates on R members Pages 192 and 19

105:53

3 and I propose a question that the sum

105:56

stated for program

105:59

393 current expend stands part of the

106:03

estimates The Honorable member Natasha

106:05

sing

106:06

Le thank you Mr

106:10

chair Mr chair I just have one question

106:13

perhaps a followup after um the number

106:16

of cases of child abuse um reported in

106:19

2024 is 4,032

106:23

and the target for 2025 is

106:27

4,000 could the minister tell us what

106:31

are the systems in

106:33

place to

106:35

help to eradicate child abuse in Guyana

106:40

our

106:42

Minister thank you Mr chair child abuse

106:45

has been something that has existed for

106:48

many years and there would have been

106:50

thousands of cases of child abuse that

106:53

would have existed prior to this and why

106:58

we have deliberately put less no one can

107:01

predict cases of child abuse I would

107:03

like to think one day in our country we

107:06

will wake up and there will be no cases

107:08

of child abuse but it exists and so the

107:10

systems are in place for it first of all

107:13

there is a hotline the child care and

107:15

protection agency has its own hotline

107:18

and there is also the 914 hotline to

107:20

report cases then we are developing in a

107:23

rapid response team from the child care

107:25

and protection agency so that when

107:28

reports come in that they can be that

107:30

kind of response where children can be

107:34

as they should be in accordance with the

107:36

legislation at the Forefront of our

107:39

effort so that their Safety and Security

107:42

are Paramount and so that rapid response

107:45

theme will also lead into what is

107:48

necessary in many cases that exists when

107:51

you have child abuse and so that leads

107:53

us to the forensic interviewing of a

107:56

child that is an essential part of

107:59

dealing and responding to matters of

108:01

child abuse and so we have in increased

108:05

the number of child advocacy centers

108:08

this is a partnership with Child Link

108:11

and Blossom and this partnership is

108:13

heavily subsidized by the government

108:15

with over $140 million at least between

108:20

the two agencies so in addition to what

108:22

what happens there with the forensic

108:24

interviews we are also Opening Our Own

108:27

forensic interview unit and that will be

108:30

based in Region 3 it's a first time for

108:33

our country and so this is part of the

108:37

idb project as well and so we are

108:39

working on training our own staff to

108:42

develop them to be able to do the

108:44

forensic interview we have sent a first

108:46

batch off to India to have an

108:48

introduction to it we'll be following up

108:51

on that but a part of what we do also

108:54

involves the aftermath of trauma so we

108:57

have to deal with post-t truma

108:59

counseling and so there will be more

109:02

efforts to develop that because in

109:04

addition to what is done with the

109:07

collaboration more needs to be done

109:09

because you cannot only do one or two

109:11

sessions you have to do a series of

109:13

sessions to get that child anywhere that

109:16

they need to be and it needs to be

109:18

continuous so much effort will be P

109:20

placed on that and also so awareness is

109:24

key so like I said about gender-based

109:27

violence domestic violence Family

109:29

Violence it is important that everyone

109:31

joins the effort to promote the hot

109:34

lines the reporting structure so that

109:36

people are aware down to children are

109:38

aware that they can report matters of

109:41

child child abuse and if we look at how

109:45

they can aside from the hotlines they

109:47

should be able to tell a responsible

109:50

adult and we are going to to be working

109:53

as we are working in the schools

109:55

currently as I mentioned to educate

109:58

children on how they can report how they

110:01

can get support and how they can

110:03

actually gain help from us we have our

110:06

children's homes we have a children's

110:08

visiting committee that will also work

110:11

with the homes outside the state care

110:13

homes that has been happening we are

110:15

working to ensure that these homes are

110:18

in line with the minimum standards so

110:20

that is also another way in which we are

110:23

dealing with it so Mr chair the the

110:26

strategy is a multi-prong approach we

110:29

have the multimedia awareness effort

110:32

that not only allows us to focus on

110:35

using the medium of radio television

110:38

social media and all of those things but

110:40

we also go into communities directly and

110:44

we work with the children their parents

110:47

there's the every child safe program

110:49

which is is an overarching program of

110:52

the child care and protection agency so

110:54

we're working with children and parents

110:57

so we have a parenting program which is

111:00

a significant component of the every

111:02

child safe program because you can't

111:04

only focus on the children you have to

111:06

focus on the parents and the caregivers

111:09

so there is a manual that has been

111:11

developed a workbook that has been

111:13

developed and the training for now will

111:15

be done in person because I believe that

111:18

personal connect is important to really

111:21

eradicate it we also have the family

111:23

enhancement services section that will

111:26

work with children a little older than

111:29

the child care and protection agency to

111:31

curb the issue of child abuse thank you

111:35

Minister honorable members our time has

111:39

been exhausted for this agency and I

111:44

would now put the remaining

111:49

programs I now put the question

111:53

that the sum stated for program 393

111:57

current 391 Capital 392 Capital 393

112:02

Capital that these

112:05

sums now stands stand part of the

112:08

estimates those in favor say

112:12

I those against say no eyes have it

112:16

these sums now stand part of the

112:18

estimates thank you very much honorable

112:21

Minister and your staff for taking us

112:24

through your

112:29

agency let us invite The Honorable

112:32

Minister of Housing and water Colin Crow

112:37

The Honorable member to

112:43

take their

112:45

place and I invite you to turn to Pages

112:49

226 and 227

113:21

honorable members I now propose POS the

113:22

question that is some stated for agency

113:26

45 Ministry of Housing and water program

113:31

451 current

113:33

expenditure stands part of the

113:39

estimates honor

113:41

member Miss an Ferguson yeah come in

113:44

your

113:51

turn thank you very very much

113:54

Mr

113:56

chair may I

113:58

say good

114:00

night to all in the house good

114:08

evening yes

114:10

something Mrs Mr

114:13

chair can I turn our attention to line

114:18

item 6223

114:23

office

114:25

materials and

114:28

supplies Mr Mr chair through you to The

114:33

Honorable member I've

114:36

not an

114:38

increase from

114:40

2024 to from

114:44

26 million 2.6 million to

114:49

3.3

114:51

million can The Honorable member say

114:54

what has occasioned the

114:57

increase and who are likely to benefit

115:03

from this um this allocation thank

115:07

you honorable

115:10

Minister uh thank you Mr chairman Mr Mr

115:15

chairman what the honorable member

115:17

didn't state is that the original Budget

115:19

on 2024 was actually 3.3

115:23

nevertheless what it's used

115:27

for raincoats wind

115:30

Breakers Long boots safety boots life

115:34

jackets torch lights

115:38

umbrellas oh you want so let me let me

115:40

let me let me retract six I go back 6223

115:44

sorry let's go ink caners

115:52

papers file

115:55

folders stamp pad inks rulers staple

115:59

machines permanent markers paper clips

116:02

push pins and I could provide a

116:04

breakdown the

116:06

users would be all the persons who fall

116:09

under program one and if you look at the

116:12

Staffing details and that will also

116:15

include the two ministers permanent

116:18

secretary the Secretariat and the staff

116:21

on the program one thank you

116:26

Minister member

116:31

Ferguson thank you very much

116:33

Mr

116:36

chair Mr chair if we to look

116:42

at page 198 in volume two of the

116:49

estimates and I notice on the indic

116:52

ators

116:54

indicator

116:56

um one number of sector sector

117:02

policies being

117:05

implemented and positively monitored or

117:09

effectively monitored I note Mr Speaker

117:13

Mr chair sorry in

117:16

2024 we had one and I note for in

117:20

2025 they Ministry is now catering for

117:25

um two so can The

117:28

Honorable member explain the reason for

117:32

the increase or the additional honorable

117:35

Minister thank you Mr chairman Mr

117:38

chairman correctly two that's correct

117:40

two one is to complete the housing

117:43

policy and that is we are the stage now

117:47

of the terms of reference for the

117:49

consultancy and the second is relation

117:52

to the water sector and so that is for

117:55

the policy and we're currently

117:56

finalizing

117:59

that member Ferguson thank you very much

118:03

Mr Minister Mr chair through you to The

118:06

Honorable member if we look at the at

118:10

indicator four no indicator three number

118:15

of Staff

118:16

trained in key technical areas I note

118:20

for 2024 four you would have trained um

118:24

20 persons and in 20 25 you have

118:29

estimated here to train some 15 persons

118:33

we would recall that Junior budget

118:36

speech and um even at press conferences

118:40

you boasting about the number of houses

118:44

and number of roads and to be built and

118:47

all kind of thing so can you explain

118:51

with such a vast work program why train

118:55

only 15 and not more than what you

118:58

trained last last last last year thank

119:01

you honorable Minister Mr chairman I'm

119:03

very proud that I have a very good uh

119:07

close follower and a keen fan and that's

119:10

very good um honorable

119:13

member the agencies for their training

119:17

they take care in terms of their

119:19

expenses and and their training that is

119:23

conducted for their staff and that's

119:25

recorded there this caters for the

119:27

ministry of housing Central

119:33

staff thank you very much thank you very

119:36

much Mr Minister but I'm looking at

119:41

policy policy development and

119:45

administration so this will come under

119:48

the ministry of of of housing I'm am I

119:52

not correct sir so I'm asking you last

119:55

year you you you you trained 20

119:58

technical staff this year you intend to

120:01

train 15 technical staff can you say

120:05

exactly where in the ministry of housing

120:09

these technical staff are located and

120:11

also why only train um 15 and not more

120:16

based on your work program for

120:18

2025 there are there are first of all

120:21

three main

120:23

Secretariat for the ministry of Housing

120:26

and water that is for the two ministers

120:30

and you have the permanent secretary who

120:32

has a administrative and accountability

120:36

responsibility and therefore he would to

120:39

have a number of Staff under his purview

120:42

and those are within those brackets this

120:46

15

120:48

sta member Ferguson thank you very much

120:51

Mr chair thank you very much to the

120:55

minister so can you

120:58

list the the the the the

121:01

positions where these technical staff

121:05

are assigned in that will that are

121:08

expected to be trained in

121:13

2025 can you can you refer to lited

121:16

because it'll be Mr chairman through you

121:19

when we go to the respective programs

121:21

that we we deal with Staffing it would

121:23

be better to um highlight the relevant

121:30

staff remember L night Minister if you

121:34

choose to sit just pull the microphone

121:35

closer to you

121:39

good

121:40

Mr

121:42

Speaker chairman sorry for clarification

121:47

I'm referring to what is contained in

121:50

volume two of the estimate the page

121:55

198 outlining the overall

122:01

policy the indicator so my my question

122:04

still remain yeah

122:07

sure Mr chairman before I answer

122:10

I'm here we are we have billions of

122:13

dollars before us

122:16

that the nation would love to know how

122:19

it's being spent and I would love to

122:21

bring up

122:22

and deliver to the nation the programs

122:25

that we are advocating for 2025 than to

122:29

be bogged down in terms of training

122:32

program for a few staff but let's

122:36

go we have for example um Mr chairman

122:40

you have uh training in procurement risk

122:44

management supervisory

122:47

management uh uhr management customer

122:51

service computer studies these are the

122:54

the training areas that we catering

122:58

for thank you very much Mr Minister Mr

123:04

chair I have no further

123:06

question for this um program so we can

123:10

move to the next program thank you

123:11

honorable members I now put a question

123:13

that the sum stated

123:15

for agency 45 program 4 51 context manag

123:21

stands part of the estimates those in

123:22

favor say

123:24

I those against say no eyes have it the

123:27

sum stated now stands part of the

123:29

estimates please turn to Pages 228 and

123:36

229 and I propose the question that the

123:39

sum stated for program 452 current

123:42

expenditure stands part of the estimates

123:44

The Honorable member Miss

123:47

Fus thank you very much Mr chair Mr

123:51

chair

123:53

volume two of the estimate and I'm

123:57

looking at

123:58

page

124:00

199 Housing Development and my questions

124:05

will be

124:06

premised on the indicators a few of the

124:09

indicators listed here Mr chair to The

124:14

Honorable

124:16

member

124:20

um number 15 of the indicators number of

124:28

lots of

124:31

allocated in

124:33

2024 the ministry has recorded some

124:39

10,389 Lots were

124:42

distributed on the um in to in total

124:47

given a breakdown that 10,184

124:52

was done on the coast while

124:57

205 were allocated in the hinan but

125:02

Mr chairman if you're to go to the I

125:07

recall

125:09

reading a press statement or yeah press

125:12

statement by the ministry quoting as

125:16

saying that they would have issued

125:20

10,7

125:22

91 Lots in

125:27

2024 right so in

125:30

2024 based on this in based on this um

125:34

information regarding the indicators you

125:36

have a total of

125:42

10,389 so Mr chair perhaps The Honorable

125:47

member can say to the

125:50

nation what happened to the difference

125:54

between the

125:56

10,389 and the

126:00

10,791 that they boastfully announced to

126:04

this

126:06

nation Minister thank you Mr chairman Mr

126:12

chairman in

126:14

2020

126:17

allocated was 2,700

126:23

59 in total in

126:26

2021

126:28

6,989 in total in 2022

126:33

10,695 in total 2023 9,56 in total 2024

126:42

10,797 in

126:44

total already in this year in this uh

126:48

month of just completed January uh

126:53

512 total to date

126:58

4,808 Mr chair and these are the lots

127:01

that I've just listed Mr chairman are

127:05

residential lots Mr chair thank you very

127:09

much for for acknowledging me Mr

127:12

chair something is definitely wrong

127:16

because it is recorded publicly that

127:20

10,790 to one Lots were distributed in

127:24

the year

127:26

2024 now the minister is saying to this

127:29

committee that for um 2024

127:35

10,797 Lots were distribut I didn't ask

127:38

you how many Lots were distributed in

127:40

the month of January but based on

127:43

indicators Mr Speaker m is quite

127:46

alarming honorable Minister let me hear

127:49

her out thank you very much Mr Mr Mr

127:52

chair Mr chair I respond Mr chairman

127:55

Minister just one second Mr chair I am

128:00

working with what is contained in budget

128:05

2025 Volume 2 of the budget estimate

128:10

this is not Ferguson making up numbers

128:12

here the number of house Lots allocated

128:17

in

128:18

2024 10,3

128:21

89 in total with a disaggregated sum for

128:27

10,184 for

128:29

cost and

128:31

205 for hinan and if you add

128:36

10,184 and 25 it will give you

128:40

10,3

128:42

389 so I'm simply asking you honorable

128:46

um

128:48

member I I don't understand where the

128:50

difference where what is the correct

128:52

figure between

128:56

10, those numbers you're quoting from

128:58

which pages of which

129:01

document volume two minister so so Mr

129:04

chairman the big wow factor in a total

129:07

of

129:09

4,808 this is a big wow factor just

129:12

imagine that but the reality is Mr

129:15

chairman even if you do reconcil because

129:17

you're allocating every day if you're

129:20

doing reconcil ation at the end because

129:22

there's a period of time you have to

129:23

submit data for the budget preparation

129:26

and if I am here giving the final figure

129:30

of what the year total was then I don't

129:34

see what's the big alarm and wow

129:40

factor member

129:44

Ferguson thank you Mr M M Mr chair I'll

129:49

move

129:50

on Mr

129:52

chair I note for the Target the very um

129:58

indicator number 15 number of lots of

130:02

allocate to be allocated

130:05

10,000 so can The

130:08

Honorable member state where exactly

130:12

these lots are likely to be allocated in

130:16

which

130:17

regions H minister so again Mr chairman

130:21

at the time of the initial

130:24

submission as in keeping with our

130:27

Manifesto commitment we have 10,000

130:31

remaining but we can do more and we are

130:35

going to do more and we will triple this

130:38

by three we will do this by 300% so as a

130:42

result Mr chairman we have been able to

130:46

move beyond the

130:47

10,000 and in your engagement with the

130:51

region to be able to come up with our

130:53

Target that we intended and that is why

130:56

the Minister of Finance in his speech

130:58

could have announced that we will be

131:01

allocating a minimum of 25,000 Lots now

131:05

to answer the other part of the question

131:08

it will be in all

131:11

regions including region one in both

131:15

mauma and port kauma in region two

131:20

Region Three

131:22

region four on the east coast of

131:25

demaro region

131:27

five region

131:29

six region

131:32

7 Region

131:34

8 region 9 and region 10 so in the

131:38

summary all 10 regions thank you

131:41

Minister member

131:44

Ferguson thank you very much Mr chair Mr

131:48

chair on the very line item

131:53

Mr

131:56

chair

131:57

during the course of the day I guess the

132:01

entire

132:02

nation saw a publication carried by

132:06

demarara

132:08

waves as it relates to a private

132:13

developer who was able to amass 12 is

132:16

that contained in this line item yeah

132:17

yeah yes sir yes 12.58 acres of land in

132:22

letm and five acres of prime land on the

132:27

heroes

132:29

Highway my question to The Honorable

132:32

member since you have

132:35

10,000 house lots to issued for

132:40

2025 right 10,000 house lots to issue in

132:46

2025 can you say from that 10,000 that

132:50

ordinary gyes would be able to benefit

132:54

from allocation of lands along the hero

132:59

Highway honorable

133:02

Minister uh thank you Mr

133:06

chairman when I look at the new

133:10

areas precessing my period and in our

133:15

early tenure if you go left and right I

133:17

see I see ordinary gyes living along

133:21

the left and the right side of the

133:23

heroes highway so I'm not sure what is

133:26

the what is the

133:30

question the areas to be allocated in

133:33

Region 4 are going to be on the east

133:35

coast of

133:36

Demar thank you Minister honorable

133:39

member

133:41

Ferguson thank you very much Mr chair Mr

133:46

chair the very line item and in response

133:50

to what the honorable member just stated

133:54

the indicator indicator number number

134:00

15 number 15 Mr

134:04

chair The Honorable member stated

134:07

earlier that when one travels along the

134:11

hero highway or the Hero's Highway you

134:15

seen a lot of buildings houses I don't

134:19

know what he is seeing so what I am

134:21

seeing so can The Honorable memb say to

134:24

this National Assembly from since 2020

134:28

to

134:30

2024 how many applications on on on file

134:35

were applicants able to benefit from

134:39

house Lots along the heroes

134:45

Highway honorable

134:48

Minister Mr chairman before I I must ask

134:52

what does The Honorable member mean

134:54

along the

134:56

highway can I get a Clarity what do you

134:58

mean along the highway cuz I don't see

135:01

any encumbrance along the highway member

135:03

Ferguson thank you very much adj to the

135:06

highway one Mr Mr chair let me be

135:11

specific from

135:13

the first roundabout that is the Eagles

135:18

roundabout mhm to

135:21

the second

135:23

roundabout that is um the jaguar and I'm

135:27

speaking about lands on the eastern and

135:32

western corridors of the heroes Highway

135:37

you have let me be specific you have

135:40

Sheriff now putting up a new

135:41

international mall you have Sheron you

135:44

have other I think um Blue Waters so I'm

135:47

asking a question the question Mr Mr

135:50

chair

135:51

to The Honorable

135:53

member with the 10,000 Lots you intend

135:57

to give out to um for 2025 where

136:01

consideration will be given to those

136:05

applicants to acquire or to be allocated

136:09

lands along that

136:13

Corridor Minister I think you you are

136:16

very pcid but you'll get a chance to

136:19

answer again and I I just want to repeat

136:23

my understanding of the two questions

136:25

first the question that you answered was

136:28

these allocations are now along East

136:30

Coast right and secondly what the member

136:34

is asking is if persons could access

136:38

lands and you ask the question what you

136:41

mean by along the Eastern Highway maybe

136:44

we may have to take a drive and see if

136:47

there are Residential Properties on both

136:49

sides your turn

136:54

Minister Mr chairman when I drive the

136:58

highway immediate of the both highways I

137:02

see reserves on two both sides and when

137:06

you move beyond the reserves then I see

137:09

activities at different areas so if

137:12

you're driving from Mandela I look on

137:14

the left I see houses from South and

137:17

then you enter Houston on the left I see

137:20

develop and then I see the ministry of

137:22

Housing and gwi then I see private um

137:25

lands that are not owned by the state on

137:29

the right hand side similar Beyond The

137:31

Reserve so if you move Beyond Eckles

137:34

similar so I'm not sure the honorable

137:37

member may have to come back with a

137:39

graph to say how far is

137:43

beyond or how our our

137:48

picture M Ferguson

137:52

yeah Mr Mr chair I have no further

137:56

questions for

137:59

M the sum stated for

138:02

program 452 Housing Development current

138:06

expenditure stands part of the estimates

138:08

those in favor say

138:10

I those against say no eyes have it the

138:14

sum stated now stands part of the

138:16

estimates honorable members let us turn

138:18

to Pages 230 and 231

138:23

and I propose the question that the sum

138:25

stated for program

138:27

4553 current expenditure stands part of

138:29

the estimates member

138:34

Ferguson Mr chair I have no further

138:38

questions for this members I now put the

138:41

question that the sum stated for program

138:44

453 current expenditure stands part of

138:47

the estimates those in favor say I yeah

138:50

those again saying no eyes have it the

138:53

sum stated now stands part of the

138:56

estimates honorable members please turn

138:58

to page

139:09

513 and I propose the question that the

139:11

sum stated for

139:14

program 5 1

139:18

451 capital expenditure

139:21

stands part of the estimates member

139:26

forguson thank you very much Mr chair Mr

139:30

chair through you to The Honorable

139:36

member furniture and

139:40

Equipment project code

139:46

250

139:49

257000 furniture and equipment I note

139:53

the ministry is requesting $4 million

139:57

provision of for furniture and Equipment

140:02

can The Honorable member provide a

140:06

disaggregation of um the items that will

140:10

be procured and where these items will

140:14

be

140:15

assigned thank

140:18

you thank you Mr chairman

140:21

three executive

140:25

chairs one for the PS one each for the

140:29

ministers one small

140:33

refrigerator the perment secretary

140:36

Secretariat three battery backups one

140:39

each for the three

140:41

secretariats three filing cabinets one

140:43

each for the three

140:45

secretariats two desktop computers two

140:48

for the Perman secretary uh office

140:52

Secretariat two

140:54

laptops for the two ministers

140:58

Secretariat four waiting

141:00

chairs and two digital

141:07

cameras neutral color

141:12

chair honor members I know honorable

141:15

member Miss Lawrence thank you m chair

141:22

Mr chair I refer

141:24

to line item 28

141:28

02600 Urban sewage and water we have

141:34

a oh this is there I thought he was

141:43

sorry honorable members I now put a

141:45

question that the sum stated for program

141:49

451 cap capital expenditure now stands

141:52

part of the estimates those in favor say

141:56

I those against say no eyes have it the

142:00

sum stated now stands part of the

142:02

estimates program

142:06

452 capital expenditure and I propose a

142:09

question that the sum stated here in

142:12

stands part of the estimates The

142:13

Honorable member is Ferguson

142:21

honorable members I now put honorable

142:23

member Mr maip Paul thank you sir sir

142:25

project code

142:27

19031 100 provision for highways

142:31

building infrastructure work and payment

142:33

of retention a sum of

142:35

101 bli

142:38

813 M 640,000 so this uh sum of money

142:45

will'll see several roads being

142:48

constructed in these community that are

142:51

under the ministry of Housing and water

142:55

along with other roads Bridges and so on

142:59

water distribution as as detailed in uh

143:03

199 of the volume

143:05

3 what I've noticed is that several of

143:09

these roads that are being constructed

143:11

they are not constructed to cater for

143:14

two vehicles that can pass side by side

143:17

and in the community of helling and arm

143:20

several residents have complained about

143:22

that and neither are there any

