0:00

Today, the Home Secretary has confirmed

0:02

that the Joint Terrorism Analysis Centre

0:05

has raised the terrorism threat level in

0:08

the UK from substantial to severe.

0:12

This means it is now highly likely that

0:15

a terrorist attack could happen in the

0:17

UK.

0:19

As we've seen, the UK has been

0:22

experiencing a gradual increase in

0:23

terrorist threats for some time. Driven

0:26

by a rise in both Islamist and extreme

0:29

right-wing terrorism.

0:32

Our casework is increasing across a

0:34

number of ideologies, and within that,

0:37

we are seeing an elevated threat to

0:39

Jewish and Israeli individuals and

0:42

institutions in the UK.

0:45

We're also working against an

0:47

unpredictable global situation

0:50

that has consequences closer to home,

0:52

including physical threats by

0:54

state-linked actors.

0:58

Following yesterday's horrific terrorist

1:00

attack and incidents targeting the

1:02

Jewish community across the country,

1:04

there is already an enhanced police

1:06

response in place. And all police forces

1:09

will be reviewing this in light of the

1:11

change in the threat level.

1:14

In some areas, you will already be used

1:16

to seeing more officers than usual.

1:19

In other places, you may start to see

1:21

that, too.

1:23

They will be deploying unpredictably,

1:25

which means sometimes you will see them,

1:28

and sometimes you won't.

1:30

But please know we are with you.

1:34

Police forces up and down the country

1:35

routinely work with community and faith

1:38

groups, and this will continue as we

1:40

seek their support and assistance in

1:42

keeping the UK safe.

1:45

And we continue to work with businesses

1:47

who are advising we are advising to

1:49

review their protective security plans

1:52

to ensure they have everything they need

1:54

in place.

1:56

And I want you to know

1:58

we have the full range of

2:00

counterterrorism tactical options at our

2:03

disposal,

2:04

and these will be deployed nationally

2:06

and without hesitation wherever we see

2:09

fit.

2:11

And alongside our partners, we are

2:13

reviewing our casework, live

2:15

investigations,

2:16

and subjects of interest.

2:19

Now, many of you will be wanting to know

2:22

what you are being asked to do following

2:24

the change in threat level.

2:26

And I understand that this announcement

2:28

may cause you concern.

2:30

But I ask that you be alert, but not

2:33

alarmed.

2:35

Police officers and staff, together with

2:37

our security service partners, will

2:39

continue to work both day and night to

2:42

protect you against the threat of

2:44

terrorism.

2:47

Every year, we receive thousands of

2:49

calls and online reports from people

2:51

concerned about possible terrorist

2:54

activity.

2:55

Those reports provide us with the

2:57

intelligence that can be turned into

3:00

action.

3:02

Our efforts succeed because we have your

3:05

support.

3:06

Communities have shown time and time

3:08

again that they are united in their

3:11

rejection of those who wish to divide us

3:14

and spread hate in the name of

3:16

extremism.

3:17

So, please trust your instincts,

3:20

report anything that doesn't feel right

3:23

at gov.uk/act.

3:27

Every report is looked at, and you won't

3:29

be wasting our time.

3:31

Thank you.

3:44

As part of our review into the change in

3:47

the threat level, policing will be

3:49

reviewing all events across the country.

3:52

Uh my teams will be working with forces

3:54

to ensure that we have appropriate

3:55

protective security measures in place,

3:57

that the appropriate mitigations are put

3:59

in place, and we will be engaged with

4:01

communities who will be affected by

4:03

large events, as well as those involved

4:05

in the events, so that we can keep them

4:06

safe as they can be.

4:19

Sorry, say.

4:26

So, we've obviously got a live

4:28

investigation ongoing against that

4:30

subject at the moment. You'll understand

4:33

I'm not going to talk about issues

4:35

relating to that investigation at this

4:36

stage.

4:49

So, firstly, I would like to say to the

4:51

Jewish community, I completely

4:53

understand just how frightened and how

4:57

worried you are by the events of the

5:00

past few months, and that is wholly

5:01

unacceptable. We have seen a rise in

5:04

anti-Semitism in the UK, and that is why

5:07

policing is mobilized. It's why security

5:10

partners and the government are putting

5:12

the extra measures in place to try and

5:14

combat that. But of course, we

5:17

understand the impact it has on Jewish

5:19

communities, and I'm doing everything

5:21

with my teams in our power to ensure

5:23

that they are safe.

5:36

So, the threat level means that an

5:38

attack is highly likely, and that has

5:41

come about for a number of reasons

5:44

linked to the complexity of the threats

5:47

that we are facing, the geopolitical

5:49

situation that exists at the moment, and

5:52

that increasing rise in caseload that I

5:55

and others have been talking about for

5:57

many months.

5:59

We will do everything we can to keep the

6:01

community safe. But the threat level has

6:04

gone up, and I would ask people to be

6:06

vigilant and report to us so that we can

6:08

act on any information available.

6:12

Thank you. Thank you very much.