143:24

consideration for

143:26

walkways to cater for uh is there any

143:30

consideration by the minister for them

143:32

to improve on the way they're

143:34

constructing these roads so that it can

143:36

accommodate two vehicles side by side

143:39

Vehicles as big as SUVs and also

143:42

walkways so that residents in these

143:44

communities can get to exercise in the

143:47

corn and walk and so on so

143:50

honorable

143:54

Minister thank you Mr chairman um Mr

143:58

chairman for Community roads because

144:02

there are two main agencies that are

144:04

involved in community roads you have

144:05

from housing and you have for Ministry

144:07

of Public Works but generally for

144:10

upgrades where we have existing roads

144:13

and you have to be cognizant of the

144:15

width that you have to play with but for

144:18

the roads that we are constructing for

144:19

the community it's it varies but not

144:22

less than 18 ft

144:25

width thank you Minister honorable

144:29

member Lawrence thank you Mr

144:32

chair Line ifm 1 19

144:38

03100 honorable Minister I'm looking at

144:41

the legend here and at number two it

144:45

states provision for building roads and

144:48

highways could you kindly indicate

144:54

here the disaggregation in terms of what

144:57

is the amount allocated for the building

145:00

the roads and the highways and how many

145:03

highways we're talking about and where

145:06

and what will be the cost of each thank

145:09

you sure thank you so honorable member

145:11

it' be useful to to give what the

145:15

101 million U is for and then we can go

145:19

disaggregate now so for example uh it

145:23

caters for rollover

145:24

projects then you have for new

145:26

infrastructure works for housing

145:29

schemes INF the installation of

145:31

infrastructure in the reg for regularise

145:34

areas land acquisition these are for new

145:36

lands that have been acquired the

145:39

utilities the infrastructure because

145:42

electricity water is part of what we do

145:45

in the schemes and then upgrades in

145:49

existing areas so that's the breakdown

145:52

for uh the this allocation so if

145:57

you turn to one aspect for example for

146:01

rollover projects one will find you will

146:05

have a number of um activities that for

146:08

example that have

146:10

started and they are now continuing so

146:14

for example I if I can give you a few

146:25

so you

146:26

have so you have for example we've just

146:29

completed the skard to Crane as well as

146:33

the Mir zorgan uh to to Crane that while

146:38

that project is complete this year it

146:40

caters for the retention to be paid

146:45

similarly similarly we have the great

146:48

Diamond the great

146:51

Diamond echles to Diamond first of all

146:54

the retention to be paid then thirdly we

146:58

have the diamond to Craig that is

147:02

ongoing and that will be completed for

147:05

our expected to be open for Access by

147:10

April the latest we also have a catered

147:14

here to

147:16

um it's not just highways buildings

147:19

would be the office building um or

147:22

building that is ongoing that The

147:23

Honorable member forguson has been

147:25

admiring and I can go on I can if you

147:29

want I can list a number of projects and

147:31

they lot so if you would like I can go

147:34

into them just tell

147:37

me Mr chair through you all I asked for

147:41

was the in terms of the cost from this

147:46

sum here the 1 million in terms of the

147:53

activities you have at number two in the

147:58

description of the project Minister sure

148:02

so we have

148:05

The skar

148:08

toine Catered for his $3 billion final

148:12

payment the mayor Zoran to to

148:17

skard 1 billion 12 what 1 billion 12

148:21

million the final

148:25

payment the main bypass Highway in

148:28

connectors from great Diamond to

148:32

Craig another 1 billion to be paid here

148:35

for final payment and

148:40

retention the echles to

148:43

Diamond

148:47

retention the four lane from grade at GR

148:52

Diamond 197

148:56

million the road widening works or

148:59

enhancement works that were done around

149:01

Massi Road winds Road and the Greenfield

149:07

Road the final payment and retention to

149:10

be paid a million a billion 89

149:15

million the four

149:17

lane nearby here

149:20

at Lili

149:23

andal

149:25

$510 million to be

149:28

paid

149:31

the Forlan approach for the new Dem

149:36

River brid Harbor

149:38

Bridge 5

149:41

b359 million will be paid is expected to

149:45

be paid this year on those um activities

149:49

on the on that road and then in the

149:53

building aspect we have

149:56

the ministries's head

149:59

office phase two

150:03

$914 million to be paid this

150:08

year

150:09

and a small a retention on the phase one

150:13

of

150:15

$197

150:18

million thank you Min those will be the

150:21

highways and thank you honorable member

150:24

Miss Lawrence honorable member Miss

150:27

Ferguson thank you very much Mr

150:31

chair Mr chair looking at the indicators

150:36

in volume two of the estimates on page

150:42

198 I recognized that the ministry

150:47

intends to construct one

150:51

1,000 um

150:54

houses but I heard him provided not so

150:59

long ago a disaggregation of the $ 101

151:04

billion so can I ask the honorable

151:09

member with the construction of these

151:13

1,000 houses where the monies will be

151:17

coming from RIT

151:20

from budget 2025 we're in the budget of

151:24

2025 Minister we're in the budget so

151:27

honorable member as a former Minister

151:29

you would recall there are two aspects

151:32

for our housing

151:33

program the infrastructure and it's a

151:36

hybrid so the

151:38

infrastructure work is done through

151:42

Capital

151:43

funds and the construction of the

151:47

houses that pays for itself

151:50

through the

151:53

beneficiaries thank you Minister member

151:56

Ferguson thank you very much Mr chair Mr

152:00

chair I Thank The

152:02

Honorable member for his response but Mr

152:07

chair what I would like to bring to the

152:10

honorable member

152:13

attention is the number of

152:17

unoccupied houses in

152:20

um housing schemes and we know for the

152:24

fact that many gyes are still waiting

152:28

for um a house lot to construct a house

152:33

or in some cases um to be to be to be

152:38

given one of those units constructed by

152:43

the ministry as it is right now the

152:48

number of houses built built in Diamond

152:52

little Diamond I know for the fact

152:55

that Venezuelans are living there free

152:59

of cost and though we know that many

153:03

gyes are still waiting thousands of gyes

153:07

are still waiting we have houses

153:11

unoccupied

153:12

overgrown um with bushes what is the

153:16

ministry doing to address this problem

153:19

problem or what is causing um persons

153:23

not to take up the houses Minister thank

153:27

you Mr first of all I would like the

153:30

honorable member to

153:32

withdraw the statement of us making to

153:38

on our housing program to

153:41

Venezuelans first of all first of all so

153:44

honorable

153:46

Minister member Ferguson Minister

153:49

stating categorically and he is the

153:51

authority that there is no house lot

153:55

allocated to Venezuelan and if you can't

153:58

prove that you'll have to be TR Mr Mr Mr

154:03

Mr

154:05

chairman I first of all I never said

154:08

that Venezuelans have been allocated

154:12

lands I said

154:14

houses I said yes I did say that

154:18

Venezuelans are living in houses built

154:21

by the ministry of Housing and I have

154:24

the proof sir because I'm on the ground

154:27

and I had engagement to okay minister so

154:30

you clarified my misstatement you says

154:33

living not giving Minister Mr

154:38

chairman all the houses upon completion

154:43

because we have a heavy demand upon

154:46

completion through a process if it's a

154:48

young professionals

154:51

before even before the house is built it

154:54

is sent on the beneficiary bank for a

154:56

pre-approval because the

155:00

release of the I'll come to that the

155:03

release of the financing for the

155:05

construction of the houses to the

155:07

contractors it's tiing with the banks

155:10

for the other model houses that is done

155:13

up front through our housing funds but

155:16

the beneficiaries once we assign the

155:18

beneficiaries

155:20

they go to the bank or if they're paying

155:22

cash so be it or partial and then that

155:26

is done on a reimbursement

155:28

basis I nor

155:31

anyone can

155:33

scrutinize who partner or home family

155:37

that I bring in a a house that has been

155:41

done through a legal process and a

155:43

legitimate process as to who else goes

155:45

into that

155:47

house and that is why in my in initial

155:50

response I alluded to the allocation

155:53

process because it's about the

155:54

allocation

155:56

process and everyone every time people

155:59

come through the door they're always in

156:01

all kind of scenarios so once we are pro

156:04

we have processed the ownership for and

156:06

they have a title well then I I give the

156:09

honorable member that task to continue

156:11

to get that person

156:13

out thank you Minister member Ferguson

156:17

thank you very much Mr chair

156:20

Mr

156:22

chair the minister hasn't addressed part

156:27

of my question which is which is many of

156:31

the houses are unoccupied is certainly

156:34

and what what is the ministry doing what

156:38

is the ministry doing to address this

156:42

situation because we know for the fact

156:44

that many of our people many of our

156:47

people a public service who earns

156:51

$86,000 cannot go to the bank and get a

156:54

loan for5 or $7 million on you you you

157:00

you stated the question that you said

157:02

you didn't get an answer for Minister Mr

157:06

chairman I challenge in the second part

157:09

I'll come to the first one but since the

157:11

second one is fresh I challenge your

157:13

honorable

157:15

member to say to the banks that somebody

157:18

who's earning 80 ,000 cannot pre-qualify

157:21

for a low income house that is not true

157:25

a person who is working on a part-time

157:28

40,000 can pre-qualify for a low-income

157:33

house and it is true it is true the

157:38

government's mechanisms prudent

157:41

management and the wisdom the banks have

157:43

seen in terms of our housing program

157:46

that is why the low interest mortgage

157:48

interest rate was reduced in most

157:51

instances between 2 to 3% right in terms

157:56

of the first in terms of the first

157:59

aspect of occupancy I've noticed the

158:02

gold post has shifted because we started

158:04

off by saying that the houses are filled

158:07

with

158:08

Venezuelans and now the go poost is

158:10

shifted to occupancy but that's that's

158:13

fine I'll

158:16

respond once we at our record at our

158:22

level we do not have houses that are

158:26

complete

158:29

and and I'll respond to that same col I

158:32

in you if the speakers give me chance we

158:35

do not have once it's completed we go

158:38

through the

158:39

process after that I can dictate to the

158:43

beneficiary who they have in their house

158:46

because they receive their title now is

158:49

a title process because that is used by

158:51

the bank to be lodged as a collateral in

158:55

terms of very houses that you alluded to

158:58

at Great

159:00

Diamond I would like to get back one of

159:03

those all those houses are occupied all

159:07

of

159:08

them and those houses are in Prime

159:10

locations by the way and that is that

159:13

came about because of our program

159:17

whereby we're building access roads

159:19

and in this case you have a highway that

159:21

has been

159:24

constructed and we in the people's

159:27

Progressive Party Civic government are

159:29

proud of our housing program and we will

159:32

continue to build

159:34

more member forgus thank you very much

159:37

Mr chair Mr chair may I share shortly

159:41

with you chn pay and the contractor

159:45

promised the house will turn over and

159:48

almost 20 8 months since cash payment

159:52

croll and Rodricks sitting on their

159:56

hands and I have many many many many the

160:00

question so the question is Mr Speaker

160:04

the question is Mr Speaker why is it

160:08

that when the contractors are building

160:11

these houses to sub standard work Mr

160:14

Speaker and the

160:16

beneficiaries Lodge their complaints to

160:19

the ministry why is it that the ministry

160:22

is not addressing the people's concern

160:25

thank you

160:27

Minister why isn't the ministry

160:30

addressing concerns Mr chairman the

160:33

ministry has a project department they

160:36

have a team of staff that are assigned

160:38

responsibility for the houses and they

160:42

all have def liability period And so

160:46

once issues are identif IED even before

160:51

because let me also make this point

160:54

before a house is handed over an

160:58

inspection is done by the bank and the

161:02

beneficiary that's right that's right

161:05

but what the honorable member

161:07

and and what the honorable member is is

161:11

mixing herself up with because we have

161:14

had some challenges M forguson you had a

161:16

chance to ask the question allow the

161:18

minister to give his

161:23

answer what is also guess member

161:25

Ferguson has completed our questions you

161:28

have question what is also factual Mr

161:29

chairman we have had issues with some

161:33

contractors that's

161:34

factual and I won't sit here to say that

161:37

we have not had challenges and one of

161:39

the major reason has been because of our

161:42

deliberate policy to ensure that the

161:45

houses are not constructed at a profit

161:49

profit making basis because they're kept

161:52

to a minimum to allow

161:58

affordability member

162:01

Lawrence thank you Mr chair line item

162:08

9390 um could The Honorable Minister

162:12

indicate what the target is in terms of

162:15

the construction of core homes for 2020

162:19

five it's not in your

162:25

indicators thank you Mr chairman is it

162:28

included in the

162:30

estimates so Mr chairman the cor home

162:33

program which is under the adequate

162:35

housing um Urban accessibility program

162:39

for this year we have 132 33 core homes

162:44

to be constructed thank you

162:46

Minister honor member Lawrence thank you

162:50

Mr chair Mr chair the next item on this

162:55

same line item according to the project

162:59

title and the description the subsidies

163:02

for Home Improvement we know there was

163:05

the allocation to the people in Lane

163:09

Avenue who had

163:11

documents which other housing scheme are

163:14

you going to Target in

163:16

2025 and what is your target

163:20

thank you honorable member

163:23

so let me outline the various areas we

163:26

have some subsidies program you have the

163:29

lane avenue project as you identified

163:32

there's also the letm housing project uh

163:37

which those houses are being built to $3

163:42

million 1 million is subsidized through

163:45

the government and 2 million by the

163:47

beneficiary we we have the steel and

163:50

cement

163:52

initiative uh that was launched in at gy

163:56

Expo in

163:57

2022 and the steel and cement program

164:00

continues and will continue and so that

164:03

is one

164:05

aspect and in terms of other areas that

164:07

we have not identified other areas what

164:09

we targeting is programs that across the

164:13

board rather than specific areas per see

164:19

just a followup Mr chair um Minister

164:24

what are you going to do for those

164:27

persons in the housing scheme like those

164:30

on Lane Avenue that don't have

164:33

documentation because it's just pass

164:35

down from generation to generation what

164:37

are you going to do for

164:39

them we we we have been in fact helping

164:43

them because in some Cas you're correct

164:46

we have a few have not been able to

164:48

benefit from the subsidy as a result of

164:51

their inability to show

164:54

ownership uh we have been helping some

164:57

of them to put their paperwork in order

164:59

because one of which you know is uh

165:02

whether it's letter of administration or

165:05

if there are challeng other challenges

165:07

and once we can also

165:10

prove that that individual has been the

165:12

one living there Etc we have been making

165:15

we have started to make exception but

165:18

the reality is is that you know we were

165:20

supposed to show

165:23

ownership and just my last question on

165:25

this Mr chair miss

165:27

lawence you said the cement initiative

165:32

continues I'm shocked at that because

165:35

several persons have said to me that

165:37

your staff have told them that this is

165:41

finished this initiative is closed so

165:44

I'm very happy that you're seeing it or

165:46

is it only now specific to certain

165:50

regions or areas what is happening here

165:53

no it's not no it it continues there is

165:56

an initial uh $600 million that was made

166:01

available for this program and we have

166:04

not exhausted the resources and so hence

166:07

it continues and it's not our region for

166:10

alone it's it's a various

166:14

regions honorable member Fergus thank

166:17

you very much Mr chair Mr chair

166:19

continuing on that very line item if I

166:23

can take the minister to project um file

166:29

number 200 200 in volume

166:33

3 I note here you're

166:38

seeking 1 billion

166:42

637

166:43

million and I know this is under the

166:47

adequate housing and

166:49

Urban accessibility program but in your

166:54

description here and I know the money is

166:56

being made available through idb or

166:59

foreign funded good so I note um based

167:03

on the description of the project you

167:07

have here um Home Improvement and

167:11

construction of core

167:13

homes to existing service Lots you list

167:19

them um between

167:21

LBI and diamond and parit that's the

167:25

bound trees for the the I understand

167:27

that so because this is a continuation

167:30

from what we left in 2020 so can you say

167:36

can you say how many persons are likely

167:40

to benefit from this um this year's

167:44

allocation in the various areas where

167:48

the project is expected to unfold I I

167:52

actually answered that when The

167:54

Honorable um W lawence asked and for

167:58

this both the subsidies and the cor home

168:00

program 133 on the cor home and 793 on

168:05

the subsidies

168:07

program thank you very much um if I can

168:10

turn Mr chair sorry on the very line

168:15

item if you look at item tree in the

168:20

very description of the project

168:24

consolidation of existing housing

168:27

schemes so can you say which housing

168:31

schemes will be benefiting from this

168:35

allocation and perhaps as I'm on my feet

168:38

you can provide a disaggregation of

168:42

those areas thank you honor minister so

168:46

thank you Mr chairman it's a total

168:50

of 17 km of Roads 9 km of drainage 4 km

168:56

of

168:57

sidewalks street lights um all within

169:01

the farm helling

169:06

area yeah but I ask for the cost cost

169:09

associated with each

169:13

area so the total program to be spent on

169:18

in terms of those in the infrastructure

169:21

aspect will be

169:23

$880

169:25

million and honorable member we intend

169:28

to complete the spending of this project

169:31

to bring closure to this project this

169:33

year by the end of this

169:36

year honorable members I now put a

169:39

question that the some stated for

169:42

program

169:44

513 capital expenditure stands part of

169:49

the estimates those in favor say

169:52

I those against say no eyes have it the

169:56

sum stated now stands part of the

169:59

estimates thank you very much honorable

170:02

Minister and your team for taking us

170:06

through your agency no Mr much Mr chair

170:11

excuse me you didn't put 45

170:15

TR that's that's what I just put 453 no

170:19

but we didn't honorable members least we

170:23

least we challenge I again propose the

170:26

question that the sum stated for program

170:30

453 Water

170:33

Services expansion and management

170:36

capital expenditure isn't that the

170:38

one we just dealt

170:41

with housing

170:43

development sorry

170:45

Minister Minister I propose the question

170:49

that the sum stated for program 453

170:52

Water Management expansion and

170:56

management I propose the question that

170:58

the sum stated here in s part of the

171:00

estimates honorable member Lawrence

171:03

thank you Mr chair unfortunately we only

171:05

have two minutes remaining on this so

171:08

could I ask my question and an ask and

171:10

the minut make one

171:13

answer could I ask my one question and

171:17

and it asks her one then the minister

171:19

answer I'll take I'll take both of thank

171:21

you um honorable Minister I'm looking at

171:25

line item 280 to1 100 hint land water

171:29

supply the legend says that there will

171:33

you're making provision for new wells

171:35

and water supply systems could you

171:39

kindly say where and how many Wells and

171:43

water supply systems are

171:46

you budgeting for

171:49

here member

171:56

Ferguson the very line item Mr chair um

172:01

can I know for the fact sir that when

172:04

the ministry came for a supplement Tre

172:08

in in in in August a promise was made

172:12

that the rusting of the water will be

172:16

addressed by um December of

172:19

2024 so can the minister indicate to the

172:25

National Assembly and the people of Gana

172:27

What mechanisms are in place to ensure

172:31

that the the the the the color of the

172:34

water is properly addressed thank you

172:38

thank you member Ferguson you're correct

172:39

I actually called 513 the the page

172:43

177:47

the land program in terms of water and

177:52

the quality of the water coming on the

177:54

here in the Coastland Mr Mr

177:58

chairman we outlined a program as to how

178:03

we will reach to what is considered a

178:08

minimum of 90% of treated water on the

178:11

Coastland and here I refer to from

178:14

charity to molon

178:15

Creek well initially we had said crab

178:17

would Creek where we' now added mson

178:20

Creek we started at 52%

178:24

in

178:26

2020 at the end of

178:29

2024 which is a month

178:33

ago we at a month ago we ended at about

178:37

84% Mr chairman in addition in addition

178:42

to the seven plants that have already

178:45

tend been tendered we have under the the

178:50

cdb program we have for honorable May

178:55

Paul just listen we have a program the

178:58

wonam and lean Islands so we be also be

179:02

constructed the treatment plant each for

179:04

those islands and we'll be drilling and

179:07

well in leg onean we already drilled the

179:09

wenam island similarly for region two

179:12

from Walton Hall to charity and the

179:15

treatment plant will be located at

179:16

Mariah's Delight you have the under

179:18

nameing we already came I mean I'm not

179:20

sure what time I have we already have

179:21

the undering that is coming on stream it

179:23

be commissioned very

179:25

shortly so and that's tree so far then

179:28

we have uh in region five the treatment

179:31

plant to be constructed at bat will

179:33

cater for number seven Village to kingle

179:36

and we're drilling two Wells to supply

179:39

this system and the fifth major one will

179:42

be for borbe region six the plant will

179:46

be treatment plant will be constructed

179:47

at V

179:48

and this will cater for t to number 50

179:51

Villages and we will also be drilling a

179:53

well to supply this this U treatment

179:57

plant similarly so the similarly we we

180:01

have commissioned one of the seven

180:03

already on the East bank and

180:07

another five will be commissioned before

180:10

the end of this four quarter so that

180:13

will give you six we have the Hope Canal

180:17

um Mr chairman The Hope Canal project

180:21

and that has started and that is

180:22

referring to tapping into the freshwater

180:25

source and to to be harnessed and

180:28

treated for treated water similarly

180:32

similarly we have now started for the

180:35

East Bank to tap into the Conservancy we

180:38

now sure six minutes so so in summary Mr

180:41

Mr chairman in

180:44

summary

180:46

by June of this year by June of this

180:51

year close to 90% of the persons on the

180:56

Coastland will be receiving treated

180:58

water thank you very when these five

181:00

programs that I outlined are completed

181:03

then we will have the entire Coastland

181:05

receiving

181:07

members I put a question that the sum

181:10

stated for program

181:13

453 capital expenditure stands part of

181:16

the estimates those in favor say

181:19

I those against say no eyes have it the

181:23

sum stated now stands part of the

181:25

estimates thank you very much honorable

181:27

Minister and your staff for taking us

181:30

through your agency and let me invite

181:35

The

181:36

Honorable minister of Education PR manic

181:40

Shan and her

181:43

staff to take us

181:46

through agenc C 40 Ministry of

181:55

Education and I invite you to turn to

181:58

Pages

182:00

198 and 199

182:39

h

182:53

H Minister are you ready thank you sir

182:56

before the time begins I I think it's

182:58

important on this good evening for the

183:01

nation to know who's with us so sitting

183:04

directly to my right would be the

183:06

program head of the particular program

183:09

um sitting to her right would be or his

183:11

right would be the expenditure

183:13

management and ex epmu expenditure

183:17

planning and man is it a male sit next

183:20

to you unit no if it will be a male at

183:24

some point though we believe in

183:26

diversity we also have the chief

183:28

education officer directly behind me and

183:30

right next to him the permanent

183:31

secretary and accounting officer and as

183:34

the program heads come in I'll introduce

183:39

them so we start the clock running at

183:44

10:47 honorable members I propose a

183:47

question as some stated for agency 40

183:51

Ministry of

183:52

Education Program 401 policy development

183:56

Administration current expenditure

183:58

stands part of the estimates The

184:01

Honorable member Miss KET

184:05

McDonald

184:08

[Music]

184:11

truth Mr

184:14

chairman Mr chairman uh the first

184:17

question for the minister is under

184:19

program

184:22

402 volume

184:24

one 401

184:31

sorry honor member if you want you can

184:34

sit pull the microphone closer so you

184:36

might be able to see the book better but

184:39

I'd be very happy Mr chair if there's no

184:41

question for 401 that we put it and move

184:43

on to 4 we happy to start with 401 402

184:46

sorry we'll be starting with 402 so then

184:49

put the question for 401 then please sir

184:52

switch

184:54

with honorable members I now put a

184:57

question that the sum stated for program

185:02

401 policy development Administration

185:05

current expenditure stands part of the

185:07

estimates those in favor say I

185:10

I those against say no the eyes have it

185:14

the sum stated now stands part of the

185:16

estimates

185:19

Pages 200 and

185:22

2011 and I propose the question that the

185:24

sum stated for program 402 current

185:28

expenditure stands part of the estimates

185:31

member Keta

185:33

mdon Mr

185:36

chairman

185:38

6284

185:40

other on the training and

185:43

development we've seen an increased

185:45

layer of the 321

185:48

one million could the minister explain

185:51

to us why the huge leap and what do

185:55

other

185:56

ENT Minister yes um and if I could just

186:00

ask the honorable member

186:02

to because we're having difficulty

186:04

hearing speaking to the mic but I heard

186:06

the question why is there an

186:08

increase um this is toor

186:12

for some new programs that we're doing

186:15

in the Ministry of Education The

186:16

Honorable member may be aware that the

186:19

Caribbean suffered a severe decline in

186:22

the mathematics pass rate at the last CC

186:27

exam the C cxe which is the body that

186:32

manages CC has said publicly that

186:36

they're going to put some measures in

186:39

place to try to change that by using

186:42

modules and some some other um features

186:46

Guyana will not wait

186:48

until that is done in September

186:51

2026 so Guyana has taken its own

186:54

measures as an intervention and we are

186:57

giving to every fourth and fifth former

187:00

scientific calculators geometry sets

187:03

text books graph papers and ma uh pass

187:07

papers organized by topics we are also

187:11

Pro producing lessons on the Guyana

187:14

Learning Channel and going into schools

187:16

and speaking to parents but because one

187:20

of the complaints in our research is

187:23

that while we have some excellent

187:26

teachers doing far more than um we can

187:31

expect them to do or we would have

187:32

expected them to do we also have had

187:35

complaints of teachers not teaching the

187:37

syllabus not finishing it and not

187:40

teaching it properly so we have hired

187:43

math monitors across the country to go

187:46

into school to make sure the syllabus is

187:49

finished to make sure teachers are

187:51

teaching to make sure their hands are

187:54

held and they get on the spot training

187:56

all with a view to improving our pass

188:00

rate at mathematics but we talking rates

188:04

and percentage all with a view to giving

188:06

each and every child a better chance at

188:08

thriving in this new Guyana sorry that's

188:11

very different from 27 2016 when we had

188:15

a 14% pass rate at ngsa and by 2017 the

188:20

only thing the apnu had done was

188:23

announced that they were going to set up

188:25

a COI to deal with that math failing

188:28

grade we on the other hand are trying to

188:32

change the grade actively and

188:34

proactively by producing um more and

188:39

giving students more we're and we're

188:41

very happy to do that we also are going

188:45

to be launching very shortly A literacy

188:49

movement across the country that is to

188:53

improve with an aim of making sure every

188:56

single Guyanese child regardless of

188:58

where they live is literate by the age

189:01

of grade four that has been a beautiful

189:04

program crafted and developed mostly by

189:07

our AO literacy misso Grant and a large

189:11

team of mostly women um that are diverse

189:15

from across the country we have have

189:18

literacy support officers and that and

189:21

we're paying them under this head also

189:24

I'd be happy to tell you more about the

189:26

literacy program if you want to hear

189:28

about

189:29

that member

189:34

mad Mr chair no other question on

189:38

Nursery but we move to primary education

189:41

on 404 I have a question so sir we we're

189:44

obviously putting this question then sir

189:48

move to honor member Mr mahip thank you

189:51

sir sir I am going to

189:55

6301 uh training and development Ser

189:58

College of Education stiens I see that

190:01

for

190:02

2024 it um no sum was spent and we have

190:08

a budgeted sum of 1,

190:12

95,000 and sorry if I may Reference last

190:15

year I did ask the question as to why

190:17

the reduction and the minister said that

190:20

the reduction and I quote the reduction

190:22

is because we are no longer paying

190:24

12,000 let me tell you how this is we no

190:28

no

190:29

sir Minister please allow him to finish

190:32

and give me an opportunity to put the

190:34

question to you when your are you

190:36

finished Mr my no sorry I'm quoting what

190:38

the answer was uh when your party was in

190:41

office you paid 12,000 to each teacher

190:44

trained per month what we are paying now

190:46

is 1 104,000 to each teacher train

190:50

trainy per month so they are being paid

190:52

under this line but I could tell you

190:56

which one it is under employment cost so

190:59

can The Honorable Minister say why is it

191:01

that we're still budgeting

191:03

one, 95,000 under this line when it is

191:06

not no longer catering as seen in the

191:10

zero that is at 2024 yeah well thank you

191:14

Minister thank you for the question this

191:16

is not where teach so the the answer

191:18

Remains the Same honorable Mai Paul when

191:22

we came into office in 2020 teachers

191:25

were re trainees were receiving just

191:28

under $10,000 each we have changed that

191:31

completely and we're paying every

191:34

training teacher at CPC at least a

191:38

salary of over $100,000 so this is the

191:40

wrong line you're looking at but I'm

191:42

happy to tell you about this program we

191:45

have changed the number of teach teers

191:47

in our training program from 250 to 500

191:51

to 2,000 but this line here sir deals

191:55

with payment and stiens to board members

191:58

of the CPC board it does not cater for

192:01

the teachers the teachers salaries are

192:04

cated for on the salaries that's a very

192:07

different line okay a followup is the

192:10

minister saying that in 2024 no payment

192:13

to the board members of CPC was made in

192:17

24 we didn't have for the entire year an

192:20

active board okay thank you very much

192:23

honorable members and honor member Mr

192:25

fera thank you thank you

192:28

uh Comm chairman um the indicators

192:33

honorable Minister I've

192:36

recognized several indicators speak

192:39

specifically to training opportunities

192:41

for

192:42

teachers and during the debate we would

192:45

have mentioned a lot of comments were

192:47

made with regards to the use of chat gbt

192:52

and such like which is not a bad thing

192:56

because with the advancement of

192:59

AI I

193:00

think it helps

193:03

to um enhance the teachers performance

193:07

in the classroom and more so give the

193:10

the students exposure to the use of AI

193:13

is any of the training programs that was

193:16

going to be offer here as the the

193:18

indicate is going to cater for the

193:21

teachers being exposed to the use of AI

193:24

in the classroom to enhance their

193:25

performance and more so help the

193:28

children be prepared for the AI

193:30

advancement that is happening yes what's

193:32

a good question as you know the world is

193:35

currently discussing how to incorporate

193:40

AI into life in a sensible way and I say

193:43

sensible way because we have seen

193:45

speeches in this house that used AI that

193:48

missed the sensible part right um your

193:53

so we have to we cannot Escape it you

193:56

have some teenagers that I know that

193:59

Scorn the use of AI because they say

194:02

it's not credible and it's

194:04

plagiarism and then you have some people

194:07

who are expert at extracting from AI

194:10

what is good what is guyana's Way

194:13

Forward and that's open for discussion

194:15

we'd be happy to have you on Bo to lend

194:17

to that

194:19

conversation what we have done is we

194:21

have said to our teachers at through a

194:24

circular that you are allowed to use AI

194:27

to plan your

194:29

lessons um and we are aware that AI is

194:32

being used in various ways to deliver

194:35

lessons shortly the president the

194:40

president's baby a digital school it's

194:42

going to come on board and to escape and

194:47

make our children more comfortable with

194:50

accents used AI is going to be

194:53

incorporated into that our exams

194:56

department has begun to use AI to test

195:00

to prepare questions all of these things

195:03

have drawbacks and many of them are

195:06

still being studied so Guyana is taking

195:10

a cautious approach but we're not

195:12

burying our heads in the sand we prefer

195:14

to air on the side of dealing with an

195:18

issue rather than pretending it doesn't

195:20

exist the issue here is an opportunity

195:23

with AI how do we incorporate that into

195:26

the education system that makes it

195:28

beneficial for teachers and our children

195:31

our Learners is still a matter that's

195:33

open for discussion and we're talking

195:35

about it in various groups we also have

195:39

um it or it department and our training

195:43

center at ner that deals with it looking

195:46

specific specifically at some of these

195:48

topics thank you Minister honorable

195:51

member

195:56

mdon Mr chairman

195:59

under line item 6 to 81 we looking at

196:04

security services and we noticed that in

196:08

2024 it was

196:13

363 but in 2025 we are having now our

196:18

security cost has gone down could we

196:22

could the minister indicate to us why

196:24

the reduction in the cost for security

196:26

since we

196:31

having millions sorry so which program

196:35

is The Honorable so we on secondary no

196:38

with the training and develop train

196:40

training and we're not secondary this is

196:43

the fifth year and she can't get it

196:45

right Minister minister you ask for

196:47

clarification Mr chair I just said we

196:50

still one more question on training and

196:52

so I move

196:54

there I I can't I can't hear you I can't

196:56

hear you I'm hearing other

197:02

people Mr chair go ahead M McDonald Mr

197:05

chairman I just asked that we have for

197:07

one more question on the training we are

197:09

still at

197:10

4:02 yes so we're moving from we're

197:13

moving from there now no he got to put

197:16

got to ask you to put that and then

197:18

we'll do that J so know there's like no

197:22

members I now put the question sensible

197:26

that the sum stated for program

197:30

42

197:32

correct current expenditure stands part

197:36

of the estimates those in favor say

197:38

I those against say

197:41

no I is Happy the

197:45

program the some stated for this

197:49

program current

197:52

expenditure stands part of the estimates

197:56

The Honorable member said she didn't

197:57

have any question on Nursery so I'll put

198:00

the question that the sum stated for

198:03

program 4 403 Nursery honorable members

198:09

I now propose a question that the sum

198:11

stated for program

198:14

43 current expenditures stands part of

198:17

the SMS Mr mahip Paul thank you sir uh

198:22

6301 um is there an increase with this

198:26

sum that has increased there for school

198:29

Grant from 426

198:32

596 to

198:35

47,2 184,000 is there an increase in the

198:39

amount of Nursery schools that we are

198:42

catering for now in

198:44

2025 as opposed to what was cated for in

198:49

2024 line item sir if the honorable

198:52

member could just repeat it for my

198:54

benefit

199:01

oh so this here Mr

199:05

Speaker the increase is because the when

199:10

the PPP came into office we had we met

199:15

the abolition of of the because we care

199:17

cash Grant you would recall that the

199:20

apnu threw it out the window and we we

199:25

promised that we would restore it and we

199:27

would increase it every year last year

199:31

it was

199:31

$40,000 this year it is $50,000 so the

199:35

amount each child gets will go up that

199:38

means we're going to be putting more

199:40

than 11 billion versus 9 billion last

199:43

year into the pockets of parents um so

199:47

that's why you see an increase here so

199:49

that's one of the in that caters for one

199:51

of the increases then uniform assistance

199:54

for public students at $5,000 per child

200:00

um and the distribution of the cash

200:02

Grant also uh

200:05

costs Mr chairman member myod thank you

200:09

sir I know the minister is passionate

200:11

about our cash Grant and we're happy

200:13

that the students are getting that

200:14

amount but if I may repeat the question

200:17

because I believe she didn't hear it I

200:18

said specifically to school Grant there

200:21

is an increase for nursery uh School

200:25

Grant from 426

200:28

m596 th000 to

200:31

457 milon

200:34

284,000 the question is is there an

200:37

increase in Nursery schools that we

200:40

catering for in

200:42

2025 as opposed to the nursery schools

200:44

catered For in 2024 and if there is that

200:48

increase how many Nursery schools have

200:50

we increased it to so that it's a very

200:53

good question I'm very happy you asked

200:55

it so what we introduced a year ago the

200:58

pppc government was to give each School

201:02

their own Grant to purchase their

201:05

materials and janitorial supplies

201:07

themselves that means they would get it

201:10

what the quality and the quantity and in

201:13

a timely manner that they wanted we are

201:16

we have just built or are in the process

201:18

of building 60 Nursery schools across

201:22

the country

201:24

60 many of those will be finished in

201:28

this year and so we'll have more schools

201:31

to give the grant to I'm sure you're

201:33

happy to hear that as a result of which

201:35

you see actually more money happening um

201:38

being placed in this line now Mr mahip

201:40

PA that does two things it puts

201:44

a uh untruth to the statement we heard

201:48

that schools were not getting enough

201:50

supplies in the house during the debate

201:53

and that they had to scrunch for

201:55

supplies it also it pays on makes that a

201:58

total untruth because schools are now

202:00

getting their own resources to buy their

202:02

own janitorial and um stationary

202:05

supplies if someone came into this house

202:08

and The Honorable member McDonald did

202:10

come into the house and read that then

202:12

she clearly does not know what's

202:14

happening in the schools

202:17

secondly teachers used to

202:19

complain that they would have to use

202:22

money from their own Pockets to provide

202:25

these grants and the truth is that is

202:27

the truth the good teachers use their

202:30

money to provide things perhaps Mr Cox

202:33

is one of them they no longer have to do

202:36

that because we are providing this grant

202:39

for teachers to get the materials they

202:41

need thirdly teachers would ask parents

202:45

to provide their all and toilet paper

202:48

and cardboard and crayons we no longer

202:51

have to burden parents with that because

202:53

the pppc government is providing it to

202:55

each and every classroom so that's why

202:58

you see that increase

203:01

there honorable

203:03

member I now put a question that is some

203:06

St Mr

203:07

Speaker honorable member Miss Nema flu

203:13

best thank you C chair just follow up to

203:17

what the minister

203:20

said uh schools normally have to

203:24

do they

203:27

um get the pricing and so because they

203:31

will get this

203:32

grant now if you give the school the

203:34

Grant and the prices increase is there a

203:39

mechanism is there a

203:42

mechanism at the Ministry of

203:44

Education where

203:47

the school could actually come back and

203:48

get any additional monies

203:53

minister so the the the each child on

203:59

each school gets for each child

204:02

$4,500 per term per term on the

204:06

Coastland and because we try to serve

204:10

equitably in the hint land because

204:12

things are more expensive each child

204:14

each school gets 5,000

204:17

$500 per child a school like St Joseph's

204:21

where the honorable member teaches at

204:23

about ,000 children would therefore get

204:26

five point no $4.5 million is that it um

204:32

per term that they didn't get before now

204:36

is that enough um what is enough what is

204:41

enough we believe it is enough because

204:44

we have priced what is needed

204:47

um zero is what your party gave we're

204:51

giving 45 Plus for National schools

204:55

which which the St Rose uh Joseph's High

204:58

School is they they get a million extra

205:01

or six form

205:03

schools if if a teacher wants to be

205:08

objectionable and wants to make herself

205:11

a problem in service nothing will be

205:14

enough but we haven't received that

205:16

complaint from teachers we have had

205:19

teachers who have pretty much said to us

205:20

they're very grateful for this Grant and

205:23

that it's working for them and that's

205:25

how we consult before we decide what

205:27

we're going to do thank you Minister

205:30

honorable members I now put a question

205:32

that the sum stated for program

205:37

43 Nursery education current expenditure

205:40

stands part of the estimates those in

205:42

favor say I I those against say no I

205:47

have it some stated now stands part of

205:49

the estimates honorable members I now

205:52

turn your attention to page 204 and 205

205:57

and I propose requesting of the sum

205:59

stated for program

206:02

404 current expenditure stands part of

206:05

the estimates The Honorable member

206:08

honorable members I now put a question

206:09

that is some stated for program 404

206:14

primary education current expenditure

206:17

stands part of the estimates those in

206:19

favor say I I those against say no the

206:23

eyes have it honorable members I turn

206:26

your attention to Pages 206 and 207 and

206:29

I propose the question that the sum

206:31

stated for program

206:34

402 secondary current expenditure stands

206:38

part of the

206:40

estimates honorable members I now put a

206:42

question that there some no sir

206:45

honorable members Mr Mah sorry um

206:49

secondary

206:50

education s i I've taken note that at

206:57

6284 there is a heavy increase there

207:00

line item sorry

207:02

6284 if your if your colleagues will

207:05

give you an opportunity of a bit more

207:08

quietness you'll hear yes sir that that

207:11

line has increased from

207:15

234 milon

207:18

9,000 to 1

207:22

b255 mil

207:25

$370,000 a very big increase can The

207:28

Honorable member please provide us with

207:32

an explanation for this huge

207:36

increase yes I briefly mentioned and I I

207:41

don't want to take credit for it um

207:45

which is why I will leave it for his

207:46

Excellency to do that when he launches I

207:49

briefly mentioned the creation of a

207:51

digital school and this digital school

207:55

the dream of his Excellency is that each

207:58

and every child in this country will be

208:01

able to access from Nursery to

208:04

Cape lessons on the

208:08

channel uh free of cost that aligns with

208:12

our local curriculum and the any

208:15

International curri curriculum such as

208:17

the Caribbean examinations Council that

208:20

is going to be launched very soon by his

208:23

Excellency what we're C and so that

208:27

school is expected to have um our

208:31

children all across beginning with

208:33

fourth and fifth formers are expected to

208:35

have access to lessons so we'll no

208:39

longer see um I remember honorable Cox

208:42

speaking about Equity we'll no longer

208:45

see only who could access the fancy

208:47

teacher in Georgetown getting service we

208:51

will now have um this same lesson

208:55

available to everybody across the

208:58

country we just two days ago connected

209:01

chining which is a deeply remote Village

209:05

in the in region 7 they will have access

209:08

to the digital school um moara now aara

209:13

now napi uh monkey mountain rabai these

209:16

are all places that will have access to

209:18

this digital school and that is why this

209:21

is uh significantly increased here

209:24

because that's what we are going to be

209:27

investing in our

209:31

children remember Mr Paul thank you

209:35

sir sir may I

209:38

asker Mr Mahi Paul is on the floor

209:40

honorable member also I'm very happy to

209:43

sorry sir may I I had already turned

209:45

over the floor to Mr mahip

209:47

Paul okay I didn't finish the answer sir

209:52

may I follow up sir yes you may sir so

209:54

this digital school will therefore

209:59

require um teachers and so on so I'm

210:02

assuming we'll be using teachers that we

210:04

already have in the system is it that

210:07

teachers who will be teaching in the

210:10

normal school system will now be engaged

210:13

in this extra duty of delivering on the

210:16

at the digital platform it's

210:18

multifaceted your colleague just now

210:21

spoke of AI your colleague spoke of the

210:24

introduction and incorporation of AI

210:27

into the classroom some of it will be AI

210:30

generate not AI generated but AI

210:33

delivered some of it is going to be our

210:35

local teachers all of it will be aligned

210:39

to the curriculum curricula that's being

210:41

tested that is what we're very conscious

210:44

of um there going there's going to be on

210:47

this school tests that are marked um

210:51

assessments if you to use the the fancy

210:55

modern language there's going to be

210:57

books that can be accessed on this um

211:01

digital school there's going to be and

211:04

of course as you may be able to imagine

211:06

it's going to be uploaded to a place

211:09

where children can refer to it later on

211:12

so it's not only live it's going to be

211:14

um available as a pre-recorded school

211:19

also thank you Comm another follow with

211:22

your permission thank you sir so so the

211:25

local teachers that will be used to

211:28

execute this um this digital school is

211:32

there a criteria in terms of how you

211:35

will select specific teachers for

211:38

specific subject areas because you would

211:41

agree with me that we have very

211:43

competent teachers from region one to

211:47

Regent so Mr mahip Paul we always look

211:50

for our best we don't always see them

211:54

close to us so you wouldn't be seeing

211:56

some of your best teachers close to you

211:58

but or some of the country's best close

212:02

to you but I will tell you this we are

212:04

going by advertisement and we have

212:06

already placed an advertisement asking

212:08

for people to come forward and the

212:10

system knows the expert teachers who are

212:14

not only good in the classroom but who

212:16

are good at training there may may be a

212:18

really good teacher who could review the

212:23

content of someone's video but hates

212:26

with a passion going on camera so there

212:28

are different nuances to this um and I

212:32

want to assure you that we are very keen

212:35

on two things getting expert work and

212:38

having the content aligned to our local

212:42

and

212:43

international curricula because it's

212:45

very important that we don't teach

212:47

things that or that we fail to teach

212:50

things that will be tested um so we're

212:53

very careful about that sir my final

212:56

follow thank you sir may I ask the

212:58

honorable minister so the fact that an

213:01

advertisement has already been placed uh

213:05

means that there is the conclusion on

213:09

the honorum or stiping or probably a

213:12

salary I don't know uh for the teacher

213:15

that will be engaged may I ask if it's

213:18

one standard salary or honorarium or

213:21

stiping across the board for all

213:23

teachers participating if not is it

213:26

separate and what is that amount no it's

213:28

not fixed it's an assumption you're

213:30

making it's not fixed like I told you

213:32

this is very heavily nuanced the person

213:35

who has to create the content may get

213:37

more than the person who presents the

213:39

content may get more than the person who

213:41

reviews that

213:43

presentation it's not it's very nuance

213:45

then it's not settled as yet all right

213:48

thank you very much Mr Speaker member

213:51

McDonald Mr chair on

213:57

the

213:59

6281 6281 security services we noticed

214:04

that in

214:05

2024 the cost for security was

214:09

363 milon 575,000 and then in 2025 we

214:15

noticed the Security rates are now I'm

214:19

not hearing the honorable member sir I

214:21

don't know if you were hearing yeah um

214:24

some of the members are challenged with

214:25

respect to the mic and then looking at

214:27

the book so you may need to come closer

214:29

to the microphone MP

214:35

McDonald Mr chair are you hearing me now

214:38

no that's better good so we're looking

214:40

at line item

214:43

6281 on the security services

214:46

in

214:47

2024 our security charges there the sum

214:51

allotted was 363 million 575,000 in 2025

214:57

we recognized it went down to

214:59

325 million

215:03

050 so we're asking what is the reason

215:06

for this since we've recognized

215:09

especially in Georgetown and other

215:10

secondary schools there's been teft and

215:13

so what is the reason for this

215:16

minister no school at no school has the

215:22

security been lessened at no school this

215:25

is enough to cover our contractual

215:28

Arrangements which without changing the

215:30

number of teachers at the school do we

215:33

have challenges with security companies

215:36

who say they will send six and send one

215:38

or two we do and we're dealing with

215:40

those as as they arise um but this is

215:44

adequate to provide provide for the

215:46

security without lessening any numbers

215:49

of guards at all the schools in

215:51

Georgetown thank you m McDonald yes

215:55

chair Mr chair I noticed under the

216:00

indicators or indicators there in

216:07

volume cler indicator two percentage of

216:12

students

216:13

attaining grades 1 to three in five or

216:17

more subjects we noticed that rate was

216:20

at pass rate was at 26 and we're asking

216:23

what is the reason for that for the

216:25

dropping of that rate minister so the

216:29

the reason was given

216:31

earlier across the world mathematics is

216:34

a problem in fact as we're in the

216:38

committee I think we could get a little

216:40

bit more informal you would recall that

216:42

I gave that in the year that you wrote

216:45

mathematics

216:46

16% of the population passed and I

216:50

remember you not being so anxious to

216:52

disclose whether you were part of the

216:55

16% in the year that I wrote which is

216:59

1992 um I think even less past Mr

217:04

Speaker the Caribbean recorded through

217:08

CXC the Caribbean examinations Council

217:11

that every single country in the

217:14

Caribbean

217:16

saw a significant decline in their pass

217:19

rate in mathematics now the children who

217:23

wrote mathematics in this year um in

217:26

2024 are children who suffered from two

217:30

things that they couldn't control one

217:33

covid so for first second and a little

217:36

bit of third form they were home and two

217:40

a politically inspired strike for 5

217:43

months immediately preceding in the

217:46

mathematics exam and so Guyana had

217:49

peculiarities that had our children

217:52

suffer a little bit more than the

217:55

Caribbean the honorable member The

217:59

Honorable member is aware of both of

218:02

those matriculation is directly related

218:06

to the number of children who pass

218:08

mathematics and English because we count

218:11

matriculation as five or more subjects

218:14

including mathema matics and

218:16

English we have been able to take as The

218:21

Honorable Dr ashy Singh pointed out in

218:23

his rebuttal for anyone who was able to

218:26

either listen and or interpret what he

218:28

was saying take the number of children

218:32

who are entering and passing CC CXC from

218:37

2000 in the 1990s to

218:41

10,000 and More in 2024 so new

218:45

numerically we are graduating more

218:48

children who have a chance at entering

218:51

um tertiary education and jobs like the

218:54

banks and the Tet centers additionally

218:57

Mr Speaker we have established the

219:00

Guyana the get ready for opportunities

219:03

to grow where more than

219:05

2800 young people are able to access

219:09

secondary exit type exams that allow

219:13

them to go on to do um tertiary

219:16

examinations and those would be the

219:17

people who didn't get to complete cxe

219:20

dropped out or failed mathematics I'm

219:22

happy to say that of the 2800 who

219:25

graduated on either the scqf or the Gad

219:29

80% of those are registered and

219:32

currently studying for degrees in

219:35

foreign Universities at no cost to

219:37

themselves on the guyan Online Academy

219:40

of

219:41

Learning thank you Minister MP MacDonald

219:44

Mr speaker while I hear the minister I

219:48

just wanted to say this in 2018 is that

219:51

a question or you making a statement

219:54

making no it's a question I'm going to

219:55

ask our followup our pass rate was 46%

219:59

in 2018 and we had an industrial in 2018

220:03

but we'll move to the next

220:05

indicator 46% pass pass rate that that

220:09

is actually not accurate sir I can tell

220:11

you right now that that is not accurate

220:14

honorable uh MP the minister

220:18

interjected uh to correct your statement

220:21

Minister please provide us with question

220:24

yes Mr Speaker if you would give me one

220:25

moment in

220:27

2018 the pass rate for mathematics was

220:31

43% and for English was

220:34

67% and

220:36

43% remains lower than 2015 under the

220:40

pppc

220:41

government honorable member Miss mdon

220:44

but I also because I know the public is

220:47

listening I am not for us every child

220:51

deserves the chance to pass mathematics

220:54

and that is why we have the mathematics

220:56

Intervention Program where we're looking

220:59

at each and every child across this

221:01

country because we're not going to

221:03

haggle over whether it was 46 or 44 or

221:06

43 we want 100% we're going to work

221:10

until we get 100% And we know that that

221:13

will not be overnight but we are going

221:14

to work until we get it MP McDonald and

221:19

I have

221:21

MP um pad waiting for quite some time Mr

221:25

chair thank you and I'm happy that the

221:28

minister was able to give us the rates

221:30

and that they were higher the Pass rates

221:32

but into indicator 14 student to teacher

221:36

ratio we have listed here which line

221:39

item are you talking about we're on the

221:41

indicators okay

221:44

policy so the student to teacher ratio

221:49

16.1 in 2024 16.1 in

221:54

2025 but coming from what we have in our

221:57

in our

221:59

schools the ratio is that's not accurate

222:02

we are seeing in our schools and I can

222:05

give you examples of schools please if

222:07

you don't have the physical

222:09

evidence I would not challenge the

222:13

minister and what is Lish Minister edel

222:17

again will tell you his

222:19

experience with inaccurate figures

222:23

Minister

222:26

chair so I am aware that last night the

222:29

General Secretary of the Guyana teachers

222:31

union who it is a it is um we are

222:35

contending is squatting on that position

222:37

sent out a message saying colleagues

222:39

good evening could you indicate by name

222:42

of school at each level where you didn't

222:44

have the follow

222:45

and she asked this number of questions

222:47

The Honorable member doesn't know what's

222:48

on the ground this is last night she

222:50

sent that out asking for what's

222:52

happening teachers to student ratio does

222:54

not deal with a school it deals with the

222:58

number of children divided by the number

223:00

of teachers in some schools you will

223:03

have 30 to one and in some schools you

223:06

will have 5 to one and then you'll have

223:09

an average out I wouldn't ask you to try

223:12

to understand that now but play this

223:15

back later on and go and figure out what

223:17

averaging Out means it is offensive to

223:21

question numbers that people at the

223:24

Ministry of Finance have spent a lot of

223:26

time putting together based on realities

223:29

not only from guyana's records but from

223:32

the Caribbean's records from the Bureau

223:34

of Statistics and from a whole host of

223:37

other places that inform this kind of

223:40

information so that's how student

223:42

teacher ratio is calculated for this

223:44

purpose us I will say this though Mr

223:47

Speaker that we are currently on a major

223:50

expansion program if you pass the East

223:53

romelt Secondary School and you take a

223:56

picture 3 years ago East romelt

224:00

Secondary had one L-shaped block it now

224:04

has three other blocks three other

224:07

blocks that means we will have more

224:10

classroom so you could take a classroom

224:12

of 30 35 or 4 4 and split it into two

224:17

and you now have a lower teacher to

224:19

student lower student to teacher ratio

224:21

you got 20 to1 when we came into office

224:25

the St roses high school was broken down

224:29

demolished since 2017 and there was a

224:32

failure neglect and or refusal to

224:35

rebuild it we rebuilt it last year that

224:38

means we now have more classrooms to

224:41

divide the children up we have extended

224:43

the Queen's College the bishop Bishop's

224:45

High St Winnie Fred's uh East romelt

224:49

rebuilt the north romelt um our

224:52

currently building and extending tville

224:55

have and we have this year too a lot of

224:58

extensions so you will see that going

225:01

down but it doesn't go down by Magic Mr

225:03

Speaker it goes down because we put a

225:06

school or an extension in place where we

225:08

can now split classrooms and give

225:10

teachers less students to teach

225:13

additionally we are now training three

225:16

four times the amount of teachers we

225:18

used to train so we now have more

225:20

teachers in the system when The

225:22

Honorable memb party was in office the

225:25

highest number of teachers they ever

225:27

graduated out of CPC was

225:30

535 we graduated last year 1,700

225:34

teachers out of CPC so we have

225:36

numerically more and we have a higher

225:39

quality of teachers those are all things

225:42

that feed into changing teachers to

225:45

student ratio so it's not just a gaff

225:47

something to say when you're on TV

225:49

saying you want five seats or you can

225:51

win five seats for your party these

225:53

things you have to put measures in place

225:55

and you have to invest in getting to the

225:58

place where we want the the the um the

226:02

the target met and that's what we're in

226:05

the process of doing sorry thanks for

226:07

that comprehensive explanation of the

226:10

generation of that ratio could I take

226:13

the honorable member Mr appre thank you

226:16

very much Mr chair followup question to

226:23

6284 6284 can The Honorable Minister

226:26

indicate to The Honorable house as it

226:29

relates to the digital platform will it

226:32

be a sample for Regions or will it be

226:34

for all secondary schools within the

226:37

country honorable

226:39

Minister how you mean if it can be a

226:41

sample region it will be available to

226:43

every part of the country but it's a

226:46

digital school so it will depend heavily

226:48

also on internet I'm happy to say that

226:52

some of the places we have just added

226:56

100 when I came into office let's just

226:58

take CPC we had one CPC and 16

227:01

satellites we now have

227:04

123 learning sites for teachers that

227:07

means we have been able 1 region 1 1

227:11

region uh 7 I don't remember all the

227:13

numbers but we've been able to expand

227:16

where we have internet connection across

227:19

the country in a major way and you would

227:22

have heard a broad policy where we're

227:24

looking to make sure everybody's

227:25

connected right so it would be available

227:29

to everybody who has access it is free

227:31

of cost to the Guyanese students and

227:33

we're going to aggressively try to make

227:36

sure children learn that this is

227:39

something they can access and help them

227:41

register for it thank you a followup no

227:44

h member Mr rabu H thank you um good

227:49

evening good evening Minister

227:52

um

227:54

the issue of Education I understand it's

227:57

vast it's a lot that goes into the

227:59

education of a child because there's so

228:01

many

228:02

variables um and so what my my question

228:07

to you is when it is that you dealing

228:11

with the like the students that are

228:13

attaining grades when you look into the

228:15

school and the education of a child um

228:19

is there training that goes into

228:22

determining where the child is at in a

228:25

classroom because you may try to finish

228:27

a curriculum in a particular period

228:30

three students get it two don't but you

228:33

still have to figure out how to get to

228:34

those two that didn't get that term um

228:37

so how how are you training your

228:39

teachers to understand that maybe a

228:41

child has ADHD maybe the child you know

228:44

it needs a little bit more than they

228:45

currently getting in the in in the you

228:48

understand what I'm trying to say I

228:49

understand perfectly what so how how are

228:51

we working with teachers to get them to

228:53

understand the differ and that is why

228:55

honorable member sorry sir you know it's

228:58

a bit um rude to interrupt the person

229:00

while they're making the statement and

229:03

asking the question don't anticipate let

229:05

them finish and then let me get a chance

229:07

to put it to you because the

229:09

conversation between you two will

229:12

deteriorate please go ahead

229:15

she's finished anyway um the question is

229:21

one of the challenges not only in our

229:25

system in the education system generally

229:28

because and the countries that do better

229:32

are the countries that have very small

229:34

numbers of children so that you can

229:37

receive in each classroom now that is

229:40

why the speaker I don't remember if it

229:43

was honorable denwar or somebody else

229:46

who said we must produce at

229:49

ner um a national lesson plan that

229:53

everybody must do at the same time you

229:55

can't do that because the child at Black

229:57

Bush in grade three might or the class

230:00

at Black Bush in grade three might not

230:03

be ready for week three and might not be

230:06

at week three but Stella marus is so you

230:09

can produce a national plan or a

230:13

national lesson

230:15

and then you can say if you reach this

230:17

time you can use it but the challenge

230:20

has

230:22

been determining how to get every child

230:25

and we have been very clear to teachers

230:29

every single child in your your

230:31

classroom must move from one level to

230:33

the next and the next must be a better

230:36

level they don't all have to reach 100%

230:39

but if you took the 20% child and moved

230:43

them to 40%

230:45

then you probably did better than taking

230:47

the 95% child and moving them to 100%

230:51

And so we speak about that and we train

230:53

on that and CPC is focused on that and

230:57

but we're dealing with people we're

230:58

dealing with human beings there's a lot

230:59

of retraining and ret talking that we

231:01

have to do to get this happening but it

231:04

is one of the challenges of the

231:06

education system worldwide how do you

231:08

move each child equitably every single

231:12

day thank you Minister yes honor member

231:15

Miss H just a a quick followup um and I

231:18

agree with you it's it's something that

231:20

is very challenging how how then do you

231:24

deal with the the testing part of it

231:27

because a child you may in the classroom

231:30

recognize that

231:32

the um you recognize that the child

231:35

knows the subject knows the word but

231:37

once it comes to the exam they cannot

231:39

they cannot do what is required in the

231:41

exam because they don't know how to sit

231:43

so how how is there any conversation

231:45

happening in terms of different ways of

231:49

um different ways of of of checking to

231:52

see if the child understands a topic and

231:54

not just the final exam that happens

231:56

where everybody has a set an exam and

231:58

the child may fail because they can't

232:00

sit an exam but you know that they know

232:03

the topic so this this is no line item

232:06

and no Target and so we just gaffing

232:08

here but it's a good it's not a GFF it's

232:10

it's policy issues yes Mr and you have

232:13

allation for

232:15

it yes Mr

232:18

Speaker you can't set a test National

232:22

tests everywhere would be the same

232:26

test you have to train teachers to make

232:30

sure the children can meet the outcomes

232:34

that each lesson looks for we also have

232:38

to get parents on board what is it we

232:41

want your child to know at week one at

232:44

week two at week three and where can you

232:46

access this even if you yourself do not

232:49

know so this is a very complex issue

232:53

it's not one that is easy we can say and

232:57

in fact a policy decision that is

233:00

heavily criticized by the apnu although

233:03

although never was changed by them in

233:06

all the five years that they were office

233:09

in office is what they call the

233:10

automatic promotion policy and the

233:13

reason that makes sense is you can be a

233:17

child let's say in first form who gets

233:20

80% in mathematics 80% in English 10% in

233:25

music 5% in art you either hate the

233:28

subject you hate the teacher or

233:29

something and so your your percentage

233:32

was below 50% and we kept that child

233:35

back just because they didn't um pass

233:40

whatever you consider pass to be so the

233:43

better thing to do would be to promote

233:45

and remediate and so that's what we do

233:48

we promote and then we look to see where

233:50

you had weaknesses especially in the

233:52

core subjects and teachers I say with

233:55

caution are supposed to remediate are

233:58

supposed to remediate and that's what we

234:00

train to do that's what we retrain to do

234:04

um of course you have different people

234:07

when you have a system of 14,000

234:09

teachers you'll have excellent ones

234:11

amongst them and you'll have delinquents

234:13

that need to be reach trained among them

234:15

so that's that's the challenge thank you

234:18

Minister member

234:21

McDonald

234:23

6301 Mr

234:25

chair education subventions and

234:29

grants I recognize

234:32

that

234:34

2024 our grants were

234:38

4,000 4 billion sorry and in 2025 we've

234:44

moved up to 5 billion plus um last year

234:48

we did ask about the schools Queens

234:51

College and the president's College who

234:53

are receiving subvention and grants and

234:55

we were hoping that this year some

234:58

consideration would have been given to

235:00

the other schools that are board schools

235:02

but I'm not sure this is happening could

235:03

the minister explain if so this is not

235:06

so the president's college is Guided by

235:09

the an act of Parliament that means a

235:12

law of Guyana um that was brought about

235:16

by the upno celebrated lfs

235:21

Forum it is an former president of this

235:25

country it is so that subvention is

235:29

given because by law we have

235:33

to um board schools can also receive the

235:38

subvention but this is not what this is

235:40

for this is for the because we care cash

235:43

Grant

235:44

which we reinstituted and we have

235:48

increased to

235:50

$50,000 this is for the uniform

235:53

assistance which we have increased to

235:55

$5,000 so each child will receive $5 to

235:59

$5,000 in secondary school this is for

236:02

the national school

236:04

grants that teach secondary schools are

236:07

getting so I want us to be careful it's

236:11

emotive and sexy to send a message that

236:15

other secondary schools are not getting

236:17

what QC and president's college is

236:20

getting and that's totally fallacious

236:22

absolutely fallacious all the secondary

236:26

schools all the children in secondary

236:28

schools will get the because we care

236:30

cash grant that your government took

236:32

away from them all the children in

236:35

secondary schools will get the uniform

236:38

grant that you refuse to raise every

236:41

single Secondary School will get this

236:44

School grant that is given to schools to

236:47

make sure they are prepared for their

236:49

children so that thought last year was

236:52

wrong and facius and this year it

236:55

remains wrong and facius but it's not

236:57

surprising that you

237:03

asked

237:10

commer go ahead honorable member ch

237:14

much 6292

237:18

dietory

237:20

um a increase of almost 21 million there

237:25

um Can The Honorable Minister indicate

237:28

if this will subsidize some form of

237:32

um meals for the secondary school and

237:35

yes I'm very glad you asked so we took a

237:40

decision that all dormitory schools

237:45

every child of a dormatory school will

237:48

receive lunch what was happening under

237:51

the apnu AFC was that the the resident

237:54

students would receive lunch and the

237:56

nonresident students would just be

237:58

looking at them while they eat we have

238:01

introduced that every child in dormitory

238:04

schools and secondary schools will get

238:07

lunch and so that's why you see the

238:09

increase here and that's dormatory of

238:12

course are is in the hint and the reason

238:15

for that honorable um denar is because

238:19

although there are nonresident students

238:22

to go home and come back because of GE

238:24

the geographical layout of those regions

238:28

would take them more than an hour than

238:30

they get for lunch break so that's why

238:31

we're given I'm sure as a welfare

238:33

officer you're very happy to hear

238:37

that Mr

238:39

chairman honorable member Mr mahip thank

238:43

you sir sir so I raised this issue last

238:45

year concerning president's college and

238:48

queen's College I see in budget 2025

238:52

president's College will receive a sum

238:54

of

238:56

8,601 th000 and queen's College will re

239:00

receive a sum of

239:03

210,000 uh 210 million sorry and

239:08

86,000 Sir um these are board schools I

239:13

understand that president college is

239:14

governed by the president's College act

239:17

and they get this subvention and there

239:18

are o several other board schools like

239:22

Queens

239:23

College the fact that these are

239:25

subventions mean that they're given to

239:26

the board for them to manage and expend

239:29

in an account how are other sub other

239:33

board schools receiving their Monies to

239:36

manage their schools so

239:40

Minister thank you it's an interesting

239:43

question

239:47

if you were to ask Queen's College if

239:50

they want to stay a subvention agency

239:53

you might be surprised at the answer

239:56

because the majority of this goes to

239:58

their salaries and staff so when we give

240:00

them this we do not pay their teachers

240:02

for the rest of the year the the the

240:04

college pays the

240:06

teachers and most of the money is

240:09

finished in salaries and um gratuity and

240:13

pension and all the other things that

240:15

they have to pay out in that line it's

240:17

the same thing with president's College

240:19

the question you're asking is why aren't

240:21

we doing it for other schools right now

240:25

there is no difference in what teachers

240:28

enjoy when we give this grant to Queens

240:31

College they pay their teachers the same

240:33

thing we agree with the Union that

240:35

teachers will be paid but the Ministry

240:38

of Education or the local government

240:40

Ministry depending on where the school

240:42

is pays the teacher

240:44

in every other school the same benefits

240:47

the same salaries so there is no there

240:50

is no difference in what happens at

240:53

those

240:56

schools was so yes sir what so if uh

241:00

based on the answer followup s So based

241:02

on the answer The Honorable Minister

241:04

provided that if you ask a queen's

241:06

College if they're comfortable being as

241:08

a subvention because all the money

241:11

basically goes to salary uh why not

241:14

remove Queen's College from subvention

241:17

then and and treat them as equal as all

241:20

other board schools because we

241:22

don't because we don't operate like that

241:25

Queens College has a board it has a PTA

241:29

it has a staff it has students and we

241:31

have to consult with all those

241:33

stakeholders before we do it not because

241:35

an opposition me

241:37

member fails to understand year after

241:41

year why or what this is we would just

241:44

go and take it out of the budget that's

241:46

not how it works Mr mahip Paul it has to

241:49

be that we speak to them we engage with

241:52

them and we um do what they want now I

241:56

said to you you might be surprised

241:58

because there have been rumbles about

242:00

that there have been rumbles about what

242:02

them wanting more and them not being

242:05

able to get more because all of this

242:07

goes towards staff but when this first

242:10

happened it happened because there was a

242:12

consultative decision taken amongst all

242:15

those stakeholders and the ministry

242:17

before me repeated throughout your

242:20

government's term in office repeat it

242:23

for 5 years while you were in office no

242:25

problems with it and you come now and

242:28

you ask me to just snatch it from them

242:30

like you snatch the cash grants from the

242:32

from the nation's children that's not

242:34

how we

242:35

operate sir honorable member Mr mahip

242:39

thank you sir sir may I ask the

242:42

honorable Minister if they are other

242:44

board schools that are have requested

242:47

from you to be treated as subvention

242:51

agencies similar to how Queen's college

242:54

is treated as a subvention agency and

242:57

may I say sir it's not about snatching

242:58

it it's about treating all the board

243:00

schools at one level in in the eyes of

243:04

equal treatment for all board schools

243:06

but we are now asking the same question

243:09

different no I'm asking if other

243:12

board for

243:15

me the question would be are other board

243:19

schools included in this sum remember

243:21

this while we talk about policy we also

243:25

have to speak

243:27

to what this

243:30

allocation is

243:32

for and I think Minister said it about

243:35

three times honorable Minister you could

243:37

do a better job than me no sir I have

243:40

not received either now or in my

243:42

previous iteration any

243:44

School asking me to go as a subvention

243:46

agency because all they would be asking

243:49

would be for us to give them their

243:51

salaries up front so that they could

243:52

manage it because that's all those

243:54

schools get as a sub subvention agency

243:57

everything else is given either under

244:00

the cash Grant or the schools Grant or

244:03

uh the agricultural plot and so on it's

244:05

just the salaries that are placed in the

244:07

school's accounts thank you Minister

244:09

just to alert everyone that we've

244:12

exhausted the first hour

244:14

of consideration we have one hour to go

244:17

honorable member Mr Cox thank you Mr

244:20

chair good evening to The Honorable

244:22

Minister and her team honorable minister

244:25

in the indicators it says at 9

244:28

percentage of teachers appr prais using

244:29

the new instrument I know there's a new

244:31

instrument created for appraisal of

244:33

teachers um but in 2024 it says 0% while

244:37

in 2025 the target is 100 um could you

244:40

say why the instrument was not yet used

244:45

and how do you see this critical

244:47

instrument used of course it's for the

244:50

assessment and evaluation of teachers

244:53

how do you see this as a critical

244:54

assessment in our analysis in improving

244:57

student performance because I know those

244:59

are the key areas that were discussed

245:01

during implementation of this new

245:03

instrument thank you Minister thank you

245:06

so you have

245:09

raised and and that's why I said your

245:12

earnestness in ed education is very

245:14

impressive and I told you that

245:16

privately um the same question that Miss

245:19

har sarab haly is Raising and I hope we

245:22

can speak in one voice when we say that

245:25

this is too important a profession to

245:29

have people who just Squat and collect a

245:31

salary now that's not the majority of

245:33

our teachers the majority of our

245:35

teachers teach their hearts out but we

245:38

also have teachers who don't and

245:41

teachers who can be encouraged not to

245:44

and teachers who refuse to train and get

245:47

upgraded and teachers who and so we have

245:50

to move to a place where we are using an

245:54

objective instrument to assess the

245:58

standard and quality of a teacher with a

246:01

view both to

246:03

rewarding as well as determining what

246:06

kinds of re trining might be needed that

246:09

hasn't the reason you see Zero in 2024

246:11

is because it hasn't started yet we're

246:14

going we're hoping and we didn't start

246:15

it because for 5 months of

246:18

2024 teachers some teachers were on

246:22

strike we hope to start it in

246:26

2025 and we hope we will get the the the

246:29

support of all of us in this house to do

246:33

this in an objective and fair way so

246:36

that we could take this profession to a

246:39

place where it is truly Noble that will

246:42

mean honorable that the system is

246:46

going to have to develop a way of

246:47

cleansing itself like other professions

246:50

do when you're too bad an apple and

246:53

you're rotting the whole Barrel the

246:56

system has to cleanse that barrel of

246:58

that rotten apple so that the others can

247:01

Thrive and in thriving deliver to our

247:05

students what you want better outcomes

247:08

so that's something we have to all work

247:09

at and not get political about it and if

247:13

one amongst us becomes political about

247:16

it we have to shut that down that would

247:18

be our duty to the nation's children so

247:21

I hope you remember that when we start

247:23

this assessment thank you Minister

247:25

honorable members this is a good time to

247:27

put a question that the some stated for

247:32

program

247:34

405 secondary current expenditure stands

247:38

part of the estimates those in favor say

247:40

I those against say no

247:44

I have it the sum stated now stands part

247:47

of the estimates we turn to Pages 208

247:51

and

247:53

209 yeah I post secondary and tertiary

247:58

education and I propose the question

248:01

that the sum stated for this head

248:04

current expenditure stands part of the

248:08

estimates I want to remind persons we've

248:10

dealt extensively with a lot of policies

248:13

and now with postsecondary and tertiary

248:17

education honorable members I now put a

248:21

honorable member Miss

248:25

magon chair

248:29

6301 education subventions you're on up

248:32

I if we could just let in this would be

248:35

the University of Ghana if we could just

248:37

give the honorable Minister and staff an

248:40

opportunity to change around and welcome

248:43

the The Honorable Vice Chan and Deputy

248:45

Vice Chancellor and Deputy Vice

248:47

Chancellor of the University of

248:53

Guyana honorable member

249:01

McDonald Comm chair

249:04

M meeting honorable

249:08

member J pad yes sir 63

249:16

6301

249:17

[Applause]

249:19

sir honorable members we try to hear pit

249:22

honorable member ja pad thank you very

249:25

much here can The Honorable line item 63

249:30

6301 6301 edication subvention and

249:34

grants can honorable um Minister given

249:37

an aggregators to 14 plus billion in

249:42

disaggregate

249:44

as it relates to tertiary I I can't I'm

249:47

not hearing you

249:48

6301 uhhuh can you disaggregate the

249:52

amount to

249:55

The Honorable Minister yes

250:01

disaggregate so the Adult Education

250:06

Association

250:07

sorry

250:11

um there is a Lis thing at the back of

250:13

of the book with respect to the

250:16

subventions from

250:18

here honorable ja pad you want aord

250:21

disagre so I'd be happy to disaggregate

250:23

this Council for Technical and

250:25

vocational education and training CT vet

250:28

$8 million the Guyana industrial

250:32

Training

250:33

Center um this is also on the 467 of the

250:37

B yes I I I mentioned that to him and he

250:39

indicated that you could now um move on

250:43

because he will check oh okay I'd be

250:46

happy to list it

250:47

though honorable member Mr mahip Paul

250:51

thank you

250:56

sir sir my question is related to the

250:59

University of

251:01

Guyana and I would like to say thanks

251:04

that we having and I would like to hear

251:06

you go ahead thank you sir sir the a

251:10

question was asked earlier when we were

251:14

considering supplementary that this

251:16

means that the child or the student

251:19

would have to pay no money none at

251:22

all before the child you the student

251:25

sorry the student would normally pay a

251:29

student Jew for the student

251:32

Society they would normally pay for the

251:34

sports facility and so on so I would

251:37

like to know sir if in this sum are sums

251:44

specific for the student Society the

251:48

sports facility and if students have to

251:51

write Ade exams and supplemental exams

251:56

and so on if all of this covers for

251:58

those additional cost that would

252:02

normally honorable Minister yes sir

252:05

um Mr Speaker and to The Honorable

252:09

member Mr chair sorry the University of

252:13

Ghana is very precious to us the

252:15

University of Ghana was established by

252:18

Dr chedy jagen the ppp's

252:21

founder so much so that it was referred

252:23

to as jagan's night school because at

252:25

that time we couldn't imagine that we

252:27

would have oil but he knew as a vision

252:31

that we couldn't develop as a country

252:34

without exposing our people to tertiary

252:38

training and education and that we could

252:40

not compete in the world if we didn't

252:43

not do that so he established his

252:48

school I noticed the specific interest

252:51

in the

252:53

ugss as I said in the budget

252:57

debate as I said in the budget debate

253:00

sir the country went through a very hard

253:05

time in the 80s so much so that the

253:08

World Bank said about us that we were

253:11

one of we had one of the

253:13

lowest illiteracy

253:16

rates um in the Caribbean and Latin

253:20

America in the

253:22

60s and that by the time we had hit 1990

253:27

we were one of the

253:29

lowest performers educationally and

253:32

healthwise in the country as a result of

253:35

which the World Bank said that if

253:37

Quality Service were to be given fees

253:41

had to be introduced so fees were

253:43

introduced at the University of

253:45

Guyana over the

253:48

years that continued so that this Vision

253:52

this dream that every guyane could

253:55

access University

253:58

education and become competitive in the

254:01

world and and develop Guyana through

254:03

their training and skill could

254:07

continue when the AP and UFC went into

254:10

office Yugi's fees went up by 35%

254:15

whether we call it facilities fees or

254:18

students fees or whatever it is the

254:20

student had to pay

254:22

35% more this is at a time when the apnu

254:26

AFC was earning 90 billion dollar a year

254:30

more in Revenue than the PPP was earning

254:33

when it was in office and did not raise

254:36

fees in our request and plea to the

254:41

people of the country when we went to

254:43

them to say give us your confidence give

254:45

us your vote we're going to look after

254:47

you one of our promises was that we

254:50

would forgive the debt of students who

254:53

we find a pathway to write off the debt

254:56

of the students who owe the University

254:58

of Guyana and that we would make

255:00

University education free of charge and

255:03

I'm very happy to say that as usual

255:07

before the end of the term we are

255:08

fulfilling that Promise by making the

255:11

University of Guyana tuition free

255:14

facilities fees free and so the student

255:17

doesn't have to pay that I'm also happy

255:19

to report that just a few short weeks

255:22

ago I think about two weeks ago Post

255:26

January 17th when the debate was when Dr

255:29

Singh ashy Singh presented the budget

255:33

the University of Guyana celebrated

255:36

receiving Universal accreditation for

255:40

the University and the vice Chancellor

255:43

is here and she must be commended for

255:44

that cuz that would have been a lengthy

255:46

process and Dr Hudson the executive

255:49

director of the national accreditation

255:51

counselors here and so I'm very proud of

255:53

both of them for that and at that event

255:57

the vice Chancellor was very emotional

256:00

about the issue I think we have it on

256:02

recording said very clearly and I'm

256:04

paraphrasing that all governments had

256:07

supported Eugene support is

256:10

different um but that this budgetary

256:14

allocation of $13.2 billion would change

256:18

what UGI means and how they had to

256:22

scrunch for funds and this is the best

256:25

support that they have received and I'm

256:27

happy to say that all the recurrent

256:29

requests have been met by that were

256:33

asked for have been met by this

256:35

budgetary provision now that that is to

256:39

answer you a long answer but to say that

256:42

tuition will be free there will be no

256:45

facilities fees but we also have to have

256:48

in any University I note your deep

256:51

interest in the ugss fees um you're

256:56

going to have

256:57

expenses that uh will not be included in

257:03

this free University education and it's

257:06

going to require a responsibility from

257:09

the students also that um

257:14

they do well at their exams and not be

257:17

encouraged that because it's free

257:21

that they don't have to turn up to write

257:24

an exam because it's going to be free or

257:27

they don't have to turn up to classes so

257:29

as we build out this new Guyana where

257:32

tuition for education is free at at the

257:34

tertiary level University of Guyana

257:37

we'll also have to build out a new

257:39

culture that that sees responsibility

257:43

going with

257:46

that honorable members I now put the

257:49

question no I have two two other

257:51

questions please go ahead sir so from

257:54

this sum having heard The Minister's

257:56

lengthy answer from this sum allocated

257:59

here may I ask what is the sum that will

258:02

go to the university of Guyana student

258:06

society and may I ask my second question

258:10

may I ask my second question sir and

258:13

terms there are genuine reasons why a

258:18

student may miss an examination somebody

258:21

may have died for them uh various

258:24

different

258:25

circumstances does this sum also cater

258:29

for those additional exams that will

258:31

have to be set and come at a c to run

258:35

for students who genuinely will have to

258:37

be considered for supplementary exams

258:40

and Ade exams honor minister so $1,000

258:44

per student caters for the ugss that was

258:48

part of the facilities fees until 2023

258:52

ug allowed two reets per year at the

258:57

request of students they made it four

259:00

resets per year but I want you to hear

259:02

what I'm saying it means you're failing

259:04

four courses per

259:06

year

259:07

[Music]

259:10

um it means you don't have to answer him

259:14

he's not on the floor no but I would

259:15

like to correct myself also it means

259:18

that for whatever reason a student did

259:21

not complete four courses whether they

259:23

failed it or they didn't turn up for it

259:27

in most countries there are accompanying

259:32

fees for things like that in most

259:36

countries if you're going on an

259:39

expedition to check the sand in Barbados

259:42

ver is the sand at leg one and it's not

259:45

a part of your course or even if it is

259:48

that may not be something considered to

259:51

be in your fees what I can say to you is

259:54

that the pppc G government has given to

259:57

the University of Guyana which is

260:00

established by Statute everything they

260:03

asked for under their recurrent budget

260:06

every single scent and so that is going

260:10

to be used by the University of Guyana I

260:14

was going to give you a direct quote

260:16

from The Honorable uh Jordan where he

260:19

said that uh the $2 billion that he

260:25

allocated for them in 2017 would have to

260:29

be carefully used and responsibly used

260:32

by University who needed $13 billion at

260:36

the time I am saying to you that every

260:38

scent that the University of Guyana sat

260:41

down and thoughtfully asked for under

260:44

the recurrent budget is provided by this

260:48

government through this budget sir one

260:51

other

260:52

question one other question please go

260:55

ahead sir in terms of salary increases

260:58

for the staff at the UA and UB staff at

261:02

ug may I ask what percentage is being

261:05

considered from the sum allocated for

261:10

2025 honorable minister

261:17

so the government announced that 10%

261:25

increase

261:29

yes 18% 10% last year and 8% this year

261:35

is what is Catered for here for the

261:37

staff at the University of G thank you

261:39

Minister honorable members I now put a

261:41

qu that some stated for program

261:46

406 postsecondary tertiary education

261:49

current

261:50

expenditure stand part of the estimates

261:53

those in favor say

261:55

I those against say

261:58

no eyes have it the sum stated now

262:01

stands part of the estimates let us turn

262:04

to page 509

262:22

and I propose the question that the sum

262:24

stated for program

262:28

401 capital expenditure stands part of

262:31

the

262:32

estimates I now put a question that the

262:35

sum stated for program

262:37

401 capital expenditure stands part of

262:40

the estimates those in favor say I

262:43

those again say no eyes have it the sum

262:46

stated now stands part of the estimates

262:49

program

262:51

42 I propose the question that the sum

262:54

stated for program 402 capital

262:57

expenditure stands part of the estimates

263:00

The Honorable member Mr Mahi Paul sir

263:04

thank you very much um just allow me to

263:07

turn to

263:10

my 165

263:14

ask and I propose a question of the sum

263:16

stated for program

263:19

402 capital

263:22

expenditure I put the question sorry ask

263:24

question

263:26

42 Capital exp you just told me I could

263:30

go ahead but no I said that I'm turning

263:32

my page to get the um but you sh your

263:36

head when I said it go ahead thank you

263:38

sir sir I'm turning my um attention to

263:41

project code

263:43

12500 15100 teachers training complex uh

263:48

provision for furniture equipment and

263:49

upgrade of the facility uh

263:52

$124 million would the honorable

263:55

Minister please um not only disaggregate

263:59

but tell us something about this

264:00

facility

264:03

please honorable

264:07

Minister yes this is for the teachers

264:11

training College

264:14

a teachers training CL so we're going to

264:15

buy 16 plates 55 pounds 44 pounds and 33

264:20

pounds I'm assuming that um plates for

264:23

weights weight training

264:25

weightlifting um 24 medicine balls 12

264:29

wall balls Sil six ball racks one high

264:33

jump upright ball

264:42

oh um so yes so let me continue with

264:47

that and then I'll turn back the page um

264:50

four portable flood lights 16

264:53

hurdles uh five AC units 12 20 so we're

264:58

doing a gym for CH or traine teachers

265:02

five AC units 20 filing cabinets 10

265:05

desks four drawers 12 microwaves and

265:11

we're going to be doing two industrial

265:13

gas stoves two freezers four desktop

265:18

computers six Smart Boards four violins

265:23

four keyboards five Congo drums six

265:30

Bongo 10 microwave microphones with

265:35

speakers one PA system five guitars one

265:40

drum set six Maraca shakers two acoustic

265:45

guitars six conducting batons one steel

265:49

pan set four

265:52

triangles 20 music stands 22 dumbbells

265:56

so I'm happy to say that this gives you

266:00

a fair indication that we've just

266:03

introduced to the CPC a music program

266:07

because we have a shortage of music

266:09

teachers um and this is what we're

266:12

buying so that we could train our

266:13

teachers well so that they're able to

266:17

use um or to teach our children on what

266:20

we hope would be a five priority

266:23

extracurricular program when they get

266:25

into the

266:28

schools honorable members I now put a

266:31

question that the sum stated for program

266:35

402 capital

266:37

expenditure stands part of the estimates

266:40

those in favor say I I those again say

266:43

no eyes have it the sum stated now

266:46

stands part of the estimates program

266:50

403 Nursery education capital

266:53

expenditure I propose the question that

266:56

the sum stated here in stands part of

266:59

the estimates I now put a question that

267:01

the sum stated for program 403 Nursery

267:05

Capital Ed expenditure stands part of

267:08

the estimates those in favor say I I

267:11

those say no I have it some stated now

267:15

stands part of the estimates program 404

267:18

primary education capital explanat I

267:21

propose a question that the some stated

267:23

hearing stands part of the estimates

267:25

honorable members I put a question

267:27

honorable member m

267:34

mdon chairman we're looking at um

267:38

payment retention and we would want to

267:40

ask um to whom the retention is being

267:43

paid and what

267:47

amount under um page Nursery you're

267:51

looking at Nursery education no this is

267:53

not Nursery Madam this is that's

267:56

finished we voted we pass that primary

268:00

403 403 sir primary primary this is

268:08

beginning totally ridiculous I put a

268:10

question that the some state

268:12

for program 4 totally ridiculous

268:17

primary capital expenditure stands part

268:20

of the estimates those in favor say I I

268:24

those against say no I have some stated

268:26

now stands part of the estimates

268:29

honorable members we at

268:31

405 secondary education capital

268:34

expenditure and I propose the question

268:37

that the sum stated hearing stands part

268:39

of the estimates honorable member Mr Mya

268:42

thank you sir sir I see this is a

268:45

provision for schools cap uh 2610

268:49

500 human capital strengthening project

268:54

and I see that it also speaks to

268:57

piloting of grades five and six

269:01

curricular and also improved facilities

269:05

Education and Training among procurement

269:09

of textbooks for grade 7 to 11

269:12

institutional strengthening and the

269:15

construction and Rehabilitation of

269:16

schools my specific Focus my specific

269:21

Focus honorable Minister through you Mr

269:24

chairman is on the description that

269:28

speaks to piloting of grade five and six

269:33

curricula nothing else piloting of grade

269:36

five grades five and six curricular can

269:40

you please tell us some more more about

269:45

that honorable Minister um just help me

269:50

a bit I'm a little slow we are secondary

269:53

right

269:55

180 uh Mr

269:57

myall just be be at secondary right

270:00

pardon me sir we're at secondary here

270:03

yes secondary but and grade five and six

270:06

it's captured in it on I don't know if a

270:08

mistake Minister please so

270:13

preco the intention was to change out

270:17

the curriculum to make it more hands on

270:21

so reduce some of the content some of

270:25

the content while making sure that we

270:28

were on par with our Caribbean uh

270:32

brothers and sisters about what they

270:33

were

270:34

learning and make sure that the teaching

270:38

learning process had more

270:42

um practical engagement so you would see

270:45

more tools you'd see more equipment You'

270:47

270:48

manipula then Co hit us and it hit us

270:52

after we had already piloted grades one

270:55

and two we continued piloting but the

270:59

children who are writing grade uh six

271:04

this year were in grade one when Co hit

271:08

So Co still has an impact although we

271:11

not really wearing masks and we're not

271:13

distancing it has a huge impact and

271:15

continues to have an impact a prevailing

271:18

impact on the education system the

271:21

children who will write ngsa in 2025 are

271:25

children who are in grade one in 2025

271:29

and they stayed home for three years

271:31

grade 1 grade two grade three so we

271:33

cannot introduce to them a new

271:37

curriculum piloted or we could not

271:39

introduce to them a new curriculum

271:41

piloted

271:42

at that time we have to introduce it in

271:45

bits and pieces and it will begin later

271:49

in this

271:52

year honor member Mr

271:54

mul no sir I'm good there thank you

271:57

honor members I now put a question that

271:59

the sum stated for program

272:02

405 secondary education capital

272:05

expenditure stands part of the estimates

272:07

those in favor say I I you f say no

272:12

PA a personal assistant every day and

272:15

can't ask a single

272:17

question ask a single question propose

272:20

the question that the sum stated for

272:22

program

272:24

406 post secondary tertiary education

272:28

capital

272:29

expenditure and I propose the question

272:31

that the some stated hearing stands

272:35

part of the estimates honorable member

272:38

Mr McCoy

272:44

honor member Miss

272:47

magdon

272:50

sir chairman we're looking

272:53

atad2 and we're on

272:56

the post secondary tertiary education

273:00

and we're looking at provision for

273:02

upgrade upgrading of

273:04

facilities could the minister say to us

273:07

could the minister indicate to us the

273:09

facilities that we looking at upgrading

273:11

and what exactly are we going to be

273:13

doing with those Minister sir we just

273:16

passed that program that's program five

273:19

The Honorable member has gotten it wrong

273:21

again whole day every

273:24

day secondary

273:27

we oh

273:30

gosh there's no provision for facilities

273:33

on the post secondary

273:37

sir members we at 406 post secondary

273:42

exactly

273:45

ter honorable members I now put a

273:47

question that the I have a question

273:49

please s we at I have a question post

273:52

274:12

275:10

classrooms and laborator IES at the

275:12

John's Science

275:14

Center thank you Minister honorable

275:17

members I now put the question that the

275:20

sum stated for program

275:23

406 capital expenditure stands part of

275:26

the estimates those in favor say

275:29

I those against say no eyes have it the

275:33

sum stated now stands part of the

275:36

estimates thank you very very very much

275:39

honorable Minister and your staff for

275:42

taking us through your agency thank you

275:46

very much Mr chair and I want to say

275:48

that this is a team that I know put in a

275:52

lot of work this week I also would so I

275:55

I want to say a big thank you to them

275:58

and their staff who stayed back and

276:00

worked to get this done they clearly

276:04

expected more I also thought it would be

276:06

a good time to introduce the country to

276:09

our newest deputy chief education

276:11

officer for administration Miss Tiffany

276:14

Harvey um who was here sitting next to

276:17

me at the uh program too so thank you

276:21

all thank you very

276:26

much now invite The Honorable minister

276:29

of culture Youth and Sport and his team

276:35

to take us through

276:37

agency 44

276:44

uh we do

276:47

have we do have some savings because we

276:52

are now

276:54

at

276:56

1220 we should have stopped at 12:47 so

277:01

that looks like 27 minutes

277:16

honorable

277:18

members I invite you to turn to Pages

277:21

214 and

277:38

215 and I propose a question that is

277:41

some stated for agency

277:45

44 Ministry of culture Youth and

277:49

Sport program 441 policy development and

277:52

administration current expenditure

277:55

stands part of the

277:59

estimates honorable member Miss nimma

278:01

flu B thank you from a chair line item

278:09

6116 I know there have been an increase

278:11

of eight contracted employees what is

278:15

the designation of these

278:21

employees honorable

278:32

Minister thank you very

278:34

much C

278:36

chairman thank you very much honorable

278:38

Minister if you're challenge you can sit

278:41

and put the microphone I like I like to

278:43

stand I like to stand yes thank you very

278:46

much chair thank you very much honorable

278:48

member for the question

278:51

um so you

278:54

have well the the variance in the line

278:58

which which I'll include in the

279:01

positions um six employees relocated

279:05

from

279:06

6111 one procurement

279:09

manager uh uh one assistant secretary

279:13

One technical

279:15

Assistant two administrative

279:18

assistants one confidential secretary to

279:21

6116 two

279:24

[Music]

279:26

appointments they're they're finding it

279:28

difficult to hear you may need to sit

279:30

and pull a mic I like the stand though I

279:32

just I don't like to show because of

279:37

height no I like to show the house the

279:40

respect um

279:42

I was saying that the variance is a

279:43

result of six employees relocated from

279:45

6111 one procurement manager uh one

279:50

assistant secretary One technical

279:53

Assistant two administrative

279:55

assistants um one confidential

279:58

secretary uh two

280:00

appointments one administrative support

280:03

officer one accounts clerk along with

280:06

the 10% increased salaries allowances

280:08

and gratuity vacation and entainment

280:12

Duty responsibility Etc thank you

280:15

Minister member n

280:17

fles thank you for a chair line item 62

280:22

42 maintenance of building I note

280:25

there's an increase was was there a new

280:28

building added to this L

280:31

item minister

280:47

624

280:50

2 yes there's a slight

280:53

increase um of 1.6

280:55

million

280:57

um but there is no new building that's

281:00

added uh C

281:03

chairman uh the building is old and it

281:06

needs repair in fact it falls under the

281:10

protection of the national uh

281:14

trust and there is particular kind

281:18

of uh Rehabilitation work that has to be

281:22

done which tends to be a little bit more

281:26

costly deta um but it's important for

281:31

our heritage

281:33

preservation

281:35

uh and it's also

281:37

required um as part of what we do when

281:40

we rehabilitate these buildings that

281:42

fall under the protection of the

281:43

National

281:45

Heritage member

281:48

fles volume two um

281:53

indicators I note that number of

281:56

policies develop are updated for culture

281:59

youth un or Sports um 2024 was one and

282:05

in

282:06

2025 it's two so can The Honorable min

282:11

Mr state if the culture and sports

282:14

policies were was completed no the

282:17

cultural policy wasn't completed the

282:20

sports policy

282:22

was however we never got the opportunity

282:25

to to do the consultation at the sports

282:29

conference that along with we opened the

282:34

process up for a

282:37

academic um review with which we did and

282:42

we had that completed as well um that's

282:46

something that the national sports

282:48

commission had made the recommendation

282:50

before we go out to consultation so uh

282:54

we did that um and then also the

282:57

academic sightings that was also

283:00

something that was very important that

283:02

was raised in in the discussions that we

283:04

had um we wanted to make sure that the

283:08

the references the bibliographies Etc um

283:12

that they were appropriate as well as

283:16

accurate um because we wanted to make

283:19

sure that when the document is is it

283:22

goes out to the public that it must

283:24

reflect um a very high standard which

283:28

you know

283:29

we're we believe will will be reflective

283:33

of that and other countries in in the

283:37

region will be looking at what we do

283:38

here as which they've they've already

283:40

started to take notice about our results

283:42

but as far as our policy is concerned we

283:45

want to make sure that that reflects um

283:48

a standard that we we can be proud

283:51

of thank you Minister member best thank

283:55

you com

283:57

chair last year in this house when the

284:01

minister was asked about the policy he

284:03

stated that there were two active

284:05

policies and both were being updated and

284:07

that's since last year and he said the

284:11

foress will continue with

284:13

consultation and then he spoke about the

284:16

cultural policy as well as the sports

284:18

policy and both of them would have

284:20

already gone through extensive

284:22

preparation and submissions based on

284:25

last year um response so I'm going to

284:27

ask the honorable Minister what

284:29

guarantee do we have that this these

284:31

policies will come to the house this

284:34

year

284:37

Minister um

284:46

I I I I don't want to give the honorable

284:50

member um any

284:53

guarantees um but what I'm certain about

284:56

is that the sports policy is completed

284:59

and will be published and will be

285:01

presented and it's a document that must

285:04

happen and um especially given the fact

285:08

that we we've seen how the meteoric rise

285:13

that especially in the last four years

285:15

three years or so uh of our Sports men

285:20

and women and I'd just like to

285:22

congratulate uh today we've had the

285:26

signing um of one of our big athletes um

285:32

promising

285:33

athletes uh who's just signed with uh

285:37

University of of

285:39

Georgia um and that's far

285:44

following on thank you Minister that's

285:47

uh uh Miss

285:48

Springer um who I genuinely believe has

285:52

the potential to become our first track

285:57

Olympic medal

286:03

winner and I would also like to

286:05

congratulate publicly here in this house

286:07

too uh preceding her um uh

286:12

uh um yeah Austin who signed with

286:18

Louisiana these are top top rate

286:23

universities that were

286:25

scouting our talents here in addition to

286:29

the fact that we were able to see that

286:34

they

286:35

secured

286:37

deals with major shoe companies

286:41

um and

286:42

Brands uh as prospects for the future um

286:47

so that's just something I just wanted

286:49

to say

286:51

parenthetically thank you

286:53

Minister com

286:56

here um before I proceed let me also

286:59

congratulate Malachi Austin and Tiana

287:02

Springer I know that they athletes that

287:05

will shine from their dedication their

287:08

skills and their

287:09

talents um indicator

287:12

number

287:14

three you have number of

287:17

international cultural Youth and

287:20

sporting events at which guano

287:23

participated I see that there's a

287:25

decline from 78 last year to 66 this

287:29

year can The Honorable Minister say what

287:33

Regional

287:34

competitions we will participate in in

287:38

2025 minister well there's here is

287:42

listed as 66 so I can't I can't say what

287:45

Regional competitions will be because it

287:49

it's it's too long of a list but um I

287:53

just want to correct the figure because

287:54

when we submitted this uh that wasn't it

287:58

we didn't get to complete the updating

288:01

um but just for the house to know uh

288:04

since I think it's important for us to

288:07

place on the record that number one our

288:10

Target in in 20 or what we participated

288:14

in on just on sport alone in

288:18

2023 was

288:20

51 and for

288:23

2024 was

288:28

102 and and for the combined areas which

288:31

is culture Youth and sport in total it's

288:34

100

288:38

and8 m best following up based on your

288:42

response you saying that we took part in

288:45

102 sporting event and that would cover

288:48

both Regional and internal all right

288:51

just a Clarity

288:54

um honorable members I now put a

288:56

question that the sum stated for program

289:00

441 policy development and

289:03

administration current expend stands

289:05

part of the estimates those in favor say

289:08

I I those against say say no I haveit

289:12

some stated now stand part of the

289:16

estimates Pages 216 and

289:19

27 and I propose the questiones that the

289:21

sum stated for program 442 culture

289:24

current expenditure stands part of the

289:28

estimates honorable member name of fles

289:32

line item

289:33

6242 I noticed that there was an

289:36

increase again here for um maintenance

289:39

of building does this reflect a new

289:42

building added or the same set of

289:44

buildings um being

289:46

maintained

289:49

minister so the answer is no no new

289:51

building

289:53

and member

289:54

best six thank you for chair line item

290:03

6255 maintenance of other

290:07

infrastructure um does this some all

290:11

some covers um the preservations of

290:14

records and

290:16

artifacts no man

290:18

infrastructure it the word

290:20

infrastructure so oh this wouldn't fall

290:23

under that that

290:26

area

290:29

yes

290:30

um looking at the

290:34

indicators for

290:36

culture um under which line item

290:42

um is the cause for preservation of

290:45

records and artifacts

290:47

located you're asking you you want the

290:50

minister

290:51

to I don't cuz I asked you if it's that

290:55

other 6255 you said no so I'm

290:58

asking it doesn't work that way Minister

291:01

please help The Honorable member I I I

291:03

need to

291:06

know so I'll put the

291:08

question as the minister

291:11

will indicate I put a question in the

291:13

sum Mr Speaker Mr Speaker I'm not

291:15

finished sorry go

291:18

ahead indicator number

291:23

five updated updated legal framework and

291:26

areas pertaining to the preservation and

291:29

conservation of our

291:32

heritage um is there any plan to update

291:36

the copyright legislation no not in this

291:38

year so just U let me

291:41

let me speak about this a little bit

291:43

because um last year we were able to

291:46

complete uh two bits of legis well one

291:51

that we passed in this house which is

291:52

the World Cup act and then we laid in in

291:55

in the house as well the horse racing um

292:00

legislation and we completed the the

292:05

review and redrafting of the National

292:08

Trust Act

292:11

um and we also had as part of that

292:18

the a

292:21

a collaboration as well as a a a uh

292:26

Cooperative

292:28

approach um where they participated in

292:31

the review this is the Commonwealth

292:34

Heritage uh

292:35

Foundation um which has an engagement

292:39

with the the king trust where they're

292:42

doing some um they're creating some

292:46

different areas of of projects and

292:51

preservation um with the Office of the

292:53

President but this is linked to what

292:56

we're doing and the National Trust also

292:59

participated in a number of their areas

293:02

of um of collaboration so that it's not

293:05

being done in silos so uh the answer is

293:10

for or indicator number five we will be

293:13

tabling this year a new National Trust

293:18

legislation it will be under a different

293:20

name um but it's a new National Trust

293:23

legislation that we'll be tabling and

293:26

passing but it also caters for uh the

293:30

incorporation of the the Heritage

293:33

element um where we're working with the

293:36

Commonwealth Heritage Foundation and the

293:39

King's Trust uh Foundation as well thank

293:43

you

293:44

Minister honorable member Mr sh Mr Jones

293:47

thank you line item 6322 subsidies to

293:52

subsidies and contribution to

293:53

International

293:54

Organization um I note where uh there is

293:59

the international center for the study

294:02

of the preservation uh preservations and

294:04

restoration of cultural property uh

294:07

there's a allocation of 268 but we note

294:10

the Revis was only

294:12

87 and for 2025 a request is there again

294:16

for 268 could the minister indicate what

294:19

would have occasioned uh the reduced sum

294:23

instead of the entire lot yeah so I'm

294:25

advised that this is based on submitted

294:29

invoices not dictated um sums so that's

294:34

that is the reason for the

294:37

reduced um uh

294:40

expenditure all right so am I to assume

294:43

that the submitted

294:45

invoices speaks to

294:48

$87,000 as a payment that we would have

294:50

had to made make to this international

294:53

organization and if so I I'm advised yes

294:56

right and if so based on those invites

294:58

that we had to submit why is it now in

295:01

2025 instead of it being 87,000 we put

295:04

it back at

295:06

247

295:07

minister so whatever the the um

295:13

subsidies and contributions have been we

295:16

don't reduce that we maintain that as a

295:20

standard sum

295:22

um chances are it can

295:25

increase uh but it's very rare that it

295:28

will go down the stum is stated to the

295:32

international or to the

295:34

organizations um but at the same time we

295:37

have requirements uh in relation to how

295:41

we spend money um so we have to follow

295:44

our process so not noted but um taking

295:47

it consideration what you just said um

295:50

Mr Minister that very unlikely it would

295:53

reduce but in this case in 20124 it was

295:57

reduced no based on what was submitted

296:00

right but the allocation itself wasn't

296:03

reduced gotcha that you noted um just

296:06

below that there is the international

296:09

culture

296:11

Council of arm archives there is a

296:14

allocation of 247 and we see in the

296:17

revised Summit

296:21

zero right I'm advised that this is

296:24

because there has been no invoices

296:27

submitted to us noted thank

296:30

you thank you Minister member flub best

296:35

L item 6284 order um Can the honorable

296:40

Minister

296:41

say if from this allocated sum The

296:45

Institute of creative arts will get

296:50

funding

296:52

Minister yes thank you very much uh Comm

296:54

chairman and thank you very much to The

296:56

Honorable member um so the answer is yes

296:59

but it's it's a very important

297:00

opportunity

297:02

to speak about the Institute of creative

297:05

arts and and why um the concept for

297:11

initiated uh with Minister Frank and Dr

297:16

Rose um

297:18

during where the focus is on effectively

297:21

an academy at an at a tertiary level for

297:25

dance music uh Visual Arts creative

297:29

writing and uh drama um and in

297:35

2023 when I was questioned about whether

297:39

we can have have the

297:42

Institute uh well I made the commitment

297:44

I said that it The Institute would be

297:47

accredited by the national accreditation

297:50

Council and uh The Honorable member's uh

297:53

colleague um sitting just below her had

297:56

said that I didn't know what I was

297:58

talking about in fact the words was that

298:00

I clearly don't know what I was talking

298:03

about um and that what was required was

298:07

a legislation in order for the Institute

298:10

to have been uh accredited and that they

298:13

did not even accredit

298:16

institutions um I'm I'm pleased to share

298:21

uh uh honorable speaker that we were

298:25

able to get the Institute accredited and

298:28

that's extremely

298:33

important member flub I I'm I just want

298:36

to say that this is extremely important

298:38

because for those

298:41

and it's a lot of hard work we did a lot

298:43

of hard work for about a year and a

298:46

half ensuring that we re standards that

298:51

were required which in in many instances

298:55

are

298:57

comprehensive

298:59

um and so that when young people want to

299:03

advance their their passions their their

299:06

talents and many instances they're

299:08

they're really just the pursuit of

299:09

passion s um of a burning desire to

299:13

advance their talent that when they

299:17

receive a a paper from us a document

299:21

from us to say that this is a course of

299:25

study that they

299:27

undertook that it is

299:29

recognized and that they and it's mobile

299:33

that the recognition of the certificate

299:35

is mobile meaning that they can take it

299:38

anywhere and it will be recognized and

299:40

that's something that we are extremely

299:43

extremely proud

299:46

of thank you

299:49

Minister thank you Comm chair um Can The

299:53

Honorable Minister say when was The

299:56

Institute of created Arts um

300:00

accredited minister so we passed all of

300:04

our assessments at the end of last year

300:07

and the the certificate was issued

300:11

earlier this year and displayed here you

300:14

have it you have it with me you ra I

300:17

brought it I brought it in your

300:19

presentation I did it during my

300:20

presentation that's correct yes in fact

300:24

it was presented by um Dr Hudson um who

300:28

was here with the honorable member Miss

300:31

Minister priia just a few minutes ago

300:33

here honor member any other questions I

300:37

now put a question that is some stated

300:39

for program 4

300:41

42 culture current expenditure I now put

300:45

a question that with some stated hearing

300:48

stands part of the estimates those in

300:50

favor say

300:51

I those against say no eyes have it some

300:55

stated now stands part of the

300:57

estimates program 443 youth on pages 218

301:03

and 19 and I propose the question that

301:06

the sum stated hearing stands part of

301:09

the estimates honorable

301:11

member name of fles thank you Comm

301:21

chair

301:25

62

301:29

6231 I know that there's an

301:33

increase in fuels and lubricants was

301:37

there a new vehicle added

301:40

um to the fleet of vehicles that the

301:42

ministry already

301:45

have

301:49

Minister yeah so the answer to the

301:51

question is that no there hasn't been

301:54

any new vehicle for this program head uh

301:59

but it is the increased cost for

302:02

increased

302:05

activities thank you

302:07

Minister H member

302:11

best

302:15

62

302:18

sorry

302:26

six can I put no volume two no no no Mr

302:32

just I take off

302:40

volume

302:42

two I note that

302:46

um the

302:48

indicators number of public and private

302:51

NOS or Community Partnership I note that

302:54

there is an increase by six under this

302:58

heading um Can The Honorable Minister

303:01

say what are the six new NGS that will

303:04

be added here

303:23

right so I I that's our Target our

303:27

Target is to hit six new ones um the

303:31

previous year we had

303:34

65 uh

303:36

66 but our Target is to in increase uh

303:41

the number of Partnerships that we have

303:44

um so I'm unable to say with

303:47

specificity enough for me to state in

303:50

this house um what are the the the ones

303:53

that we're targeting but I our Target is

303:57

to increase it to

303:59

72 thank you

304:03

Minister honor member Jones thank you

304:06

line item

304:07

6321 subsidies to local

304:11

organization

304:13

um well I'll throw both of them two two

304:16

two bodies here um National Youth

304:19

commission uh we see an allocation of

304:21

400 revised at zero and budgeted 2025

304:26

400 as well there is the West End

304:30

committee allocated UH 60 revise zero

304:35

and request for six

304:36

again and three part of the well two

304:39

part to the second question um what is

304:42

this body the West End

305:01

committee I'm advised that it's a it's a

305:04

regular NGO that does training with

305:06

young people and on the the first

305:08

question that you asked there has been

305:11

no request for the sum and so that's why

305:14

there wasn't any

305:16

given and I I assume it's the same thing

305:19

for the National Youth uh commission and

305:21

similar to uh what is this

305:29

body no man this gon

305:34

listen minister

305:42

yeah so that was once a body that did

305:45

receive um I'm advised did receive some

305:50

some kind of contribution before um we

305:53

are I'm unable to advise the house

305:56

whether they are still

305:58

exent noted and and com noted to us

306:02

former minister of sports Dr Anthony um

306:05

because in my time as well there were

306:07

several of these bodies that just um pop

306:10

in and pop out correct so perhaps if

306:12

there was a process that we could just

306:14

remove them if necessary as opposed to

306:16

having them appear I I'll be quite Frank

306:19

with you when it comes to you know the

306:21

the smaller kind of groupings I don't

306:24

pay too much attention to that part of

306:26

it um so I can't say that I I scrutinize

306:32

to scrub the list that is submitted um

306:37

but I I agree with you

306:43

honorable member Miss

306:45

nees yes I see I note under the

306:48

impact existence of a new and more

306:51

responsive policy for Youth Development

306:54

um Can The Honorable Minister say what's

306:56

this is not on the youth youth on the

307:00

youth no we are looking at volume two

307:03

the indicators

307:13

go ahead honorable

307:18

member yeah which one of them which one

307:20

of the indicators look at the impact you

307:22

got the impact listed there existence of

307:25

a new and more responsive policy for

307:28

Youth

307:30

Development right and so I'm asking

307:34

where is the new youth

307:37

policy so there is already existing a a

307:40

a a youth policy um which will have to

307:45

be revised uh there's no current

307:47

commitment for a revision of the policy

307:52

because it's now coming to

307:54

to it it's it's expiry date um but this

307:59

is really not an indicator this is just

308:01

the impact um

308:04

so it's not something that I think that

308:07

uh

308:09

where we've made a commitment to get

308:11

done okay um indicator three and

308:16

four number of youths 14 to 35 years old

308:20

trained by the D why and the percentage

308:23

of Youth gaining employment after being

308:27

trained question um after training first

308:32

let me ask about the

308:35

training when these youths are trained

308:37

in the program is there any aspect of

308:40

the training program that teaches the

308:44

youth about um safety on the workplace

308:48

occupational safety honorable minister

308:52

so there are a variety of programs or a

308:54

number of programs that um fall into the

308:59

overall training program of which

309:03

uh you have a compilation of these

309:07

numbers or con or constitute

309:09

the the summation of this of these

309:11

numbers here um so you have coding

309:16

robotics um y you have py a r g you have

309:23

vax um and I want to stop here and pause

309:25

just to speak about those two before we

309:28

continue the PG program which was an

309:32

extremely

309:34

successful Program for Young People

309:37

which is in done in coll collaboration

309:40

with the Duke of Edinburgh um uh it's an

309:44

international program internationally

309:46

certified uh it started under Minister

309:49

Gail and then continued under Minister

309:52

Frank and then the the appu government

309:56

just let it die in

309:58

2017 and we resuscitated it in

310:04

20122 now I want I want the house to

310:08

know

310:09

not just the

310:11

popularity and the

310:13

effectiveness I want to get a sheer

310:15

sense of the numbers so that we're clear

310:19

about how effective this program is and

310:22

I'll if if the honorable member wants to

310:25

know about the details of some of these

310:29

uh uh or what goes into the program I

310:31

can go I can say that because you have

310:34

uh life life skills and and um health

310:38

and saf safety Expedition number of

310:41

those kind of things

310:43

anyway for last year alone last year

310:47

alone Mr Speaker we trained on the

310:51

pyrg

310:55

5,028 young people young people and in

311:00

total since its its Revival in

311:04

2022 it was

311:07

13,000 13,000

311:10

young people all across this country who

311:13

had and and what what you have to

311:16

appreciate when it comes to getting to

311:18

young people is that you have to be able

311:21

to get to them by different means not

311:25

necessarily directly by saying go and

311:29

learn your book or go and pick up your

311:32

your go and study you have to be able to

311:35

get to them by different means and

311:38

sometimes they might be interested in

311:40

different areas and sometimes they want

311:42

to explore also different types of

311:46

activities whether they most of them

311:49

extracurricular but they also or what PG

311:54

does it it allows them to do that in a

311:57

safe

311:59

environment supervised by our coaches

312:03

our trainers which we have trained a lot

312:07

of them in the last uh two years or so

312:10

so that's how popular and I also want to

312:13

mention this vax program this is a

312:15

program that when I came into the

312:17

ministry it was called

312:20

vssp Minister Frank you might remember

312:23

it was called the volunteer support

312:25

platform and really and truly they had

312:28

about 11 persons who would come and do

312:32

stints at the ministry um and get an

312:35

experience about learning public service

312:37

work etc and would pay them stiens under

312:41

that program volunteer support PL

312:44

platform I this this new program which

312:48

is the volunteer apprenticeship

312:51

Community Support Program in the last in

312:55

just in

312:57

20204

312:59

alone

313:02

2,426 young people participated in that

313:07

program two

313:10

2,426 young people participated in that

313:13

program and let me tell you what we also

313:16

did as part of the Y program which we

313:20

reformed and and I know that she was

313:23

critical The Honorable member was

313:24

critical about about having a more

313:29

concise uh an a more concise program for

313:33

vocational

313:36

training this program that we have on on

313:40

Y where you can

313:42

[Music]

313:44

learn welding Plumbing Electrical

313:48

instulation uh carpentry and masonry

313:51

those five areas which have now since

313:55

last year or the year before the year

313:58

before we were able to secure the CT

314:03

vet level one so it's now registered as

314:08

a as a regional accredited body so when

314:13

they receive their certificate it's no

314:15

longer a situation where they just get a

314:16

paper that's valueless it is

314:19

a a a an

314:22

accredited certificate that they get we

314:26

take those same students and we put them

314:29

into this

314:31

volunteer uh apprenticeship Community

314:33

Support Program and we put them to do on

314:37

the weekends as a additional work and we

314:40

pay them as well stiens while they are

314:42

doing their work to go and help to build

314:46

an and Rehab Community grounds so that

314:49

they could get the the theory as well as

314:52

the

314:53

Practical uh supervised by the the

314:57

trainers and the instructors from the

315:00

institution so and we did

315:04

84 projects 84 projects

315:09

just last year alone so this is a very

315:13

useful way small projects for them

315:16

because they're now learning but that's

315:18

where they have to cut their teeth get

315:20

their hands wet so they build walkways

315:24

they buildt fence you know they built

315:26

you know small things but what they're

315:28

doing at the same time not only catching

315:30

their hand getting the experience but

315:32

they're providing a value to the

315:34

community anywhere that they anywhere

315:37

that they go so it's a very important

315:40

program so I just wanted to give the

315:42

honorable member an idea of what some of

315:46

the programs are but we also have we

315:48

also did construction project management

315:52

we did literacy and numeracy so actually

315:56

helping with young people to improve

315:59

their literacy skills and their numeracy

316:01

skills um and then we did the Robotics

316:04

and

316:05

coding Hi H member Miss n

316:09

thank you thank you Comm one for getting

316:12

back this time the minister is taking

316:15

long to give direct answers um that's

316:17

why I ask a direct question

316:20

however as the minister spoke of all

316:23

these programs of which I'm very much

316:25

well aware

316:26

of um I asked the question specifically

316:30

about health and safety um

316:33

occupational health and safety for the

316:35

workplace and I also

316:39

hope that these programs that are being

316:41

done is taken into

316:44

consideration the the problem we have

316:46

with the uses of of the youths on the

316:48

road with the accidents and all these

316:50

things because if you're running these

316:51

programs I believe they should cover

316:54

these social impact these things are

316:56

affecting us in society that the program

316:58

should carry some aspect of life skills

317:01

to help these people moving along with

317:04

moving along with the question I had so

317:06

you're making a statement or going to

317:08

ask Minister if it does include aspects

317:11

of life skills I answer that Mr Speaker

317:15

I I answer that so and and I also want

317:19

to say I also want to say and this is

317:21

something significant so as part of that

317:24

yd program we have financial literacy as

317:30

part of the as one of the subjects that

317:32

we teach in that program financial

317:36

literacy and I give that class one of

317:40

the lectures myself I go in and I

317:43

dedicate some time and I give lectures

317:46

in that class to those young people

317:49

sharing my advice on on financial

317:59

literacy Mr chair a follow-up question

318:02

the minister mentioned M Mr thank you

318:05

sorry Mr thank you The Honorable

318:07

Minister mentioned that there were

318:08

several coaches that were trained during

318:11

over the past two years could the

318:13

minister indicate how much of these

318:15

coaches are now licensed whether it's

318:19

football basketball Cricket Etc of the

318:23

coaches that you train over the last two

318:25

years are now certified licensed coaches

318:29

in those sport disciplines so what I'm

318:32

happy to to share with the honorable

318:34

member is that all of our coaches who

318:36

are working at the national sports

318:38

Commission they're

318:40

certified all all of them are are

318:43

certified

318:45

but what

318:47

we what is also being done with in

318:50

connection with the sports associations

318:53

because they through their bodies they

318:55

get free courses where they can actually

318:59

do the the the training where they can

319:01

be licenses licensed um that's where

319:05

we're using that as a vehicle to to

319:07

expand the number of coaches but as you

319:10

mentioned that we were able to

319:13

commission and we completed and it's

319:15

going to start their distribution this

319:17

year a very novel and Innovative way in

319:21

which we can get coaching into the

319:24

hinterland so we've now put all of the

319:30

coaching programs for the 12

319:35

disciplines as for the national sports

319:38

Academy we've put them all now on video

319:43

on flashes and that they can be

319:45

downloaded on the internet so that when

319:48

for the folks who are in the hinterland

319:51

where they don't have access to coaches

319:55

they now have access to the material so

319:58

that when we can designate individuals

320:01

we can go and train them and then they

320:03

can implement the coaching program right

320:05

there so it's a great way now and this

320:08

happened from from all of the community

320:10

outreaches that we had in the hinan

320:12

you've had a a number of requests saying

320:16

we we want support to help with our

320:19

coaching

320:21

opportunities uh but obviously we can't

320:23

put coaches in the 247

320:27

248 Villages uh and send them there

320:31

permanently so now we're going to have

320:34

let in The Villages the persons choose

320:37

them choose the persons who want to

320:40

become coaches and then we go and

320:42

upscale them with these virtual training

320:45

programs honor member Mr Jones Thank you

320:48

Mr chairman follow up so Minister

320:51

exactly how many of the coaches that

320:54

were trained over the past two years are

320:58

licensed and certified I I I don't have

321:01

the figure in front of me but I can try

321:02

to get that all right so could you

321:04

indicate if whether or not any of them

321:06

have been certified Say by FIFA

321:16

anyone yes yes very important very

321:19

important I'm unable to say and I don't

321:21

want to mislead you so that's something

321:23

I can

321:24

[Music]

321:34

verify thank you honorable Minister

321:38

honorable members I now put a question

321:40

that the sum stated for program 443

321:44

youth current expenditure stands part of

321:47

the estimates those in favor say

321:51

I those against say no I have it some

321:54

stated now stands part of the

322:00

estimates and I now propose the question

322:03

that the sum stated for program

322:06

444 sport

322:08

pages 220 and 221 propos the question

322:12

that the sum stated herein now stands

322:16

part of the estimates honorable member

322:19

Miss nma

322:22

fles thank you

322:25

uh former chair let me welcome former

322:28

member of parliament Steve

322:31

Nal and the others of the

322:34

team I would like to go to volume two

322:39

for the

322:40

indicators and indicator number

322:44

six um number of community sporting

322:48

grounds

322:50

upgraded I know last year there was a

322:53

Target set to 251

322:56

GRS and I

322:58

see that the minister is saying that 471

323:02

GRS

323:04

were upgraded which is a added 200 20 to

323:09

what you target um could The Honorable

323:13

Minister say as for Regions how many

323:17

grounds were upgraded in the different

323:21

regions

323:22

Minister

323:25

um

323:27

okay so for region one 9

323:31

to1 Region 2

323:33

37 Region 3 42 Region 4 8 to 7 Region 5

323:41

8 region 6

323:43

77 region 7

323:45

33 Region 8

323:48

26 region 9 57 and region 10 13 and this

323:54

is

323:56

447 um

323:59

471 and just so that the honorable

324:01

member understands to that included in

324:03

this figure as well as last year that we

324:06

did out of our ground enhancement

324:10

program we gave we were able to support

324:14

the ground enhancement for

324:19

247 Community grounds in the

324:23

hinterland we did 100 the year before we

324:27

did

324:30

2476 last year and this year we are

324:34

going to be doing about

324:37

254 four uh at the next uh NTC

324:42

conference because now the number has

324:45

expanded according to my honorable um to

324:48

honorable Paul

324:51

inukai H member Miss name FL I I

324:55

couldn't hear the responses given by the

324:59

minister after Region 4 because of the

325:01

bang on the desk I would like you to

325:02

call from region five the grounds as for

325:05

region because I didn't hear I didn't

325:07

get to hear the answer eight

325:09

uhuh there a five yeah okay yes

325:15

honorable members I

325:17

Know M M Mr chair thank you very much Mr

325:22

chair the very um line item sir I heard

325:28

the honorable member it's not a line

325:31

item okay from the

325:34

indicators um The Honorable member

325:36

stated that

325:39

um I think it's about

325:42

80 grounds in Region 4 87 Good 87 GRS

325:47

can you say within that number whether

325:51

the belir grung is included in that 8

325:56

to7

325:57

yes well they B you know

326:02

um no no no m m Mr Mr Mr Mr chair I need

326:09

to be I need to make it clear here

326:12

because we have several B areas so I am

326:16

I am

326:17

speaking I'm speaking about B that runs

326:22

the I think it's eping Aven Avenue that

326:25

runs parallel to Duncan Street so we

326:28

have that ground there so whether that

326:31

ground is included in the 8 to7 yeah so

326:34

the project is being done amongst um

326:39

uh with support from the ministry of

326:42

Public Works so that is one of the

326:44

grounds that is is being done

326:49

to no Mentor um royon King royon

326:56

King but that's not your consitency so

326:59

you worried about you're supposed to be

327:01

happy you're supposed to say

327:02

congratulations program

327:04

4 you can't you can't say that current

327:07

expend

327:08

stands part of the estimates those in

327:11

favor say

327:12

I those against say no eyes have it some

327:16

stated now stands part of the estimates

327:20

please turn to page 512 and I propose

327:23

the question that the Su stated for

327:26

program 441 policy development

327:29

Administration and administration

327:31

capital expenditure I propose a question

327:34

that the sum stated here in stands part

327:37

of the estimate

327:38

member name

327:40

of thank you C chair an you ever hear

327:44

about love of my

327:47

life the code um

327:54

120 only I have that ability

327:58

12570 is a payment of retention can The

328:01

Honorable Minister say for which project

328:04

or building will this money be paid for

328:07

yes so um thank you very much honorable

328:10

member so we did an extension to the our

328:14

headquarters the main building um the

328:16

project is

328:18

completed uh we we made the investment

328:21

because of the increased um workload

328:25

that we have um and the required space

328:30

that's needed so uh for example we now

328:33

have some additional persons in the

328:35

Technical Services Unit um headed by uh

328:39

sharwin Moore um behind me uh and there

328:43

is um so that some caters for the

328:47

retention payment for

328:49

that thank you honorable members I know

328:52

per question there is some stated for

328:54

program

328:55

441 capital expenditure stands part of

328:58

the estimates those in favor say I I

329:01

those against say no I have it some

329:04

stated now stands part of the estimates

329:07

program 442 culture capital expenditure

329:10

I propose the question that the sum

329:12

stated heing stands part of the estimate

329:15

member fles thank you Comm chair project

329:19

code

329:21

12057 buildings I see provision for art

329:24

gallery Museum and other facilities so

329:28

can The Honorable Minister disaggregate

329:30

the sum for these projects yeah we've

329:34

set aside $500 million um each um

329:38

but essentially we have the government

329:41

of Guyana the president a finale LED

329:45

people's Progressive Party government of

329:48

Guyana um has made a decision that we

329:51

want to have a new Museum and art

329:56

gallery which is something that is very

330:00

important for the

330:02

country and and I think it's something

330:05

that

330:06

is when the design is concluded and just

330:10

for clarity we went out to Tender last

330:12

year for the design um those designs are

330:16

being presented right now to us there's

330:19

a cabinet

330:21

subcommittee uh that that is going to um

330:25

assess it um and then we're going to go

330:27

out to procurement when that's completed

330:31

uh but those are the sums that we' have

330:33

put aside for its construction but I'm

330:36

I'm extremely pleased East um it's

330:39

something that is very important now

330:42

that we are moving into a different tier

330:47

of development which is for the display

330:51

the permanent uh display of

330:55

our culture as well as our heritage and

330:59

I use that

331:01

distinctly um we have four no three

331:06

museums

331:08

we have that that are in three different

331:11

locations we have the Museum of African

331:13

Heritage we have the National Museum and

331:16

the Walter rot Museum and they all carry

331:20

different pieces of our history but not

331:27

connected and we also have in our art

331:31

gallery and our national art collection

331:36

some extremely

331:39

important and beautiful and invaluable

331:43

pieces of artwork that people don't get

331:48

to see on a permanent basis because when

331:52

we have our exhibition and just so just

331:55

to give tell the house we've had 15

331:59

exhibitions at our uh at calani our

332:03

national um Art Gallery uh last year

332:06

alone

332:09

now for those two weeks when we have the

332:13

exhibition you have those pieces being

332:16

displayed by other

332:18

persons um but

332:21

those that form the inventory of our

332:24

national art collection we don't get to

332:26

see that on a daily basis so when people

332:30

come into the country or or the young

332:33

people in the country or anybody here

332:34

who's interested and they want to go and

332:37

see the quality of the art that we have

332:40

here which is valued at millions and

332:42

millions of dollars not Guyana dollars

332:44

millions and millions of USS we want to

332:47

be able to show that to the world and a

332:53

very

332:54

beautiful uh building is also important

332:58

for that

333:00

display thank you thank you Minister

333:03

member flub best thank you K I see

333:06

provisions provision for recording

333:09

studios where will these Studios be um

333:13

constructed Minister yeah so as you know

333:17

uh C speaker we've completed the

333:19

construction of the first Studio which

333:21

we went out to Tender for in 2020 the

333:25

end of 2022 the building is completed um

333:28

some of the equipment is already

333:30

installed we had actually a a a producer

333:35

recently come to test it from from the

333:38

US um who works with International

333:41

artists um you know very famous I don't

333:44

want to to say it here obviously because

333:46

of um they were doing different kinds of

333:49

work with us so but they came here to to

333:52

test it um and we are now moving into

333:56

building three more uh because it's

333:59

something that we believe that is very

334:01

important for the the development of the

334:04

environment for for to Advanced talent

334:09

and especially the singing Talent area

334:12

so we're going to have one in um that

334:16

one was built in region 6 so now we're

334:18

going to have one in region 10 we're

334:20

going to have one in Region 3 and Region

334:26

2 um this area here of of um singing uh

334:32

where we can have the potential and

334:35

we're right now some of our artists are

334:40

they have some of the highest trending

334:43

songs in the

334:45

Caribbean there are some some Chutney

334:49

songs on YouTube that have 25 million

334:53

views 25 million

334:56

views which uh and that that's and it's

335:01

moving into other areas in the world

335:03

especially our diaspora and that's one

335:05

of the reasons why they're getting a lot

335:07

of opportunities for for overseas work

335:10

so the the that environment where we're

335:15

investing in the bottom house type style

335:19

of Studio you want to sing something you

335:22

have a talent you you you can you can

335:24

experiment with that but then to get it

335:27

up to a higher level and this isn't even

335:30

the highest level because the highest

335:33

level can go as much as a million us uh

335:38

for the equipment can go all the way up

335:40

to as high as that but it it takes it up

335:44

to a much higher level where the quality

335:47

is improved so that when you are

335:48

exporting it when you it's being heard

335:51

in different parts of the world that

335:53

it's no that there's no distinct type of

335:57

of of

335:58

quality

336:01

um member FL thank you com

336:05

chair where in lynon will Studio be um

336:12

constructed I'll I'll try to get the

336:14

address for for The Honorable member and

336:17

when I do I'll tell

336:18

her um was any contract signed for any

336:23

of the regarding Studios as yet uh no we

336:26

went out to Tender already um and

336:31

we've

336:32

we've yeah we we've signed contracts for

336:35

two and three I'm advised um and but we

336:38

haven't issued commencement as yet two

336:41

and three Region 2 and two well I went

336:44

on the MP tab website and I noticed that

336:48

on the 27th of December

336:51

2024 sovereignty investment got um a

336:56

contract for the construction of the

336:58

digital recording student region 10 to

337:02

to

337:03

2,676 th60

337:08

so I don't know if M website is wrong so

337:10

honorable

337:11

Minister what what's the question is the

337:14

website wrong npab website is it wrong

337:21

minister so I'm I'm not sure if if if

337:24

the information there is

337:27

wrong I'm advised that all three have

337:30

been

337:32

signed the information is not wrong sign

337:36

the the region 10 one was only signed in

337:41

January honorable Minister I would love

337:44

to hear you out more but your one hour

337:48

is up thank you very much so I have

337:51

no recourse but to put the question that

337:56

for

337:58

program gracious

338:00

speaker gracious speaker gra I have one

338:05

question capital

338:08

that the sum stated for three these

338:11

three heads now stand part of the

338:15

estimates those in favor say I I those

338:19

against say

338:22

no eyes Happ it the sum stated now

338:26

stands part of the

338:30

estimates at the end of day one the

338:34

savings according to my calculation is

338:37

20 27

338:40

minutes let the assembly resume thank

338:44

you very much honorable Minister your

338:46

staff for taking us through your

338:58

agents honorable prime

339:04

minister thank you Mr Speaker I ask that

339:07

we

339:08

adjourn the assembly to Monday the 3rd

339:12

of February

339:14

2025 at 10

339:16

a.m. H members the assembly stands

339:19
